Weekly Update from Supervisor Foley
Dear Neighbor:
Happy Summer! This week, we welcomed the season with real progress on building a balanced county budget, workforce development, the fight against nitrous oxide abuse, sustainable air travel, and infrastructure that better serves Orange County residents.
Despite rumors, we continue to negotiate on the Dana Point Harbor revitalization, including discussions on worker protections for hotel employees and broader community benefits. The brief delay to allow my colleagues time to review the 66-year lease bifurcated into three new leases hardly justifies walking away from this legacy project. As this project moves forward, I remain focused on protecting public interest, strengthening accountability, and ensuring the harbor delivers real benefits for workers, residents, and visitors alike.
I also thank Michelle Aguirre as she closes an extraordinary career of service to Orange County. Michelle began as an office assistant in 1989 and built a career defined by toughness, integrity, and a steadfast commitment to doing the job right. She asked hard questions, demanded details, and held the County team to a high standard. When the County needed leadership and stability, she stayed and delivered. Thank you, Madam CEO, and enjoy your well-earned retirement.

Board of Supervisors Meeting
Adopting our 2026-2027 County Budget
The Board of Supervisors unanimously adopted Orange County’s final Fiscal Year 2026-27 Budget, a responsible $10.5 billion spending plan to fund the essential services residents rely on every day, especially health care and public safety, homeless prevention services, and long-needed infrastructure improvements. As economic pressures and state and federal cost shifts continue, we remain focused on conservative budgeting, responsible stewardship of taxpayer dollars, and protecting the County’s long-term financial stability.
We welcomed our new Interim County Executive Officer, KC Roestenberg. With more than 30 years of leadership experience, including 19 years as Orange County’s Chief Information Officer, KC now assumes executive management of the County’s 23 departments, 18,000 positions, and $10.5 billion budget. KC is a problem solver; I look forward to working with him as we continue moving Orange County forward.
Public Noticing for Herbicide and Pesticide Applications
Since local advocates brought this issue to our attention, I have led the charge on safer, healthier vegetation management. In the last three months, we directed OC Public Works (OCPW) to pause herbicide spraying, launched our Non-Toxic Advisory Committee, and voted to phase out routine herbicide use on County land. In addition, our pilot program now evaluates manual and mechanical removal in San Juan and Trabuco Creek channels.
This week, the Board of Supervisors unanimously approved my proposal directing OCPW to require public notification for herbicide and pesticide applications -- moving the County toward stronger transparency and safer conditions for our employees, contractors, and residents.

Keeping Our Communities Safe
Nitrous Oxide Press Conference
Today, I traveled to San Diego to stand with Senator Catherine Blakespear and local health and safety experts in support of Senate Bill 936. There is NO safe recreational use for nitrous oxide. No valid purpose to sell in liquor stores, smoke shops and online.
As the first county in California to ban nitrous oxide, we responded to a growing public health crisis felt by our families, schools, hospitals, and law enforcement. Local neurologists and pediatricians share stories of formerly strong individuals now struggling to stay in school as well as maintain employment and housing. SB 936 saves lives statewide.
I stand with Senator Blakespear in protecting our communities, preventing further harm, and holding NOX manufacturers and retailers accountable.

Orange County Fire Authority Board Update
At this week’s OC Fire Authority (OCFA) meeting, we approved a contract for the design and construction of the long-awaited Wildfire Resource Center in Rancho Mission Viejo, a major investment in South County fire readiness. I worked closely with Rancho Mission Viejo and OCFA to help move this project forward because our communities need the personnel, equipment, and coordination to respond quickly when fire danger rises. This new facility will strengthen hand crew and heavy equipment operations as well as help protect families, nearby communities, and surrounding open space.
 Building Healthier Communities
Expanding Access to Contraceptive Care
This week, we awarded $250,000 in Fifth District funds to Planned Parenthood Orange and San Bernardino Counties, expanding access to contraceptive care and reproductive health services for our residents. As federal cuts threaten providers who serve Medicaid patients, Orange County steps up to fill the gaps. Every resident deserves access to preventative care, regardless of their income.
Social Services Agency Update
In this week’s meeting with OC Social Services Agency, we discussed the encouraging steps the Legislature took in its 2026-27 budget to protect programs our District 5 residents depend on.
Legislators rejected Governor Newsom's proposed cuts to the In-Home Supportive Services program and pushed back on his plan to reinstate stringent Medi-Cal asset limits for seniors and adults with disabilities, two priorities we championed on behalf of our communities. The Senate also pushed for funding for Prop 36, which we advocated for, to support rehabilitation and treatment programming. The state legislature’s proposal protected this important funding to counties. The Governor has until June 30 to sign or veto the budget.
We remain hopeful he will embrace the Legislature's approach to safeguarding these essential services. Every resident relying on SSA programs across Orange County deserves continuity of care, and we will keep pressing for a final budget that delivers.
Supporting Our Thriving Economy
Common Good Groundbreaking
Stability saves lives — in housing, employment, and support to live a better life independently. This week, we broke ground on Common Good, a first-of-its-kind publicly owned workforce reentry campus, offering stable housing, job training, mentorship, and a reliable path to work. When people earn a paycheck and support themselves and their families, their chance of moving forward increases instead of returning to the circumstances that brought them into the system.

OC Employees Retirement System (OCERS) 2025 Year in Review
At our OCERS meeting, we received a year-in-review update on the system's work protecting retirement security for more than 55,000 active and retired County employees. We also discussed the County's continued progress paying down pension liabilities, with major relief expected by 2032 and 2033. Careful long-term planning protects public employees, strengthens the County's finances, and keeps Orange County meeting its obligations responsibly.

Infrastructure Updates
OC Transportation Authority Update
This week, the OCTA Board received an update on the Newport Transportation Center Relocation Feasibility Study, a joint effort with the City of Newport Beach I motioned to approve last October. Three potential sites enter evaluation: 3848 Campus Drive, 1201 Dove Street, and 951 Newport Center Drive. Our action this week keeps the study on track and collaboration with the City moving forward to ensure reliable service for Newport residents.

JWA Advisory Group Update
Cleaner, quieter aircraft make a real difference for residents living under the flight path. This week, the JWA Advisory Committee advanced our strategy for defending the 1985 Settlement Agreement ahead of its 2030 renegotiation. We continue protecting the curfew, maintaining reliable flights, and accommodating more passengers as the next generation of aircraft comes online.
 Engaging with Our Communities
This week, we celebrated the local leaders building spaces where all Orange County residents thrive — in health, in business, and in quality of life. We honored the Shea Center for their transformative equine therapy services, uplifting children and veterans alike, then celebrated our Dana Point Harbor Revitalization Project, recognized by the Association of California Cities OC with the "Legacy Award" for exemplary public-private partnership.
Congratulations to District 5 cities, organizations, and individuals recognized at the ACCOC AWARDS night including: the Groundwater Well Site Project by Laguna Beach County Water District and City of Newport Beach; the 241/91 Express Connector Project by OCTA; Rancho Fire Response by Laguna Beach Fire Department; and City Manager of the Year by City of Laguna Beach’s Tamara Letourneau.

Happy Friday, District 5! This week, I toured Trampas Canyon Reservoir and Dam, hosted by the California Special Districts Association and Santa Margarita Water District. Operated by Santa Margarita Water District, the facility stores drinking water and plays a critical role in ensuring reliable water service for communities across South Orange County.
The tour highlighted local water resources, critical infrastructure, and the reservoir’s importance within Orange County’s water system. Participants experienced the natural beauty of Trampas Canyon firsthand while discussing key water challenges and priorities facing Southern California.
Vice Chair Foley continues advancing water reliability, protecting natural resources, and supporting infrastructure investments that strengthen Orange County communities for future generations.

This week, I joined the San Juan Chamber of Commerce at their Legislative Affairs Luncheon. I provided updates on our Non-Toxic Solutions Committee as well as Vice Chair Foley’s efforts to reduce pesticide use in the County. I also shared infrastructure updates approved at our most recent board meeting, including the Los Patrones Parkway extension and Aliso Wood Canyons Watershed Trail Project. The Los Patrones Parkway extension improves connectivity across South County and enhances regional transportation, while the Aliso Wood Canyons Watershed Trail Project improves conservation and protects our local watershed. Orange County Transportation Authority also presented on the San Juan Bridge Replacement Project, which remains underway.

Hi, District 5! Medi-Cal and CalFresh eligibility policies are changing – staying informed helps protect your coverage. Effective July 1, 2026, full-scope dental benefits for adults 19+ with undocumented immigration status will no longer include routine care, though emergency dental care for severe pain, infections, and tooth extractions remain covered. Pregnant and postpartum individuals (up to one year after pregnancy), as well as individuals with satisfactory immigration status, will keep full dental benefits.
Also, beginning June 1, 2026, CalFresh work requirements changed for Able-Bodied Adults Without Dependents ages 18-64. This group must now verify 20+ hours per week of work, an approved training program, or volunteering.

Happy Friday District 5! This week I joined the Orange County Inland Empire Small Business Development Center (SBDC) in welcoming a new business, Wellnest, to the Newport Beach Community. Wellnest offers a variety of services – from Sauna therapy and redlight therapy to group yoga classes. Supervisor Foley continues championing small businesses. We encourage the community to support the many amazing small businesses here in the Fabulous Fifth district.
This week I also got to say goodbye to our County CEO Michelle Aguirre. I really enjoyed working with her. She was both kind and incredibly competent. Most importantly, she was always willing to help me understand anything I had questions about! I wish her the best in retirement.

The County of Orange is looking for passionate individuals to serve on the variety of County Boards, Commissions, and Committees. I encourage anyone interested and meets the qualifications to apply for a position.
Specific qualifications listed below, but all applicants must be registered to vote in Orange County and reside in District 5, which includes the cities of Aliso Viejo, Costa Mesa, Dana Point, a large portion of Irvine, Laguna Beach, Laguna Hills, Laguna Niguel, Laguna Woods, Newport Beach, San Clemente, San Juan Capistrano, as well as the unincorporated areas of Coto de Caza, Emerald Bay, Ladera Ranch, Las Flores, Rancho Mission Viejo, Stonecliffe and Wagon Wheel.

OC Sailing & Events Center Enhancements

Save the date for our Community Input Meeting on August 19 from 6-8pm!
As the broader Dana Point Harbor Revitalization moves forward, the OC Sailing & Events Center (OCSEC), located next to Baby Beach, continues to see meaningful enhancements thanks to County investment. Since opening in 1985, OCSEC has served as an important community hub, offering recreational programs, public restrooms, meeting spaces, and special event venues for the public.
Recently, the Board approved a contract to begin developing a long-term master plan for the entire OCSEC campus. This effort will evaluate future opportunities for key facilities such as the Cove Room, Pilot House, Boat House, picnic areas, and parking and pedestrian access points, focusing on how OCSEC can continue to serve the community for decades to come. Public engagement will be an essential part of this process, so please stay tuned for details on upcoming community meetings.
To address immediate needs, the County is currently undergoing short term facility enhancements at OCSEC. These improvements include essential building repairs, ADA upgrades, demolition and replacement of aging storage structures, and expanded classroom space for program users. Additionally, the aging north and south docks are being replaced with modern infrastructure for more accessible boating access.
Together, these projects reflect a comprehensive County investment for the future of Dana Point Harbor, supporting community programming, improving aging facilities, and ensuring residents can continue enjoying this treasured waterfront destination for years to come.
