The California Air Resources Board’s online course is now available for fleets that conduct opacity testing for their own company vehicles. The Periodic Smoke Inspection Program (PSIP) requires that California-based fleets of two or more heavy-duty diesel vehicles over 6,000 pounds gross vehicle weight rating with engines over four years old perform annual smoke opacity tests. This new, free online course fulfills the CARB requirement that fleet owners and employees receive training to test their fleet’s own vehicles.
Course topics include:
- Smoke Inspection Program Requirements: Visual inspection, Opacity limits, Inspection intervals, Voluntary On-Board Diagnostics (OBD) submittal option, Repair requirements, Recordkeeping Requirements, and Penalties
- Society of Automotive Engineers (SAE) J1667 snap-acceleration test procedure
PSIP regulation amendments became effective on July 1, 2019 and include reduced opacity limits (now 5 percent for most vehicles), a voluntary option to submit vehicle on-board diagnostic data in lieu of performing annual PSIP opacity tests, and training required for opacity tests. Note that commercial smoke testers conducting smoke opacity tests for a fee must complete the California Council on Diesel Education Technology (CCDET) in-person training course, also known as CCDET I, or another CARB approved in-person smoke tester course (not this online course).
