CARB Publishes Draft Consumer Product Survey Data

Draft 2013 and 2014 Survey Data Summaries and Supplemental Materials are Available for Public Stakeholder Review

We are pleased to announce that California Air Resources Board (CARB) preliminary draft 2013 and 2014 Consumer & Commercial Product Survey data and supplemental materials are now available for public review and feedback.  As you may know, CARB began a systematic effort to improve emission estimates for all major emission sectors several years ago, to support attainment of more stringent federal ambient air quality standards and ensure clean, healthful air for all Californians.  This need to better quantify and characterize major emission sources was the impetus for the comprehensive 2013, 2014, and 2015 Consumer & Commercial Product Surveys, conducted between 2014 and 2016.

The draft materials being published today provide a detailed overview of the first two years of this survey data.  While previous CARB surveys typically targeted a subset of consumer product categories, the 2013 and 2014 consumer product surveys include all consumer and commercial product categories.  In total, more than 1,500 product manufacturers and formulators participated in this effort, providing CARB with product sales and chemical formulation for over 300,000 products sold in California.  This includes product sales, chemical speciation, emission, reactivity, and other summary information for hundreds of consumer product categories.

As you review this summary data, you may notice that some information has been omitted.  To protect confidentiality of responding companies, we have withheld information in cases in which few products were reported within a particular category.  In addition, the quantity of some reported chemical ingredients have been withheld from some tables to protect confidentiality.  For more information regarding the information presented and methods used to protect confidentiality, see the “Format Overview and Explanation” document included in the data summaries.

We also look forward to meeting individually with interested stakeholders in the weeks ahead to discuss any questions or comments you may have.  We encourage you to provide your feedback regarding the preliminary draft 2013 and 2014 survey data by August 1, 2018 to Mr. Joe Calavita, Manager, Implementation Section at (916) 445-4586, or Dr. Kyriacos Kyriacou at (916) 327-5783

CARB staff continues its review of submitted 2015 survey data and anticipates publishing draft 2015 Consumer & Commercial Products Survey Data for stakeholder review this Fall.  We will concurrently publish any updates to the preliminary draft 2013 and 2014 survey data, and expect to finalize all three years of survey data by the end of the year.  This survey data, once finalized, will form the basis for an updated consumer products emission inventory, and provide the scientific foundation for future consumer products rulemakings.  We appreciate your interest and assistance in this effort.
