Update to the Expected Schedule for a Public Hearing to Consider Proposed Amendments to the Small Off-Road Engine Regulations

Board Hearing to be scheduled in 2021


At a public workshop held on June 9, 2020, California Air Resources Board (CARB or Board) staff informed stakeholders that a public hearing to consider proposed amendments to the Small Off-Road Engine (SORE) regulations was anticipated to be scheduled in late 2020.  

PLEASE BE ADVISED that the schedule for this rulemaking has been updated.  Staff intend to present to the Board proposed amendments to the SORE regulations at a public hearing in 2021. Potential changes the Board may consider at the hearing include: tighter criteria air pollutant emission standards and a transition of the SORE category to zero-emission equipment to achieve further criteria air pollutant emission reductions, updates to the zero-emission equipment emission reduction credit program, and improvements to the test procedures to prevent fuel spillage and leakage.

Background

SORE are spark-ignition engines rated at 19 kilowatts or less.  They are often used in applications such as lawn and garden equipment, industrial equipment, and specialty vehicles.  Criteria air pollutant emissions from SORE have been reduced through exhaust emission standards implemented between 1995 and 2008 and evaporative emission standards implemented between 2006 and 2013.  CARB’s 2016 State Implementation Plan Strategy includes a measure to further reduce criteria air pollutant emissions from SORE.  In addition, CARB staff have developed an updated emission inventory for SORE to assess the statewide magnitude of criteria air pollutant emissions from SORE, which will help CARB staff estimate the criteria air pollutant emission reductions from the proposed regulatory amendments relative to the existing statewide inventory.
