CARB
is officially releasing EMFAC2017 to the public on March 1, 2018. This version will replace the
current version (v1.0.1) that was previously released on December 22, 2017.
This new version addresses some minor issues related to activity (e.g., VMT) of
urban transit buses and CO2 emission rates for light duty vehicles of model
year 2022 through 2024. The new version will be submitted to USEPA for
approval.
EMFAC2017
is the latest emissions inventory model that calculates emissions inventories
for motor vehicles operating on roads in California. EMFAC2017 represents the
next step forward in the ongoing improvement process for EMFAC, and reflects
the CARB’s current understanding of how vehicles travel and how much they
pollute. The EMFAC2017 model is needed to support the CARB’s regulatory and air
quality planning efforts and to meet the Federal Highway Administration’s
transportation planning requirements. Although EMFAC2017 will use a similar
framework as EMFAC2014, it is still strongly recommended that users thoroughly
read the User's Guide before installing and running the model. You can download

Analyses Handbook at the CARB's Mobile Source Emissions Inventory page.
In
addition, a corresponding EMFAC2017 (v1.0.2) Web Database is now available. This
database is based on default EMFAC2017 (v1.0.2) activity data. Please note that
although both EMFAC2014 and EMFAC2017 versions of the Web Database are
available now, EMFAC2014 is still the currently USEPA approved version of
EMFAC.
