Background

Mobile sources, including off-road equipment and the fossil fuels that power them, are the largest contributors to the formation of ozone, PM2.5, diesel particulate matter, and greenhouse gas (GHG) emissions in California. Promoting the development and use of zero-emission airport GSE will help CARB achieve the emission reduction strategies outlined in the Mobile Source Strategy, State Implementation Plan, and the Sustainable Freight Action Plan. Airport GSE operate at airports and perform a wide variety of functions including providing power to aircraft, transporting cargo, baggage, and passengers to and from aircraft, and providing aircraft maintenance and fueling. This measure will act as a catalyst to further adoption of zero-emission equipment in the off-road sector, facilitate the transfer of technology to suitable heavier duty-cycle applications, and expand use of zero-emission infrastructure.
