Hi and welcome to the July edition of the North Lake Tahoe newsletter!
I’m Tim Cussen, Housing Specialist for eastern Placer County. Whether through my current role with the county or my past experience at a local Tahoe mortgage company, my goal has always been the same: help local residents find housing.
I’m excited to share updates, resources, and progress on a small slice of the work we’re doing to support housing solutions for our community.
Workforce housing
If you’ve been dreaming of owning your own house in Tahoe but thought it was out of reach, Placer County’s Workforce Housing Preservation Program (WHPP) might be the opportunity you’ve been waiting for.
This innovative program helps local workers purchase homes by providing up to 16% of the home’s purchase price (up to $150,000) in exchange for a deed restriction. The deed restriction requires at least one adult in the household work at least 30 hours within the Tahoe Truckee Unified School District boundary.
There are no limitations on your income, assets or status as a first-time homebuyer at the time of purchase, or restrictions on the resale price of the home when it’s time to sell. The only condition is that you sell to another local worker.
Since the program launched in 2021, it has helped 14 households purchase homes and provided housing for 27 locals, including 21 local workers. An average of $108,771 has been distributed in the form of grants to those successful applicants.

Lease to Locals
Another creative solution is our Lease to Locals program that we collaborate with Placemate on. This program encourages homeowners to rent their properties long-term to local workers—rather than leaving them vacant or renting them short-term.

To date, this program has unlocked 120 houses and housed 286 people. Homeowners can earn up to $18,000 in incentives, depending on the number of local tenants you house and the length of the long-term lease.
In June, the Board of Supervisors approved an additional $500,000 in funding to expand this program. Find more details on Placemate’s website
If you’re a local worker who would want to qualify to rent a property through this program, you can create a profile here. There is a verification process to ensure you work locally but there are no income limits to the eastern Placer Lease to Locals program.

While I am incredibly proud that these programs have housed more than 300 locals, there is more work to be done. Placer County remains committed to finding creative, effective and diverse solutions to support housing our local workforce.

The Placer County Library Services Department will temporarily close the Kings Beach Library for two weeks from July 15-28, for interior painting.
During the closure, two previously scheduled events will continue as planned and will be held outdoors at the library:

- 🎨 Level Up That Painting (Teens) – July 25, 2:30 p.m.

Palisades Tahoe has reached a settlement agreement with Sierra Watch and the League to Save Lake Tahoe, ending the legal challenge to the resort's development plan. The agreement includes significant changes to the project.
The revised plan includes significant changes that address the community’s concerns
- 40% reduction in residential density
- 20% reduction in new commercial development
- Elimination of the indoor waterpark
- Conservation easement protecting land at the base of Shirley Canyon
- 25-year development moratorium within the Specific Plan boundary
As the land use authority, Placer County will thoroughly review the revised plan through a public process. This includes environmental review, community engagement and ultimately, consideration by the Board of Supervisors.

Join Placer County officials this week and share your input on the implementation of the parking management program in North Lake Tahoe. The county is hosting the next virtual community meeting on Tuesday, July 22, starting at 6 p.m. Key updates will be provided on the paid parking pilot program in Kings Beach, paid parking options, occupancy data from holiday weekends, plus summer traffic and efficiency numbers and opportunities for the public to help shape the future of the program. To help offset the high costs of developing lodging in the Lake Tahoe Basin, Placer established the North Lake Tahoe Economic Development Incentive Program. At their last board meeting in Tahoe, Placer County approved two incentives for the town centers in both Tahoe City and Kings Beach. READ MORE
The North Tahoe Shared-Use Trail moved one step closer to completion recently. Constructions plans for Segment 1 of the trail were approved by the Placer County Board of Supervisors late last month. When complete, the Segment 1 project will provide a 2.5-mile section of paved trail connecting the North Tahoe Regional Park in Tahoe Vista to Carnelian Bay. In totality, the trail will connect Tahoe City and Kings Beach via a 6-mile-long paved Class 1 trail. READ MORE
More transit options will soon be available in North Lake Tahoe.
The new park-and-ride service from the Northstar Village to Kings Beach is now running daily through Aug. 31. Read about it below:
Starting July 15, the new Emerald Bay shuttle allows people to visit Tahoe's most iconic destination and keep their car parked. Shuttles will operate 9 a.m. to 5 p.m., seven days a week through October 15 and connections are available from the North Shore. Read more below:

Caltrans is advising motorists of various lane closures due to drainage and electrical work along State Route 28 (SR 28) in Placer County, in preparation for the $31.7 million Caltrans pavement project.
Work is scheduled at the following locations and times:
- Along eastbound and westbound SR 28 Sunday, July 13 through Thursday, July 17 from 7 p.m. until 7 a.m. between Anderson Road and Deer Street.
- Along eastbound and westbound SR 28 Monday, July 14 at 7 a.m. until Friday, July 18 at 3 p.m. between Mackinaw Road and Jackpine Street.
Caltrans is scheduled to release the draft environmental document for a proposed $44 million pavement project on state Route 267 from the Nevada/Placer County line to Dolly Varden Avenue in Kings Beach. This project proposes to rehabilitate nearly 10 miles of pavement, repair drainage systems, upgrade guardrail and signage and extend the southbound truck-climbing lane.
The department welcomes all feedback from the public, partner agencies and stakeholders during the project’s review period July 11 – August 10.
Caltrans has also scheduled a public meeting for the project. Attendees can view displays to see the latest updates about the project, ask questions to Caltrans staff and provide input to the project team. The meeting will be held Thursday, July 17 from 6 p.m. to 7 p.m. at the California Highway Patrol Truckee Office located at 10475 Pioneer Trail, Truckee, CA 96161.
The annual grant cycle is part of the TOT-TBID Dollars At Work program and the coming 2025-26 cycle will be open for applications August 1-September 5, 2025.
The program is dedicated to strategically allocating transient occupancy tax and North Lake Tahoe tourism business improvement district assessment funds to programs and projects to achieve community vitality, economic health and environmental sustainability to benefit residents, businesses and visitors in the region.
