Portable Equipment Registration Program - Upcoming Fleet Average Standard and Tier 1 Engine Phase Out Requirement


The 2017 amendments to the PERP Regulation and the Portable Engine Airborne Toxic Control Measure (ATCM) became effective in November 2018. 

As part of the amendments, fleets were divided into small (cumulative horsepower of all portable engines totals at 750 or under) and large fleets (cumulative horsepower of all portable engines totals at over 750 horsepower).  Small fleets must follow the Tier Phase Out Schedule where engines phase out of operation based on their tier certification level. 

Large fleets that opted into the fleet average compliance option and have been confirmed by CARB to meet all applicable requirements will be subject to the first fleet average standard effective January 1, 2020.   

Please beware that Tier 1 engines rated at under 750 horsepower and owned by a fleet following the Tier Phase Out Schedule, whether registered in PERP or permitted at a local air district, may not operate after December 31, 2019.  This phase out does not apply to Tier 1 engines that were designated on their registration or a permit to operate as low-use or emergency use only prior to July 1, 2019.  This phase out date also does not apply to Tier 1 engines owned by large fleets that have been confirmed to follow the fleet average compliance option.
