The California Air Resources Board (CARB) staff has prepared an analysis that estimates the greenhouse gas (GHG) emissions from wildfire and prescribed burn and the amount of ecosystem carbon transformed by forest management activities (which may include tree harvest and other vegetation fuels management to reduce fire risk). A report that describes the methodologies and summarizes the estimation results is now available for informal public comment and review.
companion report that summarizes CARB staff’s review of scientific literature and data regarding historical fire GHG emissions before modern fire suppression will be made available at a later date. Another announcement will be distributed by the listserv when the report is available. Members of the public who wish to review a summary of the scientific materials on historical fire are invited to view the presentation slides and a video recording of staff presentation at Wildfire Emission Estimates. Comments or questions regarding historical fire emissions are also welcome at this time.

CARB staff requests input on contemporary wildfire and forest management activities by February 28, 2021. A separate two-month public comment period will be provided for the historical fire report after it is available.
Background
Section 4 of Senate Bill 901 – Wildfires (SB 901; Dodd, Statutes of 2018, Chapter 626) directs CARB to estimate GHG emissions associated with wildfire and forest management activities in consultation with the California Department of Forestry and Fire Protection (CAL FIRE). It also directs CARB, in consultation with academic experts and CAL FIRE, to develop a historical GHG emissions baseline for California’s natural fire regime reflecting conditions before modern fire suppression.
