Weekly Update from Supervisor Foley
Dear Neighbor:
This week reflected the wide range of work necessary to keep Orange County strong, safe, and moving forward. We focused on public safety, health care, coastal protection, economic vitality, and community partnerships making a real difference for local families.
From addressing e-bike safety and honoring crime victims to welcoming a delegation from Taipei, advancing Dana Point Harbor revitalization, and helping students across the Fifth District, my office remained focused on practical work to support our residents.

Keeping our Neighborhoods Safe
E-bike crashes in Orange County surged from 34 in 2020 to 347 in 2025. Our upcoming E-Bike Safety town hall brings parents, youth, and public safety leaders together to address this important issue. Join my office, OC Sheriff’s Department, and Providence Health on Monday, April 6 from 3-5 PM at Ladera Ranch Middle School as we bring parents, youth, and public safety leaders together to address this growing issue. We also look forward to giving away nearly 200 free bike helmets for children ages 3 to 17. I remain committed to reducing youth injuries, strengthening e-bike safety coordination, and ensuring safer streets. RSVP here.

Building Healthy Communities
Providence Mission Hospital Meeting
We met this week with Providence leadership to discuss Providence Mission Hospital in Laguna Beach and their 60 years serving this community. I echoed concerns raised by Laguna Beach residents and leaders, while emphasizing the importance of preserving access to critical and emergency care for the Laguna Beach community. The Providence team shared updates about a future health care facility onsite with specialty care services, and on their work to strengthen clinical care across South Orange County. I appreciated the clarification and update, knowing Laguna Beach residents continue enjoying easy access to health care services when needed. I continue advocating to protect the care this community relies on.
Growing Our Thriving Economy
What an honor to welcome the Taipei City delegation from Taiwan to our Fabulous Fifth District. Across the globe, our local governments share a mission: Serving safe neighborhoods, thriving businesses, and healthy residents of all ages. We also share a deep respect for freedom, democracy, and civic partnership. Special thanks to Irvine City Councilwoman Melinda Liu and Senior Director of South Coast Plaza Brian Chuan for helping us share the strengths and values of the Fabulous Fifth district.

Dana Point Harbor
Dana Point Harbor Town Hall
Thank you to all who joined us at our Town Hall for updates on our revitalization progress — including the marina, commercial core, and OC Sailing and Events Center. Throughout the conversation, I reinforced my commitment to strengthening our local economy, protecting our coastal environment, and keeping the harbor accessible to residents, while encouraging the community to stay engaged. Thank you, as well, to OC Parks, CEO Real Estate, our Dana Point Harbor Oversight Advisory Committee, and Dana Point Harbor Partners for your collaboration.
 Coastal Protection
As local stewards of Crystal Cove, the health of this delicate marine environment rests on our shoulders. We listened as California Secretary for Natural Resources Wade Crowfoot shared exciting news from the State of California, including the reintroduction of California beavers and wolves, and how their return restores the ecosystems across Southern California including our waterways and riparian habitats.
Secretary Crowfoot also shared progress on California’s 30x30 goal to conserve 30% of California’s lands and coastal waters by 2030 to combat climate change, protect biodiversity, and improve access to nature. As of mid-2025, the state conserved more than 26% of land and roughly 21.9% of coastal waters, including Fabulous Fifth landmarks Randall Preserve, Crystal Cove, Doheny and San Clemente State Beaches.
Finally, Secretary Crowfoot shared California’s 2026 Coast and Ocean Assessment, which emphasized California’s coast and ocean as critical natural resources and economic assets, generating $51.3 billion in gross domestic product and supporting more than 500,000 jobs annually.
 Engaging With Our Community
Shoes That Fit Distribution Event
This morning, we distributed shoes to all 315 Wilson Elementary students with non-profit Shoes That Fit. My office invested in Shoes That Fit, to support distribution of new shoes for more than 1,225 students across the Fabulous Fifth District! As costs increase for necessities, we continue finding ways to support families. We especially want kids fit for learning, playing, and thriving each day.
 A Look Ahead
During my time as a Costa Mesa City Councilmember, I voted to purchase this plot of land for a park. It remained a basic park for years, but the local community always wanted more. Thank you to the council for delivering. As your County Supervisor, we cut the red ribbon on the upgraded Brentwood Park, home to a new playground, shady picnic tables, and volleyball pit. Welcome, Costa Mesa families, and enjoy your springtime play!
I also look forward to attending the Thurgood Marshall Bar Association (TMBA) 8th Annual Awards Installation tonight, as we recognize Orange County’s Black legal community. Congratulations to the TMBA 2026 Officers and Board of Directors, the TMBA Foundation 2026 Officers and Board of Directors, Hon. Justin Glenn-Lestikow for receiving the Honorable Karen L. Robinson Legal Excellence Award, Daniel A. Sasse for receiving the Brooke Weitzman Allyship Award, and Dorsey & Whitney, LLP for receiving the Law Firm of the Year Award.

Strengthening emergency response starts with understanding the work firsthand. Thank you to Orange County Fire Authority for an immersive training experience. I enjoyed trying on the uniform, scaling structures, and participating in rescue simulations alongside this dedicated team. Collaboration between agencies remains key to a more coordinated and effective emergency response system.

This week, I joined the Vice Chair for the delegation visit from Taipei, Taiwan. I enjoyed meeting the Speaker and Councilors from the city and engaging in a fruitful cultural exchange. This meeting marked the first visit by Taipei’s delegation since 2003.
Catch our fantastic intern team this weekend once again at the Rancho Mission Viejo Farmer’s Market, where they will pass out our popular insulated bags from 9am-1pm. We hope to see you there at The Pavilion (2 Tierno in Rancho Mission Viejo)!

Happy Friday - This week I attended a planning meeting with HCA Environmental Health and Dana Point Harbor Partners to discuss logistics planning for potential tenant pop-up events. Supervisor Foley remains dedicated to supporting new businesses coming into the harbor and streamlining regulatory processes, including environmental health permitting. Thank you to everyone who joined us at our Dana Point Harbor Town Hall. Stay tuned for the FAQs and future updates!
Additionally, I joined the South Orange County Economic Coalition at the annual Meet the Mayor event. I heard updates from many of our Fabulous Fifth District mayors and learned about their work to support businesses and infrastructure. Vice Chair Foley looks forward to continued collaboration to support our thriving economy.

Hi, District 5! This week my focus remains on scheduling a roundtable aimed at tackling a challenge hitting local economies across the district: vacant storefronts. On April 8, we look forward to hosting a Business Roundtable with city officials, chamber leaders, business owners, and tourism partners from Laguna Beach and Costa Mesa to delve into why storefronts go dark even in high-foot-traffic areas.
We'll look at the data, hear from both cities and the Small Business Development Center on available resources like no-cost consulting and SBA loan assistance, and discuss what the county can actually do to help — whether that means streamlining permitting, exploring fee waivers, or supporting pop-up activations.

This week I attended our Advanced Air Mobility Advisory Group at John Wayne Airport. We discussed a potential townhall later this year to showcase the new Electrical Vertical Take Off and Landing (eVTOL) technology to the public. We also discussed the FAA certification status updates. Two of the companies, Joby and Archer, remain in the final stages of approval by the FAA. Finally, we discussed a new FAQ sheet from the industry that we can use to educate the public about the potential benefits of this new technology.
For Easter weekend, our office will host a booth at Costa Mesa’s Springfest this Saturday at Lions Park from 10AM-2PM. I hope to see you all there enjoying games, egg hunts, train rides, live entertainment and more!

With our CEO Michelle Aguirre set to retire in June, my fellow Supervisors and I continue our search for a new leader of the county’s 18,000 employees. I seek candidates who possess a broad depth of experience in California county government and dedication to leading with integrity, ethics, and inclusivity.

The County of Orange is looking for passionate individuals to serve on the variety of County Boards, Commissions, and Committees. I encourage anyone interested and meets the qualifications to apply for a position.
Specific qualifications listed below, but all applicants must be registered to vote in Orange County and reside in District 5, which includes the cities of Aliso Viejo, Costa Mesa, Dana Point, a large portion of Irvine, Laguna Beach, Laguna Hills, Laguna Niguel, Laguna Woods, Newport Beach, San Clemente, San Juan Capistrano, as well as the unincorporated areas of Coto de Caza, Emerald Bay, Ladera Ranch, Las Flores, Rancho Mission Viejo, Stonecliffe and Wagon Wheel.

Medi-Cal Eligibility Changes
Starting January 1, 2026, when you apply for or renew your Medi-Cal, we will look at what you own. This is called an asset check. Assets are things you own that have value. You may be affected if you:

OC Housing Authority Update
The Orange County Housing Authority (OCHA) earned top marks in the California State Auditor’s March 19, 2026, report, which touted OCHA’s exemplary work and affirmed its effective administration of housing programs. The report highlighted OCHA’s impressive achievements, including its countywide outreach during the 2023 Housing Choice Voucher waiting list opening, exceptionally low three percent (3%) denial rate thanks to applicant centered processing, and its thoughtful transition plan for the Emergency Housing Voucher program. The report also commended OCHA’s professionalism, strong internal controls, and commitment to serving Orange County residents.
The audit further recognized the Board of Supervisors’ leadership and support, which continue to play a key role in OCHA’s success and its ability to deliver high-quality housing services across the community.
This clean audit underscores what Orange County already knows: OCHA is leading the way in effective, compassionate housing administration.

Old Orange County Courthouse Displaying "Omnivision: Art Across Boundaries"
Admire the creativity of local artists at Omnivision: Art Across Boundaries art exhibit, now on display at the Old Orange County Courthouse in Santa Ana (211 W. Santa Ana Blvd.).
The collection is made up of 110 original paintings from more than 50 local artists featuring unique art depicting diverse scenes of nature and life in Southern California, cityscapes, florals and more. The exhibit is hosted by OC Parks, in partnership with Southern California Plein Air Painters Association (SOCALPAPA).
Admission to Omnivision: Art Across Boundaries exhibit is free and open to view at the Old Orange County Courthouse gallery Monday through Friday from 8 a.m. to 4:30 p.m. through April 3.

Baraboo is a wise 6-year-old Pit Bull who is eager to please! Baraboo came to OC Animal Care in October after being found as a stray in Anaheim.
