Weekly Update from Supervisor Foley
Yesterday we learned about a serious near miss occurring on Tuesday, March 24 as United Flight 589 approached John Wayne Airport. A military Black Hawk helicopter came within 525 feet of the plane as it approached. The helicopter crossed the aircraft’s path before the flight landed safely. The circumstances appear shockingly similar to the incident last January near Washington, D.C., when a Black Hawk helicopter and a commercial passenger aircraft collided near Reagan National Airport.
Families, travelers, and flight crews depend on safe skies. Today, I sent a letter to the U.S. Department of Transportation and the Federal Aviation Administration (FAA) demanding answers about how this happened, why the helicopter was in that path, whether the safety procedures worked as they should have, and whether the new federal safety measures announced last Wednesday related to helicopters and aircraft were followed. The public deserves clear answers and immediate action to make sure this does not happen again. Read the letter I sent to the Department of Transportation and FAA here.
This week brought a full slate of work and reinforced a simple principle: Every Orange County resident deserves to feel seen, supported, and well served. My office brought essential services directly to residents through our Senior Supports Town Hall in Rancho Mission Viejo, celebrated the reopening of the Aliso Viejo Library, and continued advancing services families rely on every day.
At our Board meeting, we voted on measures to strengthen transparency and protect taxpayer dollars, supported new public safety legislation, and advanced senior housing, shelter services, and other community investments helping keep Orange County strong.

Board of Supervisors
Forensic Audit of County Contracts Phase One Report
The Board of Supervisors received a presentation on the Forensic Audit of County Contracts Phase One Report reviewing the County’s top 145 high-risk contracts from 2019-2024. This first phase focused on compliance with procurement rules and funding requirements, including Human Services and sole-source contracts supported by ARPA, CARES, MHSA, and the General Fund.
The report raises serious questions about transparency and accountability, including how public dollars moved through third-party entities without a clear paper trail. When I joined the Board in 2021, city leaders, staff, and nonprofit representatives raised concerns about some of these same contracts. Too often, the response was essentially, “nothing to see here.” Orange County residents deserve a fiscally responsible government that takes warning signs seriously and investigates credible concerns rather than brushing them aside.
As Phase Two moves forward, we need deeper scrutiny of entities like 360 Clinic, a clearer accounting of what was missed, and a direct assessment of whether County reforms can catch and stop this kind of misconduct in the future. We also need answers about the vetting of politically connected vendors, including unresolved questions about DTN Tech. Taxpayers deserve full transparency, stronger whistleblower protections, and every possible effort to recover misused funds.
State Progress on Banning NOX, Wildfire Prevention, and Veteran Supports
Last month, the County of Orange adopted the first county ordinance banning nitrous oxide sales intended for human consumption in unincorporated areas. So far, 10 cities have adopted the model ordinance. That work is now gaining momentum in Sacramento. Senator Tom Umberg advanced SB 758 targeting retail sales at smoke shops and similar outlets, and Senator Catherine Blakespear’s SB 936, which the County co-sponsored, passed the Senate Public Safety Committee on March 17. This bill would restrict large, flavored, and directly inhalable nitrous oxide products.
This issue remains urgent. Over the weekend, a friend stopped at a local liquor store and found a full display of nitrous oxide canisters for sale near the cashier. Retailers still sell these products in the open, even though possession can lead to arrest once someone walks outside. We notified local retailers that NOX sales are illegal. This substance poses a real public health danger. We need stronger enforcement and clearer statewide rules.

In addition, the Board backed several other bills focused on public safety, wildfire prevention, and veterans. This includes:

AB 1830 by Asm.Cottie Petrie-Norris, which would require ignition interlock devices beginning with a first DUI conviction
-
SB 907 by Senator Bob Archuleta, a broader DUI reform measure sponsored in part by the Orange County District Attorney’s Office
-
AB 2513 by Asm. Petrie-Norris, which would expand grant eligibility for vegetation management, ignition prevention, and other wildfire resilience work
-
SB 888 by Senator Kelly Seyarto, which would exclude service-connected disability payments from household income for the disabled veterans’ property tax exemption.
These bills reflect the County’s broader priorities. We supported legislation to strengthen DUI prevention and accountability, expand wildfire mitigation tools and grant access for local communities, and provide meaningful tax relief for disabled veterans and their families.
Loan and Project-Based Vouchers for Costa Mesa Senior
With Board approval of $3.9 million and 34 Project-Based Vouchers, the County gives Jamboree the final push to pursue tax credit financing and, ideally, break ground this year at the Costa Mesa Senior Center. I helped launch this project in 2019 as Mayor of Costa Mesa. The fact that it has taken seven years to reach this point shows how badly red tape slows affordable housing development. We need to streamline the process.
This project required years of planning and coordination across multiple funding sources and jurisdictions. This partnership with the City of Costa Mesa, Orange County Housing Finance Trust and Jamboree Housing will add 70 much-needed senior housing units for Costa Mesa residents earning less than $60,000 a year. The development will also include a dog run, bike lockers, and direct access to Senior Center programming.
Family Resource Center Services
Last year, I fought to preserve funding for the Newport Mesa Family Resource Center when cuts were on the table. Family Resource Centers help families address challenges before they reach a crisis. The Board voted to extend funding, strengthen prevention services across Orange County, add support for Minnie Street and Newport Mesa, and help more families access counseling, parenting support, case management, and early intervention to keep children safe and families stable.
We approved contracts with PATH to operate the Yale Navigation Center and Bridges at Kraemer Place. Together, these emergency shelters provide temporary housing, case management, and connections to health care, housing, and other services that help people move toward stability.
Shelter alone is not enough. Orange County also needs more supportive, affordable, and workforce housing. Since 2018, the Orange County Housing Finance Trust has helped advance 2,115 affordable homes, with 1,182 more on the way. The County Housing Authority is also working to protect 475 households as the federal emergency voucher program ends.

More than 28,000 Orange County residents with developmental disabilities thrive in our communities every day, supported by transformative programs across the Fabulous Fifth District that expand independence, confidence, and opportunity. We honor the progress made and reaffirm our responsibility to ensure every resident feels seen, supported, and included – then, now, and always.

Nowruz marks a time of renewal, reflection, and community, celebrated for more than 3,000 years and embraced by over 36,000 Iranian American residents here in Orange County. Across District 5, families gather to honor traditions like Haft Seen, but instead of celebrations and festivals, there are vigil and gatherings to stand in solidarity with those grieving loss, facing hardship and uncertainties, as the war in Iran continues. May this Nowruz bring peace, healing, brighter days ahead and a free Iran.

At Orange Coast Magazine's “Kickass Women Luncheon” in Costa Mesa, I enjoyed celebrating Women’s History Month with empowered women leaders – including hearing from panelists Lacy Nicole, Stephanie Jeffcoat, and Shirin Behzadi. During my introduction remarks, I shared about my experience as a mother, business owner, and lawyer navigating a male-dominated field. When we invest in women and girls, we strengthen our entire community.

Aliso Viejo Library Reopens
We rebuilt Aliso Viejo Library to last. When we began renovations, our team quickly discovered we needed to make deeper, long-term upgrades to ensure this space serves our community well into the future. From classic children’s story times to our Library of Things – where patrons gain access to appliances, games, musical instruments, and even yard equipment – this library reopens doors to lifelong learning, connection, and opportunity for residents of all ages. OC Transportation Authority Update
At our Orange County Transportation Authority (OCTA) Board meeting this week, we discussed progress and challenges with our Zero-Emission Bus pilot program. We must identify cost-effective ways to continue these programs, such as standardizing bus procurement statewide. I remain committed to ensuring the next generation maintains access to healthy air for breathing as well as clean air transportation. After reviewing the audit report, I advocated for transparency in contracts with Mott MacDonald Group, Inc. for Program Management and Planning Support Services. I also probed into the reported overbillings, questionable monetary allowances, and missing original timesheets. From here, I requested staff audit all contracts associated with this vendor to prevent any potential waste of taxpayer dollars.
John Wayne Airport
Our John Wayne Airport Advisory Committee met this week to review key 2026 priorities, including stronger noise monitoring, an independent review of airport noise data, air quality assessment, and continued efforts to support quieter next-generation aircraft. We also discussed operational improvements and how to evaluate larger-capacity aircraft within existing limits while protecting nearby neighborhoods. My focus remains clear: keeping John Wayne Airport safe, reliable, and responsive to the communities that live around it.
Engaging With Our Community
Last weekend, we joined the 66th Annual Swallows Day Parade in San Juan Capistrano and America’s 250th Anniversary. Each year, my office enjoys the dancers, Clydesdale horses, Western wear with local pride, and the Mercado Street Fair hosted by the parade volunteers. Thank you to all who joined us in celebrating Orange County’s roots and the return of the swallows from their winter home in Argentina to the Mission San Juan Capistrano.

IABAOC Gathering for Iran
On Saturday, we gathered in community with The Iranian American Bar Association Orange County (IABA OC). My heart remains with our Iranian American neighbors as they exercise their constitutional rights and stand in solidarity with the people of Iran. Peaceful protest and free expression remain fundamental freedoms we must always protect, without fear of violence or retaliation. I extend my deepest condolences to the families facing loss and hardship during this difficult time.
Alzheimer's Association provides the 164,000 Orange County residents facing memory loss with brain health education, care consultations, Adult Day Health Services, and so much more. At the “Inspiration Alz Gala” at Balboa Bay, we gathered in support of the compassionate changemakers and dedicated caregivers helping us shape a healthy Orange County where all age their way.

A Look Ahead
In our community this weekend, I look forward to strengthening emergency response with OC Fire Authority through immersive first-hand training experience. Then, my team and I will join extraordinary Orange County women leaders in support of the Boys & Girls Club of Central Orange Coast, where the next generation of community leadership grows. Happy Friday, District 5!
Starting March 23 and running through early May 2026, Metrolink is temporarily reducing service on lines affecting District 5 due to mechanical issues and parts shortages. On the Orange County Line, Train 605 will now start — and Train 618 will end — at Laguna Niguel/Mission Viejo rather than Oceanside. The same applies to the Inland Empire–Orange County Line, where Train 803 will end and Train 824 will start at Laguna Niguel/Mission Viejo instead of Oceanside. Riders can check updated schedules at metrolinktrains.com or use Amtrak Pacific Surfliner as an alternative.

This weekend, I joined our coastal community for American Legion Post 291’s March Madness Ruck for Veterans Suicide Awareness. We’re glad to do our part to raise awareness for this incredibly important cause. From Huntington Beach Pier to Newport Harbor, we marched in solidarity with the veteran community in Orange County and beyond.
On Tuesday, I attended Veterans Legal Institute’s observance of National Vietnam War Veterans Day at the California Court of Appeal, Fourth District featuring Associate Justice Eileen Moore (US Army Nurse) and US District Judge David Carter (USMC). We heard compelling stories from Justices Moore and Carter, as well as from Justice Richard King. We also toured the Ronald Reagan Federal Courthouse, and analyzed the artwork in the lobbies of the courts, and the history behind them.

On behalf of Vice Chair Foley, I joined the Sustain SoCal board meeting – an organization focused on innovation, collaboration, education, and promoting sustainability amongst businesses, educators, and local government. This week, we discussed upcoming events, including Driving Mobility 13, an event focused on electrification, clean energy transportation infrastructure, and LA28 transportation needs, as well as upcoming tours of sustainable facilities.

 This week I attended a ribbon cutting for the Pediatric Cancer Research Foundation (PCRF). This amazing foundation has worked since 1982 to ensure every child with cancer survives and thrives. PCRF attacks this crisis head-on by advancing science, strengthening the workforce, and supporting lifelong survivorship and mental health programs for children and families. Supervisor Foley remains committed to supporting and uplifting this fantastic organization.

Old Orange County Courthouse Now Displaying "Omnivision: Art Across Boundaries"
Admire the creativity of local artists at Omnivision: Art Across Boundaries art exhibit, now on display at the Old Orange County Courthouse in Santa Ana (211 W. Santa Ana Blvd.).
The collection is made up of 110 original paintings from more than 50 local artists featuring unique art depicting diverse scenes of nature and life in Southern California, cityscapes, florals and more. The exhibit is hosted by OC Parks, in partnership with Southern California Plein Air Painters Association (SOCALPAPA).
Admission to Omnivision: Art Across Boundaries exhibit is free and open to view at the Old Orange County Courthouse gallery Monday through Friday from 8 a.m. to 4:30 p.m. through April 3.
