Weekly Update from Supervisor Foley
Happy Lunar New Year District 5! We look forward to a transformative Year of the Fire Horse.
Last weekend, I attended the inaugural Lunar New Year Parade & Festival held at the Great Park, hosted by the Asian American Museum & South Coast Chinese Cultural Center. I enjoyed the multicultural display of song, dance, and celebration from the various Asian communities that call Orange County home. Following the weekend events, I also joined the UC Irvine community at the Barclay Theatre for a beautiful cultural celebration this past Monday, as well as a Lunar New Year exhibit preview at South Coast Plaza yesterday. Such an impressive series of cultural events!

 Lunar New Year celebration at South Coast Plaza
This week we made strong progress on public safety and smart planning, officially halting a proposed Battery Energy Storage System too close to a creek and residential neighborhoods, pausing plans to expand landfill capacity to allow time for better community input and review of alternatives, advancing our catalytic converter theft ordinance, strengthening coastal resiliency efforts, standing with health care workers, and celebrating our diverse culture at Black History Month and Lunar New Year celebrations.
Representatives from ENGIE, parent company of the Compass Energy Project in San Juan Capistrano, visited me this week to share that following significant community input, ENGIE confirmed it will no longer pursue development at the Saddleback Church site. While grid reliability and sustainability matter, they must not happen at the expense of safety and common sense. We discussed that I remain opposed to siting Battery Energy Storage facilities near high fire-risk communities, and they agreed to do better community outreach related to any future alternative site.
Last year, the Board adopted my County Battery Energy Storage System ordinance to establish stronger safeguards for future projects in unincorporated Orange County. I reminded ENGIE these standards now apply to any future proposals in those areas.
Thank you to residents of San Juan Capistrano and Laguna Niguel, and to Congressmember Mike Levin, for raising concerns and prioritizing public safety.

Board of Supervisors Meeting
Cracking Down on Catalytic Converter Theft
The Board approved the first reading of my countywide Catalytic Converter Theft ordinance, closing a gap in state law by making it unlawful in unincorporated Orange County to possess even one detached catalytic converter without documented proof of ownership.
Under current California law (AB 461), officers often must prove a converter was stolen or wait until someone has nine or more before taking action. That limitation restricts proactive enforcement. This ordinance provides clear authority to intervene earlier, treats each converter as a separate violation, and strengthens accountability. The cost to own a car is expensive enough without adding the impacts of theft on our residents.
I thank our District Attorney and OC Sheriff for supporting this effort to better protect Orange County drivers, small businesses, and neighborhoods.
Memorandum of Understanding for South Orange County Beach Coalition
By a 3-2 vote, the Board approved a Memorandum of Understanding formally establishing the South Orange County Beach Coalition as a decision-making body. Despite a 2013 recommendation that the County form a regional coalition to address south county beach issues, for more than a decade, South Orange County beaches faced erosion without a reliable sand nourishment plan. Last year, I led the creation of the South Orange County Beach Coalition to turn that recommendation into action through a coordinated, multi-agency effort.
This partnership unites agencies and organizations to coordinate coastal resiliency efforts in the Orange County portion of the Oceanside Littoral Cell. Working together strengthens our ability to secure state funding for climate initiatives, reduce red tape, accelerate sand placement, and implement a long-term maintenance strategy that protects our beaches, coastal infrastructure, and rail corridor. For more than a year we’ve met with experts and community leaders to gain a deep understanding of the history, severity of the problem, and possible solutions. With that framework and foundation, we can now dig in earnestly to develop a plan to protect south county beaches.
As we work on south county coastal erosion, we simultaneously continue advocating for federal funding to implement the plans already in place for Newport Beach and other northern beach areas. Our entire coast must be protected.

Orange County Fire Authority Reappointment
The Board voted to reappoint me to the Orange County Fire Authority (OCFA). I look forward to supporting our residents by ensuring effective mutual aid for our city firefighters and dispatchers. My priorities this year as a director include strengthening wildfire prevention, increasing resident education about emergency preparedness and evacuation procedures, the swift installation of our new Fifth District-funded HeloPod in San Clemente, hiring a new OCFA Fire Chief, breaking ground on the Rancho Mission Viejo Handcrew station, improving our EMS Partnership with the County, and more. I’m honored to serve in this role for our unincorporated communities.

UNAC at Kaiser Permanente
Earlier this week, we joined the United Nurses Associations of California/Union of Health Care Professionals and United Food and Commercial Workers 324 of Kaiser Permanente as they fight for a fair contract. Our health care professionals take care of us and our families when in need. We must take care of them. No one wants a strike, especially in our health care system. We urge Kaiser to get back to the table and continue negotiations.

Opah Grand Opening
I joined the Aliso Viejo Chamber of Commerce for a ribbon-cutting ceremony at Opah Seafood and Grill. Small businesses like Opah boost our local economy. I commend our District Five cities and their respective chambers for fostering such a robust economic climate. These tireless efforts ensure our local economy thrives, creating jobs as well as gathering places for residents. I look forward to Opah’s continued success in the Fabulous Fifth District.

Citizens Private Bank Grand Opening
The newest Citizens Private Bank office in Newport Beach officially opened. We joined the ribbon‑cutting celebration, welcoming neighbors, clients, and partners into a space designed to deliver exceptional one stop for all private banking experience. Citizens Bank wasted no time partnering and investing in their new community by sponsoring the Newport Beach Christmas Boat parade and donating $10,000 to the CHOC Hospital Foundation. I look forward to building a strong relationship with the bank to help businesses and the community.

Uplifting Black Businesses
Our Black History Month small business tour continues! This week we visited Virtuous Vanity in Corona del Mar, where Carol Dobbs of C Dobbs Boutique and Jazmyne La'Niece, founder of Virtuous Vanity, partner to give the full hospitality experience for women in side-by-side suites. These ladies do it all – Carol Dobbs styles patrons with elevated pieces, including sequins (my favorite)! Jazmyne owns a wellness and beauty lounge, describing her services as specializing in textured hair. She also does facials, body treatments, and cleanses. Thank you both for letting me spend time in your shops! Stay tuned for additional Black business features this month.

Building a Place to Call Home
United to End Homelessness
Yesterday I attended a United to End Homelessness meeting, where I shared an overview of my experience on the OC State of Homelessness forum last month. Tune into the full video of the forum here. I shared updates on the work of our Housing Finance Trust, including hiring a new Housing Finance Trust Manager in the County CEO Budget Office, saving the Trust an average of $300,000 annually in administrative overhead we can redirect to housing.
We also discussed our application for a SCAG REAP 2.0 Grant which provides $2.5 M each for Costa Mesa Senior Center and Placentia Baker infill developments – we aim to finance and break ground on these projects this year. Finally, the County released our 2026 Notice of Funding Availability on Tuesday with $20 million in funding and 100 Project Based vouchers we can leverage to deliver more than 250 units.

We met with Verizon this week to discuss improving and increasing cell service across Orange County. They share my commitment to ensuring communication remains strong in the Fifth District and residents can continue fostering connections.

Engaging With Our Community
Recognizing Black History Month
Black culture and history remain undeniably woven into the very fabric of this nation, in ways many of us don’t even know about. As my team navigated different communities across the Fifth District last weekend, my Deputy Chief of Staff Alyssa and Communications Director Latisha enjoyed the Black History Month parade and festival in Anaheim.

This week our Board also recognized Black History Month. As we celebrate this year’s theme, “A Century of Black History Commemorations,” we honor a legacy of excellence, creativity, and leadership that shapes our nation’s identity and advances the ongoing pursuit of equality.
During my remarks, I shared so many exciting contributions made by our Black American community, including the invention of some of our most critical daily tools, as well as advancements in arts and sciences, public service and civil rights, leadership and so much more. NAACP-OC president Deirdre Harris stated that Black history represents American history, reminding us of the progress resulting from organized advocacy, courageous voices and communities united in purpose.
Pastor Johnny Dunning, who also serves as Chief Operating Officer at Orange County Transportation Authority, gave incredible remarks about dignity, equality, opportunity and responsibility. He reminded us of the importance of building an Orange County community that cherishes diversity and where we continue treating differences as a gift – rather than a threat.
Thank you to Arts & Learning Conservatory for introducing us to Danielle Roberts – she sang a beautiful rendition of the Black National Anthem, Lift Every Voice and Sing.

Thank you to our Fabulous Fifth neighbors and NAACP-OC for joining us this Tuesday for our first weekly Audiobook Walking Club! On our two-mile walk around the County fairgrounds, attendees joined us in listening to this month’s NAACP book club pick – Just Mercy by Bryan Stevenson on our stroll. The NAACP also brought fresh pressed juices featuring artwork by Black artists, including one Laguna Niguel native, in honor of Black History Month! Learn more about Devin Wesley’s work here.

This morning, I joined labor leaders, community members, and working families at the 2026 Orange County Labor Federation Dr. Martin Luther King, Jr. Labor Breakfast. Gathering to reflect on Dr. King’s legacy of justice, dignity, and opportunity for all is always powerful, especially alongside those who carry that work forward every day. I appreciated the chance to connect with union members and community advocates, celebrate the strength of our workforce, and recommit to building an Orange County where every family has a fair shot at success.

Congratulations to San Clemente native and current Seattle Seahawks quarterback Sam Darnold on the big Super Bowl win!
I spent a portion of Super Bowl Sunday in Newport Beach, joining the American Legion Post 291 in celebrating Gary Crisp – a dedicated community leader whose Super Bowl Extravaganza gathered Camp Pendleton Marines and local veterans for 15 years.

My heart remains with Orange County’s Iranian American community as they exercise their constitutional rights and stand in solidarity with the people of Iran. Peaceful protest and free expression are fundamental freedoms that must always be protected, without fear of violence or retaliation. I extend my deepest condolences to the families facing loss and hardship during this difficult time.

Happy Friday, District 5!
Next Tuesday, the LOSSAN Rail Corridor Agency Board of Directors, including Supervisor Foley, meets for their first meeting of the year. Board members will elect the new 2026 Chair, Vice Chair, and Executive Committee and receive updates on Pacific Surfliner Service and Marketing, the Draft Business Plan for Fiscal Years 2026-27 and 2027-28, Fiscal Year 2024-25 Annual Financial Statement Audit. They will also discuss Senate Bill 677, introduced by State Senator Scott Wiener (SD-11), which makes it easier to build housing near major public transit lines (e.g. LA Metro, BART) and major transportation hubs and updates the rules so housing projects near these sites move forward faster and with fewer delays. For Orange County, it would make it easier to build at the Santa Ana and Anaheim Regional Transportation Centers. This would not impact District 5. As of January 2026, the bill passed the Senate and now moves through the Assembly. To learn more, join us in-person or listen live here.

On Tuesday, I delivered public comment for Item 6.1 at the Irvine City Council meeting on behalf of Vice Chair Foley. Thank you to Lee Handy and Michaela Montaner of the University Park Library Friends of the Library community for their strong advocacy for University Park Library. Supervisor Foley is strongly committed to keeping this library open to continue serving the community. We deeply understand that our libraries are essential to our Orange County community, both for education and connection with neighbors.

Irvine: The Woodbury Town Center will host a Lunar New Year Night Market from 4-7 p.m. on Feb. 22 with more than 20 food booths as well as K-pop music and a drone show.

Newport Beach: Join the Fire Horse Wishing Workshop within the Garden of Good Fortune at Fashion Island near the Nordstrom with live calligraphy demonstrations presented by the South Coast Chinese Cultural Center, crafts and cultural performances from 12-3 p.m. on Feb. 28. The China National Tourist Office Los Angeles will host the pop-up experience “Chinese New Year: Discover Winter China” between Nordstrom and Macy’s.

This week I have some big infrastructure updates for you! In Dana Point, OC Parks will soon begin replacement of the stair cage near the Dana Point Headlands beach access. The Dana Point Harbor Partners break ground on the Waterfront buildings in the Harbor next month. This week, I began planning a town hall to keep our community informed on ongoing updates and progress at the Dana Point Harbor. Stay tuned for more details.

At Supervisor Foley’s direction I reached out to our community partner PierPride to hear updates on the San Clemente Pier, which we granted $10,000 to improve. This organization is dedicated to raising funds to restore the San Clemente Pier to the best version of its historic self for future generations. Currently, PierPride has eyes on the Pier's 100th Birthday in 2028. They are partnering with the City of San Clemente to improve the Pier Entrance at Avenida Victoria for 2 million visitors annually.
The project includes enlarging the platform facing Victoria to ease traffic congestion, upgrading the underpass with better lighting and pier art, and opening the view corridor to the Pier. PierPride currently works with the city to replace aged wooden railings along the Pier with a lower maintenance composite material. This project is expected to be completed in the coming year. So many exciting things are coming to the historic San Clemente Pier – stay up to date at pierpride.org.

This week I joined the Laguna Niguel Chamber of Commerce for their monthly Community Connect. This meeting offers an opportunity to share policy updates on behalf of the Vice Chair. Notably, we focused our discussion on the Vice Chair's commitment to fiscal responsibility through the recent elimination of more than 100 positions at the County to save taxpayer dollars.
We also discussed local public safety initiatives, including Supervisor Foley’s proposed ordinance prohibiting the possession of unattached catalytic converters. Given the recent spike in local thefts, this is a critical step in protecting residents and their property. Furthermore, I highlighted our progress on SB 936, the Foley-proposed statewide ban on recreational nitrous oxide, and our ongoing collaboration with OCTA to standardize e-bike safety regulations. Keeping our business community informed on these legislative shifts ensures we continue to build a safer, more resilient Orange County together!

This week, Supervisor Foley and I joined a powerful rally in Irvine where the Iranian community stood in solidarity with citizens in Iran. The turnout was incredible. Watching families come together to support loved ones thousands of miles away was deeply moving. Supervisor Foley remains committed to standing with the Iranian community in Southern California as they advocate for freedom and human rights.

 I also continued planning our March senior town hall in partnership with Rancho Mission Viejo, Senator Catherine Blakespear and the Contractor State License Board. We’ll be at The Guest House in Rancho Mission Viejo on March 26 at 2 p.m. We look forward to residents accessing resource booths from various local partners and enjoying two panels focused on protecting our seniors from scam activity and improving senior health access.

Sadly, we lost long time Outrigger Tom Davis to his battle with cancer. He will be missed at our Dana Point Harbor Oversight Committee meetings.

Dana Outrigger Canoe Club, a community of outrigger canoe paddlers that embraces athletes of all ages and abilities, announces exciting opportunities to experience the beautiful coast of South Orange County. The club has been celebrating the joy of ocean paddling and Polynesian culture in Dana Point Harbor for over 50 years and continues to provide opportunities to enjoy traditional outrigger canoe paddling.
The club's novice program is offering an introduction to outrigger canoe paddling at 10:00am on Saturdays and Sundays at Baby Beach in Dana Point Harbor through the end of March. On Saturday, March 14th, Dana Outrigger will host the Tom Davis Ocean Challenge, where hundreds of participants on outrigger canoes, standup paddleboards and surf skis will be competing at Baby Beach in Dana Point Harbor. OC Office on Aging Introduces Free Mobile App for Senior Resources!
Old Orange County Courthouse Now Displaying "Omnivision: Art Across Boundaries"
Admire the creativity of local artists at Omnivision: Art Across Boundaries art exhibit, now on display at the Old Orange County Courthouse in Santa Ana (211 W. Santa Ana Blvd.).
The collection is made up of 110 original paintings from more than 50 local artists featuring unique art depicting diverse scenes of nature and life in Southern California, cityscapes, florals and more. The exhibit is hosted by OC Parks, in partnership with Southern California Plein Air Painters Association (SOCALPAPA).
Admission to Omnivision: Art Across Boundaries exhibit is free and open to view at the Old Orange County Courthouse gallery Monday through Friday from 8 a.m. to 4:30 p.m. through April 3.

Resources at OC Public Libraries
 Sorsha is one of the smartest dogs at the shelter! This 4-year-old German Shepherd is sweet, affectionate, and always eager to learn. She picks up new commands quickly and responds beautifully to treats and positive reinforcement.
Sorsha loves a good game of fetch, working on puzzle toys for mental enrichment, and showing off her growing list of tricks! She already knows sit, shake, down, leave it, touch, and stay, and she’s ready to learn even more with her future family!
