North Lake Tahoe Newsletter - December 2024

Hello and welcome,

A profile photo of Jaime Wright, Placer County's transit manager.

Happy Holidays! I’m Jaime Wright, Transit Manager for Placer County, and I appreciate this opportunity to share information about current operations of our free transit system today, as well as what we’re doing to look towards the future.

We know as we’re heading into winter, there are more people coming to ski and enjoy our mountain communities. Our transit team is doing everything we can to help move more of those people on our buses, shuttles and on-demand services to help reduce both traffic impacts and environmental impacts.

Additional resources for our winter routes

Our bus system, Tahoe Truckee Area Regional Transit or TART, goes into the winter schedule starting today, Dec. 12. And new this year, our Board of Supervisors approved a contract last week to provide supplemental peak season winter commute service on our routes so there will be additional buses in the morning and evening hours to assist with the peak season commute services.

The additional peak season winter commute services will operate along established TART routes, allowing riders to head to designated TART stops and hop on. You can find the full winter schedule here and remember it’s always free to ride!

Our TART Connect micro-transit service also kicks into the winter schedule this week, which means it will now be running from 6 a.m. to 11 p.m. daily for zones 1 and 2, which cover the west shore, Tahoe City, Carnelian Bay, Tahoe Vista and Kings Beach and 3 p.m. to 11 p.m. for zone 3, which covers Incline Village and Crystal Bay. Evening service between 6 and 11 p.m. will also be available to Olympic Valley and Northstar. Did I mention TART Connect is free, as well?!

If you are headed out to ski, our park-and-ride services will be back up and running this year with enhanced service thanks to additional funding through the TOT-TBID Dollars at Work program. There will be park-and-ride service to both Palisades and Northstar each weekend throughout the season and new this year are additional shuttles available to take you up to Sugar Bowl and Donner Summit.

Find the full schedule here for free service and leave your car when you head out to the slopes this season!

Planning ahead

While we’re very focused on this winter right now, we’re also working on a TART Systems Plan update to help us design the transit system we need for the future.

We want to hear from you! Whether you’re a regular transit rider or have never stepped foot on one of our buses before, you can share your feedback through this survey that is open until Jan. 3, 2025. Plus, we’ll be raffling off a few $100 Safeway gift cards to those that take the survey!

You can also visit our Engage Placer page on the TART Systems Plan project to stay up to date on the latest, find engagement opportunities or simply add a desired stop to our interactive map to ensure your area has bus coverage in the future.

Thanks for reading and thanks for riding our free transit options this winter! To learn more watch this short video.

Expanded resources for homeless in North Lake Tahoe

A vision years in the making has become a reality with the opening of Brown Bear Studios, a 14-unit permanent supportive housing facility in Kings Beach. Originally the site of the 7 Pines Motel, the property has undergone significant transformation and marks a critical step forward in Placer County’s efforts to address homelessness in the North Tahoe region.

Residents moved into the facility over the last two weeks, quickly reaching capacity. The $1.45 million building purchase and subsequent multi-year renovations were made possible by a combination of grant programs, including the state’s Homekey initiative, which converts properties like hotels, motels and vacant apartment buildings into long-term housing for those experiencing or at risk of homelessness. WATCH VIDEO

In response to public comment letters raising concerns about the requested actions, the Placer County Board of Supervisors continued a hearing on items related to the Village at Palisades Tahoe Specific Plan, including the plan’s vesting large-lot tentative subdivision map and a request for an exception from the state’s minimum fire safe regulations. Staff will provide additional information about the future meeting date as it becomes available. WATCH ON YOUTUBE

Thanks to new hand-held technology devices, Placer County staff reported strong summer parking enforcement numbers in North Lake Tahoe at last week’s Board of Supervisors meeting. Following an update about the program, staff requested a purchase of new technology to further enhance enforcement.

Through that new technology, staff improved efficiency, reduced errors and improved data tracking. This month, staff also requested adoption of new parking tracking technology to improve enforcement moving forward. READ MORE

Board amends Short-Term Rental Ordinance

Two amendments to the county’s short-term vacation rental ordinance were approved by the board recently and staff provided an annual update for the STR program, including input from the Short-Term Rental Advisory Group and community feedback.

The board also declined to extend the Nov. 30 deadline for current and prospective STR homeowners to pass defensible space inspections to retain their permits or obtain a new one. The amendments include expanding rules for multiple STRs on a single property and requiring each STR to rent at least 30 nights per year once the region hits the STR maximum permit cap, which is currently set for 3,900. Homeowners would need to become compliant with the 30-night minimum within one year of the county hitting the available permit cap. Owner-occupied STRs are exempt from this requirement. READ MORE
