Understanding Fuels and Fire Behavior to Build a Prescription

Placer Prescribed Burn Association (PBA) is hosting this training to help community members better understand weather prescriptions and to introduce available tools and resources to PREDICT when a good weather window may be opening. Improving our ability to predict a prescribed burning weather window will help us all prepare our units in time, apply and obtain necessary permits, meet due diligence standards and intelligently manage risk, and ultimately lead to a more fire-resilient community. The course will use prescription information to help landowners begin building a burn plan. This will be a great course to help prepare landowners planning for spring burns for invasive species management or those interested in preparing a burn plan for an early fall burn.

Fire Safe Council Open Seats
The Greater Auburn Area Fire Safe Council welcomed newly appointed member Tim Monroe to seat #3. The GAAFSC is recruiting for one open seat. To serve on the council, you must live within the Greater Auburn Area boundaries and be able to attend in-person meetings once a month.
The North Auburn/Ophir Fire Safe Council is recruiting for one open seat to represent District 3. To serve on the council, you must live in Placer County District 3 and be able to attend inperson meetings once a month.
The Placer Sierra Fire Safe Council is recruiting for one open seat to represent the Greater Colfax Area. To serve on the council, you must live in the Greater Colfax Area and be able to attend in-person meetings once a month.
Council member duties include, but are not limited to:
- Public education and outreach
- Community engagement on wildfire topics
- Working with local agencies on wildfire projects

Placer Resource Conservation District (RCD) offers the Chipper Program, which is a cost-share program funded by Placer County and CAL FIRE that provides low-cost residential chipping for Placer County residents, incentivizes fuel reduction, and promotes defensible space adherence and fire prevention activities.
For $80 per hour, a crew will chip and broadcast piled vegetation. Cost-share fees may be waived for landowners who have a household income not exceeding the “very low limit” as defined by the State of California Department of Housing and Community Development.

On Friday, Feb. 9, the California Insurance Commissioner announced the first of several regulatory rule change packages aimed at streamlining the Department’s rate approval process. These proposed changes are intended to modernize the submission requirements for auto, home, business, and other property and casualty insurance rate applications, ensuring that insurance companies adhere to clear guidelines and provide comprehensive information from the outset for the Department’s review. Commissioner Lara is now receiving public comment on the regulations.
Key highlights of the proposed regulations include:
Clarity in Submission Requirements: Insurance companies will now have clearer instructions about what must be submitted with a complete rate application, with necessary materials and information clearly specified by regulations. This clarity will provide insurance companies with certainty regarding the documentation required for initial rate submissions.
Front-Loading the Delivery of Key Information: The proposed regulation will eliminate lengthy exchanges between the Department and insurers about incomplete applications before the rate review process may actually begin. These amendments will also provide consumer representatives more opportunity to timely review insurer rate applications in order to decide whether to intervene in the rate review process.
Inclusion of Criteria and Guidelines: The proposed amendments mandate what insurers must provide so the Insurance Commissioner may assess whether requested rates are appropriate and not excessive, inadequate, or unfairly discriminatory. This includes any and all criteria, guidelines, systems, manuals, models, and algorithms used to assess risks or modify coverage options, as set forth in California Insurance Code section 1861.05.
Written comments may be submitted to the Department of Insurance until March 26, 2024, at which time the Insurance Commissioner will hold a public hearing. Public comments may be sent to CDIRegulations@insurance.ca.gov.
