Regional Meetings on Implementing the Innovative Clean Transit (ICT) and Zero-Emission Airport Shuttle Regulations


The California Air Resources Board (CARB) is hosting a series of regional meetings to discuss the implementation of the Innovative Clean Transit (ICT) and Zero-Emission Airport Shuttle regulations and to facilitate discussion and collaboration among various agencies to identify how to work together towards deploying zero-emission technologies.

At these meetings, CARB will provide an overview of the ICT and Zero-Emission Airport Shuttle regulations and discuss incentive programs. Based on the location of each meeting, CARB will also invite related Metropolitan Planning Organizations, air districts, and utilities to discuss how they can support resource coordination and utilization of regional approaches to support zero-emission buses.  These meetings will also provide an opportunity for leaders from transit agencies and zero-emission bus operators to share their lessons learned and answer questions in a round-table discussion format.

CARB will host these regional meetings at five locations throughout the State.  Two of these locations will be specific to transit agencies only.  The regional meetings will be held at the following times and locations:

These meetings are open to all interested parties.  We welcome and encourage in‑person participation in these meetings, as no webcast or conference call will be provided.  Meeting materials will be the same at all five locations, although the discussions on regional approaches will be tailored to each region.  All meeting materials and agenda will be available shortly before the first meeting at the ICT and Zero-Emission Airport Shuttle meetings and events webpages.

Each regional meeting offers an opportunity to set up a poster or booth to display the newest technologies or breakthroughs in zero-emission transportation.  Local and regional authorities, utilities, funding programs, as well as manufacturers and technology providers currently building or operating zero-emission buses are invited to introduce their programs, technologies, and innovations.

Background

CARB heavy-duty vehicle legacy programs have been focused on reducing vehicle tailpipe emissions.  New heavy-duty zero-emission vehicle programs are complementary to these programs and focus on a long-term goal of full transition of the heavy-duty transportation sector to zero-emission technologies.  They are part of California’s holistic plan to address challenging mandates and needs for public health protection, and to meet federal air quality standards and climate protection goals. 

The Innovative Clean Transit regulation is the first of its kind to support these programs.  It was adopted in December 2018 to replace the Fleet Rule for Transit Agencies.  The regulation requires all public transit agencies to gradually transition to a 100-percent zero-emission bus fleet and encourages them to provide innovative first- and last-mile connectivity and improved mobility for transit riders.  This regulation also provides various exemptions and compliance options to provide safeguards and flexibility for transit agencies through this transition.

The Zero-Emission Airport Shuttle regulation will promote the development and use of zero-emission technologies in airport shuttles that operate on fixed routes at 13 California airports.  This regulation requires airport shuttle operators to transition their vehicles to zero-emission technologies beginning in 2027, with a complete transition by the end of 2035.  The regulation provides compliance extensions and other flexibilities in order to ensure service continuity as operators transition to zero-emission shuttles.
