Weekly Update from Supervisor Foley
Dear Neighbor:
This week, we continued delivering on healthier communities, safer public spaces, and stronger environmental stewardship.
During this week’s Board meeting, my office called for the County to proclaim a local emergency following significant coastal damage in Dana Point, Laguna Beach, San Clemente, Newport Beach, and other coastal communities. Yesterday, the County declared a State of Emergency, allowing us to strengthen the regional response and support efforts to secure state and federal assistance.
Additionally, we’ve requested that Governor Gavin Newsom proclaim a State of Emergency for Southern California's coastal communities to help recover and prepare for the 2026-27 winter storm season. A State of Emergency proclamation from the Governor would strengthen state coordination, increase resource and assistance availability, and expedite recovery and protection work for local governments.
My office has also urged the Governor to approve an executive order to expedite critical work before winter. State agencies should work with Orange County cities, the County, OCTA, the U.S. Army Corps of Engineers, and federal partners to streamline permitting and regulatory review for urgent preventative and recovery work while maintaining appropriate environmental protections.

Board of Supervisors Meeting
John Wayne Airport Safety and Security Improvements
The Board voted to extend CLEAR’s service at John Wayne Airport for two additional years and guaranteed increased monthly revenue for the airport. CLEAR allows enrolled travelers to verify their identity using biometric technology before entering the TSA screening line, helping reduce wait times and improve passenger flow during busy travel periods.
We also approved federal grants to strengthen explosives detection by JWA’s Canine Team and improve airfield safety through better vehicle visibility. Together, these investments support a safer, more efficient airport while protecting passengers, employees, and aircraft.
Affordable Senior Housing
The Board approved one additional Project-Based Voucher for the Costa Mesa Senior affordable housing development, increasing the number of County-restricted units from 23 to 24. The City of Costa Mesa is now also required to provide the County with a proportional share of Regional Housing Needs Allocation credit based on the County’s funding contribution. This additional voucher keeps Costa Mesa Senior brings us closer to providing Orange County’s vulnerable seniors with housing security and stable access to services.

Protecting Public Safety
OCDA E-Bike Buyback Event
On Sunday, I joined the Orange County District Attorney, law enforcement, trauma doctors, educators, and partner agencies for Orange County’s first E-Bike and E-Moto Buy Back at Angel Stadium. Hundreds of residents surrendered nearly 1,000 e-bikes, e-motos, scooters, and other vehicles.
Kasey Hayes and her son Jesse shared their family’s story after Jesse survived a devastating 2024 e-bike crash that caused a traumatic brain injury, underscoring the real consequences for children and families.
The County continues a comprehensive approach to e-bike safety. I led Orange County’s first e-bike safety ordinance for unincorporated communities, while our partners expand education, enforcement, injury prevention, and safe-riding programs. Buybacks provide another tool to remove dangerous or unwanted vehicles from our streets.
 In light of this event, I encourage you to watch OCTA's E-Bike video and share it with your friends and family to help raise awareness on e-bike safety laws in Orange County.
Environmental Protection
Nature Reserve of OC 30th Anniversary
The Natural Reserve of Orange County celebrated 30 years of conservation this week with keynote speaker Wade Crowfoote, Secretary of Natural Resources. The Reserve stewards 38,000 acres of permanently protected urban wildlands, safeguarding Orange County’s natural habitat and biodiversity while creating space for our communities to connect with and enjoy the outdoors. They remain a fundamental pillar in preserving the natural beauty in Southern California – congratulations on three decades, and to many more successful years of collaboration, education, and conservation.

Infrastructure Updates
OCTA Board Meeting
On Monday, the OCTA Board of Directors received the 2026 OC Bus Customer Satisfaction Survey results, which found 91% rider satisfaction, with service frequency and reliability ranking as riders’ top priorities for improvement. I raised concerns about the timing of the survey, particularly data collection during periods when many schools were out of session (May 8 through June 28, 2026). I also emphasized the need for stronger data on student ridership and better ways to capture the transportation needs of students and communities, especially from South Orange County.
Engaging with our Community
Richard Henry Dana Charity Regatta
For nearly 75 years, the Dana Point Yacht Club has been a staple of Orange County’s community. I had a wonderful time at their Richard Henry Dana Charity Regatta this past weekend, helping raise funds for the Boys & Girls Club of Capistrano Valley. Serving over 1,200 kids annually, supporting the Boys & Girls Club means transforming lives and investing in the future of our County.
 Segerstrom’s 40th Anniversary
For four decades, the Segerstrom Center for the Arts has brought people of all backgrounds together through diverse performances, educational opportunities, and shared experiences. I attended their 40th anniversary this week to celebrate and honor those who have shaped its story. Thank you to the Segerstrom Family and the vision of Henry Segerstrom for building a lasting pillar of culture in Orange County.
 Surfing Heritage and Cultural Center Ribbon Cutting
Today, I attended a special ribbon-cutting ceremony and Hawaiian blessing, celebrating the homecoming of the Surfing Heritage and Cultural Center (SHACC). SHACC’s permanent museum in Laguna Beach is now home to the world’s most comprehensive collection of surfing history and culture artifacts, offering captivating exhibits and interactive experiences for both surfers and non-surfers alike. This historic center is another wonderful addition to the rich cultural scene in our coastal community.
 A Look Ahead
This weekend, I’ll be celebrating the grand opening of the Irvine Spectrum Center’s new SunWheel. Standing 132 feet tall, I look forward to taking a spin on the Spectrum’s newest attraction.
Additionally, this Saturday is the 42nd annual California Coastal Cleanup Day. I look forward to joining Newport Bay Conservancy and members of the community clean up parts of Upper Newport Bay – I hope to see you there!

Happy Friday, District 5! After hearing concerns about the complicated process students faced when registering for OCTA’s Youth Ride Free program, we are glad to share that OCTA has made the enrollment process easier. Previously, the process relied more heavily on parents or guardians to register their children. Under the updated process, students can complete the application directly with a signed parental consent form, giving older students greater independence while allowing parents and guardians to assist younger children. Once approved, youth ages 6 to 18 can use their Wave card to ride OC Bus for free throughout Orange County. Learn more at OCBus.com/YouthRideFree.

Hello! This week, I attended Back to SOY night at the Save Our Youth Center in Costa Mesa. I enjoyed meeting the students & families of the Newport-Mesa Unified School District who utilize SOY’s services. SOY’s mission to divert & support at-risk youth in the area is incredibly important in fostering healthy and happy lives. This week, our community began the celebration of Hispanic Heritage Month. This year’s theme is Unidos, Somos Más, or Together, We are More. This theme celebrates the diverse Hispanic identity and diaspora in the United States & Orange County. From Mexican-Americans to Peruvian-Americans and more- your story is an immovable part of the fabric of our nation. To the 150,000 Hispanic-identifying residents of District 5- I hope you’re enjoying a month of celebration and recognition. I also attended Congressman Mike Levin’s Quarterly VSO (Veterans Service Officer) Meeting. There, we received updates from Congressman Levin on his work in Washington, the VA, and more. We also heard from various VSO’s from San Diego County regarding the status of veterans in their community. A shared concern from all attendees is the increased strain on the social safety net as a result of HR-1, and a shared drive to help move forward until we can solve the issues in Washington.

Happy Friday, D5! This week I met with our Nontoxic Advisory Committee Parks and Open Spaces Subcommittee. We discussed transparency when it comes to vegetation management and potential impacts land managers could face following this storm season. We looked at ways we can improve public education on different invasive plants and weeds, and how to protect our Native environment.
I attended the ALA Girls State recognition ceremony, honoring the incredible young women who represented their school as a delegate at ALA Girls State this summer. The program helps young leaders develop skills in public speaking, policymaking, and civic engagement. Congratulations to everyone who represented Orange County with pride! I also joined the San Juan Capistrano Chamber of Commerce and City of San Juan Capistrano at their State of the City.
Additionally, I worked with Coffee Importers and our OC Health Care Agency Environmental Health team in preparation for the Holiday Lights at Dana Point Harbor. We look forward to extended hours at Coffee importers in November and December so visitors of the iconic Kiss Me sign can grab a coffee or pastry while enjoying the view.

Intern Update - Jake
On Saturday, I participated in the Richard Henry Dana Charity Regatta Landlubber Cornhole event in support of the Boys and Girls Club. While there was fierce competition, there were many smiling and friendly faces, leading to great conversations and blossoming friendships. My favorite moments included enjoying the blasting country music, catered Wendy’s meals, and competing on a team with my dad. It’s the Fabulous Fifth, after all – there’s no better place!
Invest Clean
In 2024, my office helped convene the Climate Pollution Reduction Grant stakeholders alongside our County Climate experts and the AQMD. We successfully brought home $500 M from the Biden Administration, and now that funding is available as an INVEST CLEAN grant. Invest Clean is a regional initiative led by the South Coast Air Quality Management District to bring zero-emission technology to Southern California’s freight and shipping routes. The program recently launched two funding opportunities: the Last Mile Freight Program and the Charging Infrastructure Incentive Program. Learn more and apply at investclean.org/FundingOpportunities.
Join County Board Meetings Remotely
Orange County is adding remote participation for members of the public to participate in Board Meetings in response to California Senate Bill 707 (SB 707) and upgrading the live webcasting capabilities of its Board of Supervisors meetings to promote greater community participation. In-person or remote participants can also register at board.oc.gov/meetings-agendas.
California Climate Credit
SCE residential customers will soon receive the California Climate Credit, a bill credit funded through California’s Cap-and-Trade Program that returns a portion of program proceeds to customers while supporting the state’s efforts to reduce greenhouse gas emissions.
While customers previously received the credit in the spring and fall, beginning this year the electric credit will be applied during the late-summer billing period to provide added relief when energy use and bills are typically higher. The credit will appear automatically on eligible customers’ bills as a line item labeled “California Climate Credit,” and no action is required to receive it. Customers will see a $36 credit on their August bill and a $36 credit on their September bill, providing a total of $72 in rate relief this summer.

The County of Orange is looking for passionate individuals to serve on the variety of County Boards, Commissions, and Committees. I encourage anyone interested and meets the qualifications to apply for a position.
Specific qualifications listed below, but all applicants must be registered to vote in Orange County and reside in District 5, which includes the cities of Aliso Viejo, Costa Mesa, Dana Point, a large portion of Irvine, Laguna Beach, Laguna Hills, Laguna Niguel, Laguna Woods, Newport Beach, San Clemente, San Juan Capistrano, as well as the unincorporated areas of Coto de Caza, Emerald Bay, Ladera Ranch, Las Flores, Rancho Mission Viejo, Stonecliffe and Wagon Wheel.
