Public Workshops on Guidelines for Clean Cars 4 All and Enhanced Fleet Modernization Programs

Invitation to Participate

The California Air Resources Board (CARB or the Board) invites you to participate in public workshops on the guidelines for the Clean Cars 4 All (CC4A) and Enhanced Fleet Modernization (EFMP) Programs.  At these workshops, CARB staff will present their recommendations for creating new guidelines for CC4A and updating the EFMP guidelines and solicit input and questions from the public. Please note that the day of the San Joaquin Valley workshop is Wednesday February, 7 not Tuesday as stated in the initial mail-out. The workshops will be held at the following times and locations:

Background

Recently enacted legislation requires CARB to update the EFMP guidelines as well as create guidelines for a new vehicle replacement program.  Assembly Bill (AB) 630 (Cooper, Chapter 636, Statutes of 2017) establishes the CC4A program, administered by CARB, to focus on replacing high-polluting vehicles with cleaner and more efficient vehicles.  EFMP is a voluntary car retirement (scrap) and replacement incentive program. CARB must develop formal guidelines for CC4A and update the EFMP guidelines by January 1, 2019.
