Background
The Zero-Emission Airport Shuttle regulation was adopted in June 2019 by CARB. The regulation requires airport shuttle operators to transition to 100 percent zero-emission vehicle technologies. Airport shuttles are commercial vehicles with a Gross Vehicle Weight Rating (GVWR) of 8,501 pounds or greater that transport passengers in a fixed destination route to or from a regulated airport. The regulation applies to airport shuttle operators who own, operate, or lease vehicles at any of the 13 California airports regulated under this rule (regulated airports).
Who Needs to Report by March 1, 2022?
- Fleet owners or operators that own or operate an airport shuttle on a fixed destination route, and meet any of the following:
- Regulated airports;
- Fleet owners, or operators, that have an airport shuttle depot location within a 15-mile radius of a regulated airport; and
- Fleet owners, or operators, that operate an airport shuttle on a fixed destination route equal to or less than 30 miles that include stops at a regulated airport.
- Fixed destination routes may include stops at locations such as rental car facilities, on-airport or off-airport parking, hotels, or other tourist destinations.
- All new fleet owners must report vehicles subject to the regulation in TRUCRS within 30 days of purchasing or bringing such vehicles into the State, in accordance with the requirements in the regulation.
- Fleet owners that have already reported in TRUCRS must update vehicle and owner information within 30 days, including adding or selling vehicles.
- Each fleet owner shall maintain records demonstrating compliance with the regulation for up to 3 years.
Reporting Deadlines
- Submit your first report by March 1, 2022.
- By March 1, 2022, fleet owners must report information for each vehicle as it was on December 31 of the year prior to the reporting year. Beginning March 1, 2023, and ending on March 1, 2036, all fleet owners must review and update the information submitted annually by March 1 of each subsequent reporting year through TRUCRS.
- All fleet owners must follow the compliance schedule for the specified percentage of airport shuttles by each applicable deadline.

DMV Registration Information
As of January 1, 2020, DMV only allows vehicles that are compliant with the Truck and Bus regulation to renew or transfer registration. If your vehicle has been identified as a non-compliant vehicle, you will see a box like the one to the left in the middle of your DMV Registration Renewal Notice. Limited flexibility options are available for eligible vehicles. Failure to report or reporting vehicle or engine information incorrectly could delay your registration at DMV.
Virtual DMV
DMV has established a DMV Virtual Office. At the Virtual Office, you may pay fees, request registration renewal, request planned non-operation, or upload documentation. If a vehicle owner needs to process a Transfer of Liability, they can still do so at Release of Liability.
