Weekly Update from Supervisor Foley
Dear Neighbor:
Thanks to a swift, coordinated response at every level of government, our agencies protected residents during the chemical tank incident at GKN Aerospace in Garden Grove. As an Orange County Fire Authority Director, I especially want to thank OCFA, Interim Chief TJ McGovern, and the OCFA chiefs and firefighters who helped lead this response under extremely difficult conditions. Schools, cities, first responders, county agencies, the Governor, and the President all stepped up during a serious emergency involving dangerous chemicals in our community.
As residents return home and businesses reopen, our focus now turns to accountability. This week, the Board ratified the Chairman’s local emergency proclamation so public agencies can seek reimbursement and taxpayers do not bear the cost of this corporation’s mess. The Orange County District Attorney filed criminal charges and currently investigates the incident, underscoring the seriousness of what happened.
GKN Aerospace must immediately establish a claims process to reimburse residents, businesses, and public agencies, fully cooperate with investigators, identify the cause, and ensure this never happens again.

Keeping Our Communities Safe
I voted to approve the OC Fire Authority Fiscal Year 26-27 budget to strengthen wildfire readiness, protect long-term fiscal stability, and invest in personnel and emergency equipment.
The budget balances ongoing revenues and expenditures, keeps reserves intact, and dedicates funding for capital needs. OCFA also continues to pay down long-term costs from past pension and retiree medical commitments. Due to responsible payments, OCFA reduced future debt, saved more than $115 million in interest, and moved closer to fully funding retirement obligations without passing those costs to future budgets.
This budget also adds 24-hour dozer and heavy equipment support for wild land and all risk incidents, expands fire prevention capacity, strengthens academy training, improves fleet maintenance, and supports community education. These investments help OCFA better protect Orange County families.
Building Healthier Communities
I remain steadfast in my opposition of tonnage expansion at Prima Deshecha Landfill. I appreciate all the communication from the community regarding existing and future concerns. We continue working to reduce impacts. Despite the misinformation campaign misleading the public, the Board of Supervisors has not yet voted on this proposal. We expect a community meeting this fall and the item to the Board no earlier than fourth quarter 2026. I encourage residents to communicate concerns with the Board at response@ocgov.com. OC Public Works Pause on Spraying
Protecting public health and preserving our environment remain central priorities for Orange County families. Harmful toxins have no place in our waterways, parks, or neighborhoods.
Our OC Public Works announced a countywide pause on herbicide spraying across Orange County Flood Control District channels. During the pause, OC Public Works will stop spraying, study invasive species growth patterns, and evaluate safer, healthier removal methods.
Community input helped me drive this progress. Environmental advocates, local leaders, and concerned residents spoke clearly about their concerns.
At the June 9, 2026, Board Meeting, I will introduce an item directing County staff to update our Integrated Pest Management & Weed Abatement protocols to move towards nontoxic alternatives. I urge residents who support these changes to email the Orange County Board of Supervisors at response@ocgov.com.
John Wayne Airport
JWA Advisory Group Updates
At our John Wayne Airport Advisory Group meeting, the focus remained on how to keep moving quieter, cleaner next-generation aircraft into JWA while protecting quality of life for residents under the flight path. Newer-generation aircraft accounted for 35% of JWA operations in 2025, up from 3% just 2 years ago. That share could rise to roughly 70% by 2028 as the FAA certifies the Boeing 737 MAX 7 this summer and enters service. We also discussed stronger noise monitoring, updated monitoring technology, and air quality assessments as we keep pushing real progress for the communities that live around the airport.
The advisory group also discussed protecting small pilots at JWA. General aviation remains central to the airport. With rising jet fuel prices to the broader modernization happening across the airport, I understand the real challenges pilots and aviation businesses face. We already added six new tie-downs, and Jay’s does not currently have a wait list. My position remains clear, we must protect access for small aircraft, flight schools, and aviation businesses that have long been part of this airport’s identity.
 Infrastructure Updates
OC Transportation Authority Board Updates
On Monday, the OCTA Board voted unanimously on consolidating the 91 Express Lanes back office system and customer service center operations with the 15 Express Lanes through a new agreement with Kapsch TrafficCom USA, Inc. Staff recommended the change due to ongoing performance and customer service issues under the current vendor and projected long term cost savings and improved service through a combined system with Riverside County.
The 2028 Olympics present Orange County with a once-in-a-generation opportunity. This week we discussed the role the County of Orange will play as we prepare to welcome thousands of visitors. The county will best serve as liaison, convening key partners to ensure alignment across airport operations, hospitality, dining, safety, and transportation.
I proposed we develop a clear workback plan that brings all major voices to the table. Because the county lacks a formal economic development plan, my primary goal remains to strengthen our county’s amenities to ensure we maximize our economic impact and lay the groundwork for future major events.
Engaging With Our Community
On Memorial Day, we honored the fallen service members who gave their lives in service to our nation at ceremonies across the Fifth District, from Dana Point to Newport Beach. My office remains committed to honoring the legacy of service members who made the ultimate sacrifice, supporting Gold Star families, and preserving the freedoms they fought to protect.

Celebrating the Arts
Thank you to the Pacific Chorale for a beautiful evening celebrating another successful season at the Segerstrom Center for the Arts. The moving musical performance served as a fitting grand finale to Maestro John Alexander's tenure with Pacific Chorale and Pacific Symphony. I enjoyed honoring Ling and Charles Zhang, whose generous commitment to expanding arts and music education continues to enrich our Orange County community.

Celebrating 2026 Graduates
Congratulations to our interns Ninja, Katherine, and Owen as they join the high school and community college students graduating across the Fabulous Fifth! I look forward to working with these bright Orange County minds on bettering our community for the future. Congrats also to my son who will head to New York for a Degree in Fine Arts!

This weekend I look forward to celebrating the 31st Annual Balboa Island Parade. Last year we had a blast honoring our incredible team of firefighters, police, paramedics, harbor patrol and lifeguards.
This year’s theme is “Good Vibrations” and island spirit, so keep an eye out for my team in our Hawaiian shirts. We'll see you on Sunday at 11 a.m.

We recently received concerns from residents and the City of Dana Point about water quality and cleaning practices at Dana Point Harbor. Our OC Environmental Resources team worked with Dana Point Harbor Partners to efficiently clean the trash enclosures. DPHP also updated us on the Stormwater Management Program at the harbor, which collected 2700 pounds of sediment and trash related waste from the storm drain systems, pounds of reusable recyclable materials. The 72 catch basins helping to keep our harbor clean and trash free for residents and visitors.

Supporting new and existing businesses in District 5 remains a priority for Vice Chair Foley. This week, I joined the Laguna Niguel Chamber of Commerce in celebrating the one-year anniversary of Feng Cha teahouse in Laguna Niguel. It was wonderful to see the community turn out to celebrate the owner, Leo’s, first year of ownership. Entrepreneurs like Leo are exactly who our office works to support. Through OC Workforce Solutions and the Small Business Development Center, District 5 businesses can access grants, one-on-one advising, and workforce resources. Vice Chair Foley continues to champion these tools and fight for local small business priorities at the county level.

Hi District 5! This week I joined the groundbreaking ceremony for Shalimar Park in Costa Mesa, where this project will eventually transform into a beautiful community asset. Supervisor Foley has long championed Costa Mesa's efforts to connect residents with parks and amenities close to home. The City of Costa Mesa will draw on community feedback to shape a park that serves as many people as possible.

Specific qualifications listed below, but all applicants must be registered to vote in Orange County and reside in District 5, which includes the cities of Aliso Viejo, Costa Mesa, Dana Point, a large portion of Irvine, Laguna Beach, Laguna Hills, Laguna Niguel, Laguna Woods, Newport Beach, San Clemente, San Juan Capistrano, as well as the unincorporated areas of Coto de Caza, Emerald Bay, Ladera Ranch, Las Flores, Rancho Mission Viejo, Stonecliffe and Wagon Wheel.

OC Sailing & Events Center Enhancements

As the broader Dana Point Harbor Revitalization moves forward, the OC Sailing & Events Center (OCSEC), located next to Baby Beach, continues to see meaningful enhancements thanks to County investment. Since opening in 1985, OCSEC has served as an important community hub, offering recreational programs, public restrooms, meeting spaces, and special event venues for the public.
Recently, the Board approved a contract to begin developing a long-term master plan for the entire OCSEC campus. This effort will evaluate future opportunities for key facilities such as the Cove Room, Pilot House, Boat House, picnic areas, and parking and pedestrian access points, focusing on how OCSEC can continue to serve the community for decades to come. Public engagement will be an essential part of this process, so please stay tuned for details on upcoming community meetings.
To address immediate needs, the County is currently undergoing short term facility enhancements at OCSEC. These improvements include essential building repairs, ADA upgrades, demolition and replacement of aging storage structures, and expanded classroom space for program users. Additionally, the aging north and south docks are being replaced with modern infrastructure for more accessible boating access.
Together, these projects reflect a comprehensive County investment for the future of Dana Point Harbor, supporting community programming, improving aging facilities, and ensuring residents can continue enjoying this treasured waterfront destination for years to come.

Magnetic stripe‑only EBT cards will be deactivated on April 19, 2026. You must replace your magnetic stripe‑only card with a chip/tap-enabled EBT card to continue accessing benefits. Metrolink Announces Extension of Reduced Weekday Service Levels
Metrolink, Southern California’s six-county passenger rail service, will continue to operate on a reduced weekday schedule moving forward.
On March 23, Metrolink decreased weekday service levels by 20% to address reliability issues stemming from mechanical challenges and supply chain delays. Originally, these changes were anticipated to remain in place for seven weeks but will now continue for the foreseeable future.
To minimize disruption to customers, the agency prioritized preserving the highest-ridership trains and travel windows. Click here to learn more.
