Local Area Formation Commission (LAFCO) Update
Roseville Sphere of Influence

The Local Agency Formation Commission (LAFCO) oversees the boundaries of cities, districts, and service areas. It recently amended the sphere of influence for Roseville, requiring the city and Placer County to develop a joint agreement on development standards and zoning before Roseville can submit annexation applications. This will allow the agencies to review service efficiencies and sustainability options between the City and County service providers.

The land use plans in the area remain unchanged by the sphere amendment. The County will maintain land use control of all unincorporated land until any annexation is approved. The City does not intend to annex any of the Dry Creek, Placer Vineyards, or Riolo Vineyards areas. Any annexation of land must be fiscally viable for the city to consider the process of annexation. 

It is important to note that not all City services can be extended to the proposed sphere of influence. For example, the Electric Utility does maintain agreements for mutual aid in the event of an emergency. Outside of those emergencies, however, the Public Utilities Commission defines adjacent electrical power service boundaries and attempts to realign service delivery areas are not likely to be successful.

Construction Commencing This Month

Ongoing Projects:

• Athens Avenue and North Foothills Blvd Sewer extension project will continue working day shift and Road Closure with traffic control will be in effect at North Foothills Blvd approximately till July 2025.

New Projects: 

The projects listed below will be happening onsite with minimal impact to Public Roads.

• The Placer Vineyards Specific Plan Property 1A - Phase 5 Placer Creek Drive, preconstruction meeting conducted late February and actual site construction started early March 2025.
• The Placer Vineyards Specific Plan Property 2 - Rough Grading project, preconstruction meeting conducted late February and actual site construction started early March 2025.
• The Placer One Specific Plan Phase 1B Backbone Infrastructure project, preconstruction meeting conducted late February and actual site construction started early March 2025.
• The Placer One Specific Plan Phase 1B Village 12 and Village 13 projects, preconstruction meeting conducted late February and actual site construction started early March 2025.

Residents can expect construction noise during allowable work hours. Dust, erosion and sediment control best management practices are required for all projects.

UPDATE FROM PCSO

The impact of childhood cancer has hit close to home within the Placer County Sheriff’s Office, as the young child of one of our deputies is courageously battling leukemia. This personal connection inspired 19 members of our office to shave their heads in solidarity with little Louis at the “Brave the Shave” event at the Roseville Galleria. They also helped raise nearly $7,400 for childhood cancer research through the St. Baldrick’s Foundation. Thank you to everyone in the community who supported these efforts!
