Invitation to Participate
The
California Air Resources Board (CARB) invites you to participate in a
Zero-Emission Airport Shuttle Bus (ASB) public workgroup meeting. The discussion will focus on survey results,
incentives, cost numbers, outreach efforts, environmental analysis, and the
proposed regulatory compliance schedule. This workgroup meeting is open to the public
and in-person participation is encouraged. Please confirm your attendance by contacting staff. The workgroup meeting will be held at the
following time and place:

This meeting will also be available via webcast for stakeholders
who are unable to attend in person and can be accessed on the day
of the meeting. Stakeholders
viewing by webcast can submit comments and questions to staff
during the meeting.
All meeting materials, including agenda and presentation, will be
posted on the ASB meetings website.
Background
Promoting
the development and use of zero-emission airport transportation will help CARB
achieve the emission reduction strategies outlined in the Mobile Source
Strategy, State Implementation Plan and the Sustainable Freight Action Plan.
Vehicles such as airport shuttle buses that operate on fixed routes, have
stop-and-go operations, maintain low average speeds, and are centrally
maintained and fueled are ideal candidates for zero-emission electric
technologies. Additionally, experience gained from demonstrating the viability
of zero-emission operation in these fleets will benefit other heavy-duty
on-road markets and enable cleaner transportation in other fields.
Environmental
Analysis
At
the workgroup meeting, staff will also provide an overview of CARB’s process
for preparing the environmental analysis (EA) and its content. Staff welcomes public input at the workgroup meeting on the appropriate scope and content of the EA at the beginning of our process,
including the reasonably foreseeable methods of compliance with the proposal,
the potential significant adverse impacts associated with the methods of
compliance, potential feasible mitigation measures, and feasible alternatives
to the proposal that could reduce or eliminate any significant adverse
impacts. A draft of the EA will be released
for public review and comment in 2018.
