Background
On February 11, 2019, CARB staff conducted a public workshop to solicit stakeholder ideas for potential strategies, including a HD I/M program, to help ensure heavy-duty vehicles operating in California are well maintained and have properly functioning emissions control systems for the duration of their on-road operations. Staff has also conducted two HD I/M workgroup meetings (in May and July 2019). SB 210, signed into law by Governor Newsom on September 20, 2019, directs CARB to develop a HD I/M program, in consultation with the Department of Motor Vehicles and the Bureau of Automotive Repair, and to adopt and implement the program within two years of completing a pilot program. Purpose of Workgroup
The HD I/M workgroup is an on-going forum for truck and fleet owners, trucking industry representatives, non-governmental organization representatives, and other interested and knowledgeable stakeholders to identify, discuss, and evaluate key technical and programmatic components of a future, comprehensive HD I/M program within the parameters set forth in SB 210.
CARB staff plans to distribute the July 16th meeting minutes, the November 8th meeting agenda, and any other meeting handouts during the week of November 4th on the program website.
