Public Workshop - Achieving Carbon Neutrality in California: A Report by E3

The California Air Resources Board (CARB) will host a public workshop to discuss a recent publication by Energy and Environmental Economics (E3), identifying scenarios California could take to reduce emissions from the fossil energy and industrial sectors to help achieve carbon neutrality by 2045.  The workshop will focus on energy-related emissions and will consist of an overview presentation describing the study and results, followed by a moderated discussion and questions from the public.

The report will be available at Carbon Neutrality Meetings and Workshops prior to the workshop.

Background

In the last decade, California has made significant progress in reducing greenhouse gas (GHG) emissions and has reduced GHG emissions below the 2020 target four years ahead of schedule while its economy continues to grow. California’s 2017 Climate Change Scoping Plan Update (Scoping Plan) charts a technologically feasible and cost-effective path to meet the State’s 2030 climate goal. Beyond 2030, Executive Order B-55-18 establishes a statewide goal for California to achieve carbon neutrality by 2045. In addition, Board Resolution 17-46 directs CARB staff to continue to evaluate and explore opportunities to achieve significant cuts in GHG emissions from all sectors and sources.

In 2019, CARB initiated a series of public workshops to gather information and to facilitate dialogue on the potential role of each sector in achieving statewide carbon neutrality. These workshops bring together experts from academia, industry, government, and the nonprofit sector, and provide a public forum to explore approaches to making progress toward mid-century carbon neutrality across all major economic sectors.
