Background
CARB’s comprehensive heavy-duty vehicle regulatory program includes multiple components to control emissions, starting with the engine certification process and continuing on with programs to monitor in-use vehicles and to accelerate vehicle turnover to cleaner technologies.
On February 11, 2019, CARB staff conducted a public workshop to solicit stakeholder ideas for potential strategies, including a HD I/M program, to help ensure heavy-duty vehicles operating in California are well maintained and have properly functioning emissions control systems for the duration of their on-road operations. At the workshop, CARB staff committed to convening a workgroup to solicit input on potential program options. Staff convened the first HD I/M workgroup meeting on May 14, 2019. Staff’s presentation from the February 11th public workshop and information from the May 14th HD I/M workgroup meeting are available from CARB’s web site.
Purpose of Workgroup
The HD I/M workgroup is an on-going forum for truck and fleet owners, trucking industry representatives, non-governmental organization representatives, other interested and knowledgeable stakeholders to identify, discuss, and evaluate key technical and programmatic components of a future, comprehensive HD I/M program. At the May 14th meeting, the workgroup members discussed preliminary issues for consideration in designing the future HD I/M program and identified topics for further discussion at future workgroup meetings.
CARB staff plans to distribute the May 14th meeting minutes, the July 16th meeting agenda, and any other meeting handouts by July 12th from its website.
