Michael Callahan Joins Silicon Valley Clean Energy as General Counsel
In-house legal expertise for local electricity provider
Sunnyvale, Calif. – Silicon Valley Clean Energy (SVCE) has brought in Michael Callahan to serve as the new general counsel for the local energy authority. Callahan joins the growing California Community Choice Aggregator (CCA) and will work closely with SVCE leadership to support policies, business operations, contracts, agency governance, employment legal areas, and more.
"The addition of Michael to the SVCE team reflects our continued growth and maturity as an organization," adds CEO Monica Padilla. "Michael brings years of experience representing California CCAs and will help SVCE navigate complex legal matters and advance our decarbonization goals."
Prior to joining SVCE, Callahan represented the oldest California CCA, MCE, for nearly ten years. While at MCE, Callahan directed the policy department in support of CCA programs and clean energy procurement, securing over $200 million in funding for energy efficiency and other customer programs.
Callahan also supported the establishment of several CCA membership organizations that advance the shared goals of CCAs throughout the state. These organizations include the California Community Choice Association (CalCCA), the CCA trade association; California Community Power, a joint procurement entity for CCAs; and the California Community Choice Financing Authority (CCCFA), which issues prepayment bonds on behalf of CCAs. In 2023, CCCFA was the third largest issuer of tax-exempt bonds throughout the United States.

Michael graduated from the University of California, Davis, with a BS in Environmental Policy Analysis and Planning and earned his JD from the University of California, San Francisco, College of Law.
