The California Air Resources Board (the Board or CARB) adopted new mobile source certification and compliance fees at the April 22, 2021 public Board hearing. The regulations were finalized by the Office of Administrative Law on January 18, 2022 with an effective date of April 1, 2022. CARB staff are now working to develop the implementation process for manufacturers to correctly determine and submit certification fees at the time of application for mobile source certifications. CARB invites you to participate in a public workshop on March 8, 2022, to discuss and demonstrate the invoicing and payment process for submitting certification fees for on-road vehicles, on‑road engines, trailers, aerodynamic components, aftermarket parts, retrofits, at‑berth technologies, off‑road vehicles/engines and equipment, and evaporative components. Beginning April 1, 2022, mobile source certification and compliance fees (MS Fees) will be due upon submittal of applications for mobile source certification as specified in the regulations.
The March 8th workshop/training will provide fee payers with an overview of the invoice and payment protocols by which MS Fees can be submitted and processed. In addition, four separate workgroup meetings will be held after the March 8th overview workshop to answer questions on the processes for each major certification category: On-Road, Off-Road/Evaporative Components, Aftermarket Parts, and Diesel Emission Control Strategies/At-Berth Control Strategy. All manufacturers subject to MS Fees should attend the March 8th workshop in addition to the focused workshop dedicated to their MS Fee certification category.
Each workshop will provide manufacturers with information on how to pay MS fees including how to request a CARB account number, filling out invoices, submitting invoices, and submitting fee payments. The focused workshops will also present the fee types by certification category. All workgroups will be conducted through Microsoft Teams with a call-in option.

Background
The Mobile Source Certification and Compliance Fee regulatory effort was initiated in response to new regulatory authority. SB 854 (2018) allowed CARB to adopt a schedule of fees to cover all or a portion of the State Board’s reasonable costs. AB 85 (2019) authorized CARB to adopt a schedule of fees to recover reasonable costs from on-road vehicles and engines, removing the fee cap in HS Code 43019 for existing on-road vehicle and engine fees. The Mobile Source Certification Fee Regulation was approved by the Board in April 2021 and will be implemented beginning April 1, 2022. This workshop is part of the implementation of Certification Fees. Your participation is welcome.
This workshop is directed towards the on-road vehicle and on-road engine industry, trailer manufacturers, aerodynamic component manufacturers, aftermarket parts, retrofit parts industry, off-road vehicles, off-road engines, and equipment that use such off-road engines and manufacturers of evaporative components.
