Background
The Scientific Review Panel (Panel) is charged with evaluating the risk assessments of substances proposed for identification as toxic air contaminants by CARB, the Office of Environmental Health Hazard Assessment (OEHHA) and the Department of Pesticide Regulation (DPR), and the review of risk assessment guidelines prepared by OEHHA. In carrying out this responsibility, the Panel reviews the exposure and health assessment reports, and the underlying scientific data on which the reports are based, which are prepared by CARB, DPR, and OEHHA pursuant to Health and Safety Code sections 39660-39661, 39669.5 and 44360, and Food and Agricultural Code sections 14022-14023. These reports are prepared for the purpose of determining whether a substance or pesticide should be identified as a toxic air contaminant, or as guidelines to be used in preparing health risk assessments. The Panel is also to be consulted in the implementation of Assembly Bill 617 (H&SC sections 42705.5(b) and 44391.2; Chapter 136, Statutes of 2017).
The Panel welcomes written comments or submissions from all parties regarding reports that are under review. Although written comments are accepted up to the day of a scheduled meeting, to assure adequate review the Panel requests that written comments and information be submitted to the Panel Liaison (contact information below) as early as possible prior to a scheduled meeting. The Panel has discretion whether to accept oral public comment. (Health & Safety Code § 39661 subd.(b)). The agenda will inform whether an item is open for oral public comment.

Review of “1-Bromopropane Cancer Inhalation Unit Risk Factor” – Scientific Review Panel Draft – September 2021
Office of Environmental Health Hazard Assessment (OEHHA) staff will present a draft document summarizing the carcinogenicity and derivation of a cancer inhalation unit risk factor (IUR) for 1-bromopropane (1-BP). Cancer IURs are used to estimate lifetime cancer risks associated with inhalation exposure to a carcinogen.
OEHHA is required to develop guidelines for conducting health risk assessments under the Air Toxics Hot Spots Program (Health and Safety Code Section 44360 (b)(2)). In response to this statutory requirement, OEHHA develops IURs for many air pollutants.

AB 2588 Air Toxics “Hot Spots” Emission Inventory Criteria and Guidelines (EICG) regulation.
Part I. Update on the Amendments to the EICG Regulation
he California Air Resources Board (CARB or Board) compiles air toxics emissions data for stationary sources as required by the Air Toxics “Hot Spots” Act (Health and Safety Code section 44300 et seq.; AB2588, Connelly). Under this program, stationary source facilities are required to report the types and quantities of toxic substances they routinely release into the air. The goals of this program are to compile information on toxics emissions; identify facilities having potential for localized impacts; evaluate their health risks; notify nearby residents about significant risks; and ultimately reduce the risks below a health protective threshold. As part of evaluating emissions, CARB is responsible for updating the list of chemicals that must be reported. The SRP has played an important role in reviewing, providing input to, and supporting the framing and scope of the proposed updates to the chemical list.

art II. Prospective Discussion of AB 2588 Program
nsuring the long-term success of the AB 2588 Air Toxics “Hot Spots” Program will require periodic updates of the pollutant list to regularly add emerging chemicals. CARB staff will provide questions to the Panel members, inviting discussion on potential pathways the program might follow with respect to future updates to its chemical list and program implementation.
ollowing Part II of this update, the Panel will have an opportunity to hear public comment on the item and discuss potential ways in which the Panel might support improvements in air quality and health protection at the community level.
OTE: Statutory provisions (Health & Saf. Code § 39661 subd.(b)) reserve to the Panel discretion regarding the acceptance of oral public comment. The Panel will take public comment just on Part II of this item.
