Public Meeting to Consider the Proposed 2022 State Strategy for the State Implementation Plan


The California Air Resources Board (CARB or Board) will conduct a public hearing at the date and time noted below to consider adoption of the Proposed 2022 State Strategy for the State Implementation Plan (Proposed 2022 State SIP Strategy). If adopted, CARB will submit the Proposed 2022 State SIP Strategy to the United States Environmental Protection Agency (U.S. EPA) as a revision to the California State Implementation Plan (SIP) in support of attainment of the federal 70 parts per billion (ppb) 8-hour ozone standard alongside the attainment plans for the relevant nonattainment areas detailed in the Notice.

Background

The Proposed 2022 State SIP Strategy identifies the proposed control measures and emissions reductions necessary from State regulated sources to support attainment for the federal 70 ppb 8-hour ozone standard, established by U.S. EPA in 2015, for all nonattainment areas in California.

Nineteen areas in California are designated as nonattainment for the 70 ppb 8-hour ozone standard, with two areas having the most critical air quality challenges at a regional level – the South Coast Air Basin and the San Joaquin Valley. That said, based on air quality modeling done to date, seven areas need reductions beyond already-adopted regulations, which are accounted for in the baseline emissions inventory, in order to demonstrate attainment – these areas are the South Coast Air Basin, San Joaquin Valley, Ventura County, Eastern Kern County, Sacramento Metro area, Western Mojave Desert, and Coachella Valley.

CARB released the 2022 State SIP Strategy: Draft Measures document in October 2021, the Draft 2022 State SIP Strategy in January 2022, and has held three public workshops to date to discuss attainment needs and staff’s potential control measures. Today, staff is releasing the Proposed 2022 State SIP Strategy, which includes additional measures, updates, and estimated emissions reductions to be proposed as CARB commitments towards attainment of the 70 ppb 8-hour ozone standard for all nonattainment areas needing reductions from new State control measures. Further, Appendix A: Economic Analysis to the Proposed 2022 State SIP Strategy describes the estimated statewide impacts to the California economy from the suite of emission reduction measures in the Proposed 2022 State SIP Strategy. CARB is hosting a fourth public workshop on August 23, 2022 to provide additional opportunity for public feedback, input, and ideas on staff’s proposed measures prior to consideration of the Proposed 2022 State SIP Strategy in September.

Written Comment Period & Comment Submittal

CARB staff recommends that the Board approve the Proposed 2022 State SIP Strategy and the proposed commitments contained therein, and direct staff to submit the strategy and commitments to U.S. EPA as a revision to the California SIP alongside the attainment plans for the relevant nonattainment areas. CARB staff will present a summary of the written strategy at the meeting. Copies of the strategy may be obtained from CARB’s website on August 12, 2022. Interested members of the public may present comments orally or in writing during the meeting and may provide comments by postal mail or by electronic submittal before the meeting. To be considered by the Board, written comments not submitted during the meeting, must be received no later than September 12, 2022, and addressed to the following:
