Heavy-Duty Vehicle Inspection and Maintenance (HD I/M) Program Public Workshop to Discuss Draft Proposed Regulatory Text and Senate Bill (SB) 210 Pilot Efforts: August 3, 2021

The California Air Resources Board (CARB) staff invites you to participate remotely in a public workshop via Zoom, on August 3, 2021, to provide input on CARB’s continued development of California’s HD I/M program.

During the workshop, staff will provide updated regulatory language for the future HD I/M program. Based on stakeholder feedback, staff has revised the draft regulatory text previously released in March and seeks further feedback from participants. Staff will also provide updates on and findings from the SB 210 pilot effort supporting the development of this HD I/M program.

The workshop will be held via Zoom webinar at the following date and time:

Date:            August 3, 2021
Time:            9:00 a.m. – 12:00: p.m. (Pacific Time)

Staff’s presentation, draft proposed regulatory text, and any additional webinar related documents will be made available prior to the workgroup meeting on CARB’s website.

Senate Bill (SB) 210, signed into law by Governor Newsom on September 20, 2019, directs CARB to develop a HD I/M program to ensure heavy-duty vehicles operating in California have properly functioning emissions control systems and that emissions-related malfunctions are repaired in a timely manner. SB 210 also requires CARB to implement pilot program activities that develop and demonstrate technologies that show potential for readily bringing vehicles into the program, and to work with our State agency partners to adopt and implement the program within two years of completing a pilot program. To that end, CARB has undertaken a variety of pilot program studies and demonstration projects in consultation with State agency partners and interested stakeholders. Prior to taking a HD I/M regulatory proposal to the Board, staff plans to post the report on the findings of the pilot program activities on its HD I/M website. The full text of SB 210 is available from the California Legislative Information website.

This will be CARB staff’s fifth public workshop since 2019 to discuss HD I/M program development. The previous public workshops were conducted on February 11, 2019, January 29, 2020, August 12, 2020, and May 27, 2021. The August 2020 and May 2021 workshops were also conducted via webinar/teleconference in accordance with Governor Newsom’s Executive Orders N-29-20 and N-33-20, as well as in accordance with recommendations from the California Department of Public Health.  CARB staff has also conducted nine HD I/M workgroup meetings since 2019 to discuss HD I/M program technical components and the program development process.

These HD I/M public events are an on-going forum for truck and fleet owners, trucking industry representatives, non-governmental organization representatives, and other interested and knowledgeable stakeholders to identify, discuss, and evaluate key technical and programmatic components of a future, comprehensive HD I/M program. For information and presentations from all previous public workshops and workgroup meetings, please visit CARB’s website.
