This week, my office took meaningful steps towardstrengthening our communities, includingbuilding a balanced $10.5 billion county budget, connecting neighbors with vital health resources, caring for our shared natural spaces, and laying the groundwork for infrastructure to serve us for the future.

Board of Supervisors Meeting
County Budget Hearings
This week, the Board reviewed a proposed County budget that decreases from $10.8 billion in 2025-26 to $10.5 billion in 2026-27. That reduction reflects the difficult work departments are doing to cut back, identify savings, and focus resources on the services residents rely on most.
I want to thank County staff for taking a fiscally conservative approach during a time of real uncertainty. Departments are tightening spending across the board, including a 5% reduction in Board office budgets. We still face serious challenges ahead, including pressure from state and federal decisions, but Orange County is managing those risks responsibly. We are making careful choices now to protect our long-term stability and keep delivering for residents.
Banning Herbicides in the County of Orange
On Tuesday, the Board approved the core of my proposal to begin the process of phasing out herbicides in Orange County and formally move forward with the San Juan and Trabuco Creek pilot project I initiated with OC Public Works. For the first time, the Board gave clear public direction to reduce routine chemical use in these waterways and continue building a path toward safer alternatives. The Board also backed continued work on long-term planning, cost review, and implementation steps to move this effort forward.
I fought to keep public noticing in place, but my colleagues stripped that requirement from the final action. I will bring it back at the next Board meeting as a separate item because Orange County residents deserve transparency when chemicals may be used near the places where their families live, walk, and recreate. Herbicide spraying remains indefinitely paused throughout the San Juan and Trabuco Creek pilot area.
I have pushed this issue for years, and this vote marks real progress. The public showed up in overwhelming numbers, and that pressure helped move the County in the right direction. We still have more work ahead, but Orange County is now taking concrete steps to phase down herbicide dependence in our waterways and expand safer, nontoxic alternatives. Read this week’s article.
Building Healthier Communities
Non-Toxic Advisory Committee
At our second Non-toxic Advisory Committee meeting, we updated the group on the items approved from our agenda item S10A. We also discussed areas where we must continue working, including public noticing and inventorying examples of best practices.
OC Agricultural Commissioner Jose Arriaga then broke down the EPA and California Department of Pesticide Regulation's herbicide framework — his office conducts 24 types of inspections to provide oversight and enforce compliance across the county.
We also learned about current OC Public Works projects to add or restore habitat and vegetation in certain creeks leading to channels and discussed options for San Juan Creek.
The next steps for our committee include breaking into four subcommittee groups related to inventorying best practices across California, and making recommendations related to waterways, open space and parks, and to edit the County’s Integrated Pest Management plans to ensure the safety of our residents, guests, and natural habitats.
Lots of progress this week to move away from toxic weed abatement.
Community Health Resource Fair
Our annual Community Health Resource Fair, held in partnership with CalOptima Health and the OC Social Services Agency, provided 450 attendees with enrollment assistance, health resources, free food, diapers, and family activities. Nearly 900,000 Orange County residents rely on Medi-Cal and 300,000 on CalFresh. As federal changes reshape eligibility, our office continues working to connect residents with care and support. Keeping Our Communities Safe
This week, a powerful south swell brought dangerous surf conditions to Orange County, with waves reaching up to 20 feet from The Wedge to Trestles.
Tragically, a 5-year-old girl was swept into the water Tuesday night at Treasure Island Beach in Laguna Beach. No family should ever endure a loss like this. Our entire Orange County community mourns with those who loved her. Read the story here.
Beach conditions remain dangerous, and I encourage residents and visitors to take all warnings seriously. Please check surf and tide conditions before heading to the coast, stay off rocks and jetties, keep children within arm’s reach near the water, and never turn your back on the ocean.
Infrastructure Updates
OCTransportation AuthorityBudget OCTA adopted a balanced FY 2026-27 budget with fully funded reserves and no reliance on reserve funds, keeping the agency on strong financial footing while continuing to deliver reliable transportation service for Orange County residents.
The Board also approved $14.5 million for OCTA’s contribution to Metrolink service through the first quarter of the fiscal year, with additional funding subject to future Board action. Metrolink remains a critical part of Orange County’s transportation network, especially as we prepare for the 2028 Olympics. At the same time, ridership remains at about 60% of pre-pandemic levels, and a 50% fare reduction has increased the need for operating support.
Sales tax revenues have stabilized, with 2% growth projected, and bus service has returned to pre-pandemic levels. We need a responsible, financially sustainable path that protects reliable rail service for Orange County riders and the broader Southern California region.
Preserving San Clemente Pier
Congratulations to the San Clemente Pier Conservancy — formerly known as PierPride Foundation — on 10 years! Every year Dana Wharf Sport Fishing hosts a cruise to the pier fundraiser. I enjoyed joining members of the San Clemente City Council and Mayor Rick Loeffler to announce the new San Clemente Pier Conservancy. This dedicated team of volunteers helps restore and preserve this beloved historical landmark.
This year, my office invested in bike racks, murals for the new concession buildings, and native plants near the access points. We look forward to sharing this Orange County landmark and celebrating the Pier's 100th birthday in 2028 with the world during the Olympics.

I hope you'll also join me on June 14 at 2 p.m. at Dana Cove Park at Baby Beach for our annual Fifth District Flag Day event as we honor our nation's flag, commemorate America's 250th Anniversary, and celebrate the United States Army's 251st Birthday. This year's program includes a keynote address from U.S. Navy Veteran Jameeka Aaron, a presentation of colors by Mariners 936, performances by Association of OC Deputy Sheriffs and Chantrell Lewis, and a community resource booth hosted by VFW 9934.

Upcoming Board of Supervisors Meeting on June 23, 2026
Happy Friday, District 5! OCTA’sTaxpayer Oversight Committee (TOC) once again confirmed that the agency continues delivering on the promises of Measure M. During its annual Measure M Public Hearing held earlier this week, the TOC unanimously found that OCTA proceededin accordance with the Measure M plan for the 35th consecutive year. This finding underscores OCTA’s commitment to honoring the trust Orange County voters placed in the agency, with 70% supporting the renewal of Measure M in 2006. As Measure M celebrates 15 years, the program has enabled more than $6 billion in transportation improvements, delivering meaningful benefits to residents, commuters, and visitors across Orange County. Our team hears your advocacy, particularly from young members of our community, to protect the Metrolink system. Supervisor Foley stands with you in this fight. Last weekend, I enjoyeda firsthand experience, as my friendsand I traveled toWest Los Angeles. Beginning at ARTIC (Anaheim Regional Transportation Intermodal Center – my favorite train station), we hopped on the Metrolink to LA Union Station, wheremy Metrolink ticket provided me a transfer to LA Metro’s new D Line to West LA. The D Line is clean, fast, and very convenient from Union Station.
Here I am at the D Line station! I am a big fan of public transit so I had to take a photo.
In a little under an hour and for less than $10, I was able to travel from the heart of Orange County to LA -- a trip that is usually more than an hour and a half by car in crazy traffic. Utilizing public transit is how we keep public transit!
Today, I joined our wonderful OC Parks team in installing 251 American flags at Dana Cove Park in preparation for our Flag Day & Army’s Birthday Celebration on Sunday. The installation will remain in place through June 14 at 6pm – honoring the brave service members who serve and sacrifice for our freedoms.

From sand renourishment to safe, clean waterways, Supervisor Foley remains committed to protecting our coast. This week, I worked with our County staff at OC Public works and OC Agricultural Commissioner on our Non-Toxic Solutions Committee as we work to improve the County’s Integrated Pest Management Plan. I look forward to continued collaboration with our community members to build a safer, healthier Orange County, protecting our waterways and open spaces.
This weekend, I plan to join the Surfrider Foundation at a community meeting for the San Onofre Shoreline resiliency project. The project addresses coastal erosion and long-term resiliency at San Onofre State Beach.

Hi District 5! The 2026-2027 County budget was presented this week. Heavily influenced by the state and federal budget, it puts pressure on the programs that keep our housing and senior services strong.
Federal cuts under H.R. 1 and a tighter state outlook pull at the same Medi-Cal and IHSS dollars our older neighbors rely on. When Sacramento and Washington pull back, the County absorbs the difference, and those choices land directly on the families, seniors, and neighbors who count on these services. We will keep fighting to protect the programs that make District 5 a place people can afford to grow older in!

The County of Orange is looking for passionate individuals to serve on the variety of County Boards, Commissions, and Committees. I encourage anyone interested and meets the qualifications to apply for a position.
Specific qualifications listed below, but all applicants must be registered to vote in Orange County and reside in District 5, which includes the cities of Aliso Viejo, Costa Mesa, Dana Point, a large portion of Irvine, Laguna Beach, Laguna Hills, Laguna Niguel, Laguna Woods, Newport Beach, San Clemente, San Juan Capistrano, as well as the unincorporated areas of Coto de Caza, Emerald Bay, Ladera Ranch, Las Flores, Rancho Mission Viejo, Stonecliffe and Wagon Wheel.

Assessment Appeals Board
Must be an Attorney, CPA or Public Accountant, Real Estate Broker, or Appraiser who is licensed/certified within the State of California for a period of at least 5 years. Must maintain qualifications through term of office.
Orange County In-Home Supportive Services (IHSS) Advisory Committee
Must be a recipient who is a current or past user of personal assistance services.
Public Financing Advisory Committee
Shall not be serving or running for elective office.
As the broader Dana Point Harbor Revitalization moves forward, the OC Sailing & Events Center (OCSEC), located next to Baby Beach, continues to see meaningful enhancements thanks to County investment. Since opening in 1985, OCSEC has served as an important community hub, offering recreational programs, public restrooms, meeting spaces, and special event venues for the public.
Recently, the Board approved a contract to begin developing a long-term master plan for the entire OCSEC campus. This effort will evaluate future opportunities for key facilities such as the Cove Room, Pilot House, Boat House, picnic areas, and parking and pedestrian access points, focusing on how OCSEC can continue to serve the community for decades to come. Public engagement will be an essential part of this process, so please stay tuned for details on upcoming community meetings.
To address immediate needs, the County is currently undergoing short term facility enhancements at OCSEC. These improvements include essential building repairs, ADA upgrades, demolition and replacement of aging storage structures, and expanded classroom space for program users. Additionally, the aging north and south docks are being replaced with modern infrastructure for more accessible boating access.
Together, these projects reflect a comprehensive County investment for the future of Dana Point Harbor, supporting community programming, improving aging facilities, and ensuring residents can continue enjoying this treasured waterfront destination for years to come.

Starting January 1, 2026, when you apply for or renew your Medi-Cal, we will look at what you own. This is called an asset check. Assets are things you own that have value. You may be affected if you:
Are age 65 and older and meet the household income limit for Medi-Cal
Have a disability (physical, mental, or
developmental)
Live in a nursing home
Are in a family that makes too much money to qualify under federal tax rules

Magnetic stripe‑only EBT cards will be deactivated on April 19, 2026. You must replace your magnetic stripe‑only card with a chip/tap-enabled EBT card to continue accessing benefits. Metrolink Announces Extension of Reduced Weekday Service Levels
Metrolink, Southern California’s six-county passenger rail service, will continue to operate on a reduced weekday schedule moving forward.
On March 23, Metrolink decreased weekday service levels by 20% to address reliability issues stemming from mechanical challenges and supply chain delays. Originally, these changes were anticipated to remain in place for seven weeks but will now continue for the foreseeable future.
