Weekly Update from Supervisor Foley

From county advocacy for drug prevention in Sacramento to advancing long-term coastal protections and safer infrastructure at home, our work this week reflects our continued commitment to public safety and protecting quality of life for Orange County residents.

Honoring America's 250th Birthday on Flag Day
Another incredible Flag Day ceremony in the Fabulous Fifth! For 250 years, our flag has flown over moments of triumph and challenge alike. It has stood watch over battlefields, reached the moon, and welcomed Americans seeking opportunity and hope.
For me, the flag represents the ideals that unite us: freedom, service, equality, justice, and the belief that our country stands strongest when we work together for the common good. Thank you to the Exchange Club of Newport Harbor for providing this year's display of 251 flags in recognition of Flag Day and the Army's 251st Birthday, and to Orange County Parks for assisting our team with the remarkable installation.

Advocacy in Sacramento
Testifying Against Nitrous Oxide
There is no safe recreational use of nitrous oxide (NOX), and no positive consumer experience to justify the public health consequences. Local neurologists and pediatricians all see an increase in neurological damage caused by NOX. Bad actors who sell oversized cannisters with vibrant graphics know the harm and want to profit off it — I've seen it for myself in local Orange County smoke shops.
I joined Senator Catherine Blakespear in Sacramento in support of Senate Bill 936. Building on our local efforts to ban the sale of NOX across the state, SB 936 will save lives. The legislation passed out of the Business & Professions committee with unanimous bipartisan support and now heads to the Public Safety Committee.

Addressing the Impacts of HR1
During our visit to Sacramento, I met with Orange County’s legislative delegation as state budget negotiations entered their final stage. I thanked lawmakers for advancing key county priorities, including funding for housing and homelessness services, behavioral health, indigent care, county-administered programs, and Proposition 36 implementation.
While we made real progress, important work remains. Orange County has already taken steps to address fiscal challenges through hiring freezes, spending reductions, and a 5% cut to Board office budgets. As the County continues to budget responsibly, state leaders must preserve these commitments in the final budget and step up for counties.

Infrastructure Updates
The LOSSAN Board of Directors received and filed the LOSSAN Corridor Trends report this week. This breakdown of ridership, revenue, train timing, and ticket sales helps us advance accessibility to train rides in Orange County. For every dollar we spend on running the Pacific Surfliner, steady ticket sales cover $0.60 cents. Orange County outperforms the state’s 50% requirement and keeps our trains running in solid financial shape.
As we prepare to host the Olympics in 2028, local leaders team up to welcome visitors with reliable regional rail. Our Senate Bill 1098 Working Group shared updates on coordination, funding, and safety efforts to prepare Southern California’s rail system as the Games approach.
OC Sailing & Events Center Update
Ahead of our Public Outreach meeting, I joined OC Parks and the LPA team to discuss the long-term master plan for the OC Sailing & Events Center. Building on the Board's approval of a master planning contract, we continue modernizing this vital Dana Point resource to expand public access and strengthen coastal programming at Dana Point Harbor’s most important public asset. In this week's meeting with OC Public Works, we discussed advancing safe, sustainable infrastructure. We look forward to making our beautiful outdoors more accessible for residents, with rehabilitated pavement in Las Flores, as well as expanded conservation education in Aliso and Wood Canyons Wilderness, and cleaner, greener vegetation management across the Fifth District. All three initiatives reflect our commitment to maintaining resilient public spaces that serve community safety and stewardship of our environment.
Rancho Mission Viejo Updates
As District Five grows, my office continues our work shaping a safe, accessible Rancho Mission Viejo for our residents. Already, we move forward with expansion and safety upgrades Cow Camp Road, Ortega Highway, and Los Patrones Parkway, for more efficient, reliable commutes.
Coastal Protections
Capistrano Beach Sand Placement
Recent south swells have taken a visible toll on beloved beaches across Orange County, including Capistrano Beach. Fortunately, the roughly 11,000 cubic yards of sand we placed at Capistrano Beach in recent weeks protects vital public infrastructure, including the LOSSAN Rail Corridor, California Coastal trail, storm drain and water quality treatment facilities, and Pacific Coast Highway. At Poche Beach, elevated tides unfortunately flooded the catwalk access area. Catwalk and beach currently remain open.
Looking ahead, the Capistrano-Doheny Nature Based Shoreline Adaptation Project will provide a more resilient, long-term solution to keeping sediment in place.

Engaging with Our Communities
Black history is American history. On June 19, 1865, Union soldiers arrived in Galveston, Texas, with news that enslaved people were free, more than two years after President Abraham Lincoln issued the Emancipation Proclamation. I encourage you to stop by the Great Park Juneteenth celebration tomorrow.
Today we recognize the painful legacy of slavery in our nation and honor the resilience, courage, and contributions of generations of Black Americans. We also reflect on our enduring capacity to emerge from even the darkest chapters of our history with hope and a renewed commitment to a more perfect union. Learn more here.

A Week of Engagement
This week, we celebrated the neighbors shaping the Fabulous Fifth’s legacy of service and sustainability.
At the San Clemente Elks Lodge, we honored Flag Day and the “Elks Care, Elks Share” support of local veterans. We also joined Friendship Shelter in support of their full spectrum of services dedicated to ending homelessness, including outreach, shelter, financial assistance, and permanent housing.
Meanwhile, our Fifth District Monarch Butterfly Committee shared milkweed seeds at Cool Irvine Eco Fair, to empower Orange County residents to help us nurture our endangered monarch butterfly population back to health. We also celebrated a milestone anniversary for Dana Wharf Sportfishing and Whale Watching -- 55 years of advancing coastal protection and ocean adventures for Orange County families.

Hello! Last weekend, we held our annual Flag Day & Army’s Birthday Celebration. I enjoyed seeing and meeting so many of you while celebrating our Flag & armed forces. To me, the American Flag represents justice and liberty for all, no matter who you are, where you come from, what you look like, or what language you speak. We’re all Americans under the Stars & Stripes!

Happy Friday, D5! This week, I joined Rady Children’s Health at their quarterly legislative briefing. We heard from their incredible mental health team, including both inpatient and outpatient care for vulnerable children and teens.
Suicide remains a leading cause of death for teens across Orange County. This year, research shows an 11% increase in patients in psychiatric crisis from last fiscal year—9% higher than the previous highest level in 2022. Our vulnerable population need our support now more than ever. Early testing and intervention remains the best way to protect your kids from suicidal thoughts and reduce the risk of depression. Remember to utilize screening tools before symptoms appear.

Hi District 5! This week I attended the OC Economic Development Roundtable alongside SBDC and OC Workforce Development partners to hear the latest on our regional economy and small business resources.
Orange County continues to be a standout performer in Southern California, with healthcare leading job growth thanks to major investments at UCI and City of Hope. We also got a closer look at how AI reshapes our workforce, particularly for recent graduates, and what that means for our regional strategy heading into 2026.
On the small business front, there are several free resources available right now. The SBDC's Retail Refresh and Restaurant Fresh Eyes programs bring consultants directly to your brick-and-mortar business for one-on-one support with marketing, operations, and growth. The SBA also offers Economic Injury Disaster Loans of up to $2 million at rates as low as 4% for businesses affected by the Garden Grove Hazmat Incident. Reach out to our office for more details!

The County of Orange is looking for passionate individuals to serve on the variety of County Boards, Commissions, and Committees. I encourage anyone interested and meets the qualifications to apply for a position.
Specific qualifications listed below, but all applicants must be registered to vote in Orange County and reside in District 5, which includes the cities of Aliso Viejo, Costa Mesa, Dana Point, a large portion of Irvine, Laguna Beach, Laguna Hills, Laguna Niguel, Laguna Woods, Newport Beach, San Clemente, San Juan Capistrano, as well as the unincorporated areas of Coto de Caza, Emerald Bay, Ladera Ranch, Las Flores, Rancho Mission Viejo, Stonecliffe and Wagon Wheel.

OC Sailing & Events Center Enhancements

As the broader Dana Point Harbor Revitalization moves forward, the OC Sailing & Events Center (OCSEC), located next to Baby Beach, continues to see meaningful enhancements thanks to County investment. Since opening in 1985, OCSEC has served as an important community hub, offering recreational programs, public restrooms, meeting spaces, and special event venues for the public.
Recently, the Board approved a contract to begin developing a long-term master plan for the entire OCSEC campus. This effort will evaluate future opportunities for key facilities such as the Cove Room, Pilot House, Boat House, picnic areas, and parking and pedestrian access points, focusing on how OCSEC can continue to serve the community for decades to come. Public engagement will be an essential part of this process, so please stay tuned for details on upcoming community meetings.
To address immediate needs, the County is currently undergoing short term facility enhancements at OCSEC. These improvements include essential building repairs, ADA upgrades, demolition and replacement of aging storage structures, and expanded classroom space for program users. Additionally, the aging north and south docks are being replaced with modern infrastructure for more accessible boating access.
Together, these projects reflect a comprehensive County investment for the future of Dana Point Harbor, supporting community programming, improving aging facilities, and ensuring residents can continue enjoying this treasured waterfront destination for years to come.
