The Community Air Protection Program (Program) at the California Air Resources Board (CARB) invites you to participate in a webinar to discuss the Assembly Bill 617 Funding Process. Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) is focused on improving air quality in communities disproportionately exposed to air pollution in California. The AB 617 Budget webpage offers an FAQ document and a short slide deck with more information.
There will be two public virtual webinars offering the same content. The purpose of the webinars is to share information about AB 617 funding, including the allocation process, funding categories, accountability, examples of how funds are used, and opportunities for community participation. We welcome participation from the public, AB 617 Community Steering Committees, community-based organizations, air districts and other stakeholders.

Background
The Legislature provides funding to California Air Resources Board (CARB) and Air Districts to implement AB 617 (C. Garcia, Chapter 136, Statutes of 2017) through the State’s annual budget process. The Legislature passes budget legislation, which is signed by the Governor, and then the funding described in the legislation is allocated to CARB to distribute for three categories of uses described below. To date, as directed through the Budget, funding comes from the Greenhouse Gas Reduction Fund and the Air Pollution Control Fund.
The Budget currently directs funds to implement AB 617 in three categories:
- Implementation Funds (also called Administrative Funds) are provided by the Budget to CARB and Air Districts to meet staffing, equipment, and program-wide needs. The major source is the APCF with some funding from the GGRF.
- Community Air Protection Incentives (also called CAP Incentive Funds) are specifically identified in statute for the AB 617 Program to put advanced technologies to work for cleaner air in the California communities that are most heavily impacted by disproportionate levels of air pollution. The source is the GGRF.
- Community Air Grants are grants provided by CARB, as required by AB 617, to community-based organizations for technical assistance and to support community participation in the Program. Eligible entities include California community-based organizations and California tribes. The funding source is the GGRF.
