Workshop to Discuss Possible Revisions to the Cap-and-Trade Regulation

California Air Resources Board (CARB or Board) staff invites you to participate in a public workshop on Thursday, April 26, 2018, to discuss the status and staff thinking on potential amendments to the Cap-and-Trade Regulation (Regulation).

Purpose of Workshop

This workshop is the next step in the public process to develop potential amendments to the Cap-and-Trade Regulation.  Staff invites stakeholders to participate in a workshop to discuss potential changes to the Regulation based on Board Resolution 17-21; AB 398, which provides specific direction for the design of a post-2020 Cap-and-Trade Program; and the need for clarification or other improvements.  This workshop will serve as a follow up to the March 2, 2018 and October 12, 2017 workshops, and will continue the presentation and discussion of topics presented March 2, including summarizing comments received.  The workshop will also cover topics presented in the new materials that will be released prior to the event, and staff will provide updates on planned regulatory process and tentative schedules.

Following the workshop, stakeholders will have an opportunity to provide written comments during an informal comment period, which will conclude at 5:00 p.m. Pacific time on Thursday, May 10, 2018.

Materials that will be discussed at the workshop will be available at 12:00 p.m. (noon) Pacific time on April 19, 2018.

Background

CARB first formally adopted the Regulation in October 2011.  The Board has subsequently adopted limited amendments to the Regulation in June 2012, October 2013, April 2014, September 2014, June 2015, July 2017, and March 2018.  Compliance requirements began January 1, 2013.  The Program linked with Québec, Canada in January 2014, and linkage with the Canadian province of Ontario came into effect January 1, 2018.
