Visit from HUD

I have some positive news regarding homeless funding. I met with HUD senior officials during my recent trip to Washington, D.C. and inquired about receiving additional funding for our homeless efforts. I also invited them to visit us in Orange County.  

HUD was here last week and toured the Rescue Mission homeless shelter in Tustin with me, Chair Chaffee, County CEO Michelle Aguirre and Director of Care Coordination Douglas Becht. This is a private state-of-the-art facility with a high success rate of rehabilitation. 

Federal officials were impressed with what they saw and enthusiastically encouraged us to apply for funding from a pool of billions of dollars. 

HUD is refocusing its homeless policy on treatment, recovery and self-sufficiency instead of housing first.

Our community is doing exactly that at Rescue Mission and several other facilities in the county.  So with our tour, HUD saw first-hand what happens when you provide first-rate restorative services. 

I want to thank Chair Chaffee for joining our meeting and sharing prevention solutions. 

We had great success in 2018 with clearing the Santa Ana River trail and Plaza of the Flags across the street. Hundreds of homeless were assisted. This shows that Orange County can be a statewide leader in solving the homeless crisis. 

This was communicated to HUD as we offered to be a model for other counties to follow. Receiving additional funding would allow us to expand our rehabilitation efforts.

OC Animal Care contracts

The Board passed a first reading to renew OC Animal Care's contracts with providing services to 14 cities and the unincorporated areas.

Doing business with the County of Orange

Extra security at our libraries

I voted to expand security services at the Garden Grove Main Library and add coverage at the Westminster Library to help keep everyone safe. This action increases service hours and ensures trained, unarmed security guards are present to protect staff, visitors, and County property. Our libraries should remain welcoming, secure spaces for the entire community.

County grants

In February, the Board approved significant grant funding to support health care, public safety, and community programs across Orange County.

This included $2,981,712 from the California Department of Public Health for lead poisoning prevention and over $4.8 million from the California Department of Health Care Services to expand mobile crisis response units, along with a $4.7 million application to DHCS for Prop 36 behavioral health implementation.

We also approved $550,000 from the California Highway Patrol for DUI enforcement and lab enhancements, $80,569 from the California State Library for the “Lunch at the Library” program, $15,000 from AARP for wildfire preparedness workshops, and $40,000 from the Association of Public Health Laboratories for molecular detection research.

Lastly, we finalized our application for a $50,000 grant from the California Coastal Commission to support the “Classroom to the Sea” education program.

Community Healthcare and Social Services Expo

Pet Adoption Expo

We are once again having a free Pet Adoption Expo, this time hosting with the City of Huntington Beach. Come out and see us April 25 and get discount veterinary services and a spay/neuter coupon for $50 off.

Frank R. Bowerman landfill tour with AQMD

I toured our state of the art Bowerman landfill in Irvine with AQMD leadership, Chair Chaffee, Yorba Linda Mayor Rodriguez and others to showcase the compost operations. Looking forward to increasing productivity while lowering emissions with the best technology.

2026 Huntington Beach Sports Hall of Fame

I attended the 2026 Huntington Beach Sports Hall of Fame, honoring Surf City’s top athletes for their achievements on and off the field. Inductees included the 2024 Edison High School Football Team, Cherokee Parks, Joy Fawcett, Tito Ortiz and Brett Simpson. Congratulations!

Lunar New Year celebration

We celebrated Tet New Year (Lunar New Year) with community leaders who received proclamations at our Board meeting and we also had a traditional gathering.  May all of you have a healthy, happy new year!

HB Wetlands Conservancy 3rd Saturday Community Event

Every 3rd Saturday of the month from 9 a.m. - 12 p.m., the Huntington Beach Wetlands Conservancy hosts a volunteer community event to help care and maintain our marsh and dune habitats. Volunteers of all ages are welcome to help with activities like planting native species, removing invasive plants, and general clean up. Tools and supplies are provided.
