The California Air Resources Board (the Board or CARB) adopted new mobile source certification and compliance fees at the April 22, 2021 public Board hearing. The regulations were finalized by the Office of Administrative Law on January 18, 2022 with an effective date of April 1, 2022. On April 1st, CARB staff launched the implementation of the invoicing and payment process for manufacturers to correctly determine and submit certification fees at the time of application for mobile source certifications. Since April, CARB staff created a new software program to generate and store invoices. This process will be implemented starting August 1, 2022 and will replace the current draft email invoice process. CARB invites you to participate in a training session on July 28, 2022, to discuss and demonstrate the new invoicing process for submitting certification fees for on-road vehicles, on-road engines, trailers, aerodynamic components, aftermarket parts, retrofits, at-berth technologies, off-road vehicles/engines and equipment, and evaporative components. All manufacturers subject to MS Fees should attend the July 28th training; however a recording of the training will be available on our website for those unable to attend. The session will provide manufacturers with lessons learned from the current implementation process and new information on how to create new MS Fees Invoice accounts, and to create, track and submit invoices within the new software process. The training will be conducted through Microsoft Teams with a call-in option. Please attend the training and review the training materials and previous workshops before submitting invoices and paying fees to avoid delays in payment processing and application review.
