Weekly Update from Supervisor Foley
This week, our office turned our priorities into real progress. We secured new federal funding for safer harbor patrol, advanced e-bike safety, worked to protect the public from measles, prevented waste and fraud, took action to safeguard our coast, and celebrated the people and businesses that make our communities strong.
Dozens of community members informed our office of a proposal by Orange County Waste & Recycling (OCWR) to study a potential doubling of daily waste tonnage at the Prima Deshecha Landfill. After hearing directly from residents, I directed County staff to pause the planned public meeting, continue accepting written public comments, and reevaluate the level of landfill capacity we need. Now, OCWR closely examines long-term systemwide needs, especially given the fact we may not need additional capacity until the mid-2030s, when Brea Olinda Landfill winds down operations. My focus remains ensuring real need, transparency, and meaningful public input drive our decisions, with community impacts front and center.
Early last year, our office discovered public safety projects facing delays due to gaps in local funding. We worked diligently to identify projects eligible for Community Project Funding in the U.S. House of Representatives, so we can continue delivering on public safety promises made to our residents while protecting our county budget.
This week, that effort paid off. The County of Orange secured more than $3 million in federal funding to support key public safety and infrastructure initiatives, including a $2,000,000 earmark from Congressman Dave Min to upgrade the Newport Harbor Patrol Building, adding to the previously approved $1,031,000 earmark from Congressman Mike Levin to modernize our Sheriff Patrol Vehicle Fleet. The president signed the budget into law this week. I appreciate Congressmen Levin and Min for working across the aisle to invest in County public safety infrastructure.

Keeping Our Community Safe
Unsafe e-bike riders remain a growing concern. Our 2024 Electric Bike Safety County Ordinance established clear grouping restrictions, sidewalk speed limits, helmet requirements for minors, pedestrian protections, audible alarms, and penalties for unlicensed operation in unincorporated Orange County. Cities across the County continue adopting similar local ordinances. At OCTA, we collect data to help advance solutions for improving safety on the ground, including safe routes to schools, protected lanes, and regional collaboration for effective uniform ordinances aligned with this framework.
At our OCTA Regional Planning meeting this week, we discussed safety education, rider safety, and infrastructure reflective of street and trail usage across the County. I recommended adding the California Highway Patrol as a partner, given their role enforcing traffic laws in South Orange County. Together, these efforts support safer streets, healthier communities, and a more sustainable transportation system. View our latest OCTA e-bike safety video here.

Remain Aware of ATM Theft
Orange County Sheriff investigators arrested three suspects allegedly running an ATM distraction theft operation involving multiple counties. In the video I shared on social media a 66-year-old victim can be seen using the ATM while one suspect watched him enter his PIN. While finishing his transaction and with his ATM card still in the machine, one of the suspects dropped money at the victim’s feet. While the victim was distracted, a second suspect swapped the victim’s ATM card with a fraudulent one. The suspects then used the victim’s ATM card and PIN code to make purchases and withdraw cash.
To reduce distraction theft:

Remain vigilant when at the ATM or any time you use a debit card.

Always cover the keypad when entering your pin and avoid engaging with strangers while completing your transaction.

Be wary of strangers approaching you for any reason while walking to your car or leaving a retail store.
If you believe you are a victim of a distraction theft or any other crime, please report it to the OC Sheriff’s Department or your local law enforcement agency immediately.

Preventing Waste, Fraud, and Abuse
At the Audit and Investment Overnight Committee, we discussed our plans to improve how the County looks for risk before problems turn into scandals. With better data, clearer questions for departments, and stronger risk scoring, we identify points of weakest oversight — especially around contracts, subcontracts, and spending.
This way, our Internal Audit Department focused first on the areas most likely to experience waste, fraud, or abuse, instead of reacting after something goes wrong. This ensures audits remain efficient, targeted, and preventative, while protecting taxpayer dollars and restoring public trust.
Special thanks to our Orange County Auditor-Controller Andrew Hamilton and our CEO Michelle Aguirre, who as fellow members of the Audit and Investment Oversight Committees worked with my office to ensure we advance a new system that protects Orange County taxpayer dollars for the future.
 Supporting Healthy Communities
Health Care Agency Check-in
Last week, the OC Health Care Agency identified additional measles cases in Orange County. As the County responds to multiple cases and expanded exposure locations, including Disneyland, our team continues working closely with public health experts to protect residents. Dr. Chinsio-Kwong provided my office with updates this week on the confirmed cases and the steps needed to limit further spread.
While measles affected only four people in Orange County over the past five years, two in 2024 and two in 2025, each case requires serious attention due to the highly contagious nature. We encourage residents to watch for symptoms, confirm their vaccination status, and follow public health guidance that safeguards families and neighbors. I thank our dedicated public health team for their continued diligence in keeping Orange County healthy and safe. Learn more from this HCA video.
We also discussed anti-drug campaigns for Orange County youth. Substance use remains a major concern, especially among teens. Past drug prevention expensive marketing efforts fell short of my expectations. That’s why my team provided feedback this week to improve future anti-drug marketing campaigns targeting our youth and transitional age community members. We must do better for less.
 Growing our Thriving Economy
The Building Industry Association of Southern California, Orange County Chapter (BIAOC) gathered more than 700 members and community leaders this week for the BIAOC Annual Economic Forecast. With a shared goal of making housing accessible for everyone, we analyzed the future of housing and development markets in Orange County. Our partners, including BIAOC, play a critical role in ensuring county leadership makes well-informed decisions when planning affordable housing developments.

Rancho Mission Viejo Leadership Meeting
This week, I met with Rancho Mission Viejo leadership to get an update on multiple infrastructure projects under way. As Rancho Mission Viejo expands, our office continues advocating for more grocery options and the right mix of affordable housing as well as the number of units available for sale. We also discussed Orange County Public Works goals of adding the Los Patrones Parkway Expansion to the formal County Capital Improvement Projects list.
The other major infrastructure project underway addresses the Cow Camp Road extension to Ortega Highway with funds coming from OCTA Measure M grants, this project remains scheduled for completion in 2030.
Coastal Protection
Creative Solutions at the UCI “Sediment By Rail” Workshop
This week, my office hosted a sediment-by-rail workshop with UCI researchers and students, as well as regional, state and federal experts to explore project opportunities and constraints. Building off our field trip to Prado Dam last week, this workshop highlighted the research and work done to solve coastal erosion and improve water supply in the Prado Dam Basin. The biggest constraints included location and process for unloading a train car of sediment onto our beaches, cost of transporting sand, and regulatory permitting.

Dana Point Harbor
At Dana Point Harbor, Phase 10 of the marina opened in January, completing construction for two-thirds of the new docks. Work continues on Phase 11 of 15, while the U.S. Army Corps West Breakwater Project advances with bid solicitation and completion of its Environmental Assessment. The project replaces and resets the breakwater armoring and dredges up to 45,000 cubic yards of sediment for sand nourishment near Doheny State Beach.
After meeting with local user groups and gathering feedback during a recent Harbor Oversight Committee meeting, I directed staff to apply for a $5 million state grant to redo the docks at the OC Sailing and Events Center and issue a request for proposals to reimagine the park and center. Dana Point boaters can look forward to safer, more accessible docks, currently in the design phase thanks to grant funds we received in 2024. The community outreach begins on the overall OCSEC visioning this spring. In March, we look forward to breaking ground on phase three of the commercial core: the waterfront buildings. Engaging With Our Community
Celebrating Black History Month
As we celebrate 100 years of Black History Month this February, my office uplifts the work of Black community leaders shaping our Fabulous Fifth District into a safer, healthier, economically thriving place for all to call home.
This week, I met with the incredible team at Kalaya’s Destiny. Inspired by her personal journey through postpartum depression, founder Destini Lee’s work provides more than 80 local mothers with essential mental health supports.
 We also stopped by Laguna Candles and met with owner Sharie Hendricks. Just 23 years ago, Sharie created Laguna Candles out of a desire to enjoy naturally derived candle fragrances, minus toxic chemicals. Laguna Candles joins 90% of Orange County businesses as family-owned and operated. Sharie and her daughters hand-pour and hand craft each sustainable, vegan, pesticide-free candle in her Laguna Beach facility.  A Look Ahead
Tomorrow, my team and I ring in the Lunar New Year with our Asian American neighbors at the Great Park in Irvine. The event opens with a parade at 11am. I look forward to enjoying a beautiful celebration of Asian culture, cuisine, music, and dance with our Orange County community.
As a preview, at next Tuesday’s Board meeting I will introduce a local ordinance to address ongoing Catalytic Converter Theft by closing gaps in state law and prohibiting possession of an unattached converter without proper documentation. I also anticipate introducing a Memorandum of Understanding for South Orange County Beach Coalition, formally establishing the South Orange County Beach Coalition, which serves as a collaborative advisory body that coordinates coastal resilience efforts along the Orange County portion of the Oceanside Littoral Cell. Happy Friday, District 5! Next week’s Board of Supervisors meeting agenda includes a public hearing item to update a County ordinance to comply with new state law regarding commercial cannabis activity. Orange County historically prohibited commercial cannabis activity and uses an abatement ordinance to shut down illegal operations. The proposed amendments includes fines for illegal commercial cannabis activities and clarifies enforcement and abatement authority. In December 2025, the Planning Commission held a public hearing and recommended the Board approve the changes. These updates strengthen the County’s ability to enforce existing prohibitions, protect public safety, and hold illegal operators accountable.
Vice Chair Foley worked on this issue as Mayor of Costa Mesa. Illegal dispensaries harm and burden surrounding business owners and taxpayers. Allowing them to illegally operate in our community creates an unfair advantage over our lawfully permitted green zone businesses. Last year, Orange County residents shared concerns about the weathered railing and cage on the stairway down the Dana Point Headlands beach area and tidepools. After the permitting and design process, OC Parks begins construction on the staircase this month. From February 17 to March 3, the area will be closed off for the installation of a brand-new aluminum fence, ensuring our public beaches remain safe and accessible for all Dana Point residents and visitors.

This week, I met with Mike Foster, owner of Killer Dana Surf Shop, Emmy-winning outdoors filmmaker producer Dan Krolczyk, and his son Leo to hear about their upcoming documentary “Point Taken: The Legend of Killer Dana” highlighting the history of the iconic Killer Dana surf break and surfing heritage in South Orange County. I also celebrated the 25th Anniversary of the Massage Association with the San Juan Capistrano Chamber of Commerce and the grand opening of Olivia’s Closet Boutique with the Dana Point Chamber of Commerce. Additionally, I finalized details for our Sediment-by-Rail workshop—thank you to everyone who attended to learn about innovative solutions to saving our coasts!

This amazing event showcases basic needs providers, offers volunteer opportunities, and even provides recreational opportunities. Hundreds of veterans and their families attend each year to network and access resources. I enjoy supporting Supervisor Foley’s efforts to help our veterans get the resources they need to thrive.

Bat Found in Rancho Santa Margarita Tests Positive for Rabies
A bat in the City of Rancho Santa Margarita has tested positive for rabies. The bat was found near the gate entrance along the Mesa Trail at O'Neill Regional Park this week.
HCA and OC Animal Care recommend the following actions to minimize the risk of rabies:
- Avoid all contact with wild animals.
- Vaccinate all cats and dogs against rabies.
- Do not sleep with open unscreened windows or doors.
- If bats are seen inside the house or other structure, close off the area and contact animal control. Once the bat(s) have been removed, close off any areas allowing entrance into the house.
- Do not leave pet food outside where it will attract wild animals.
- Immediately wash all animal bites with soap and water, being sure to flush the wound well, then contact your doctor.
- Report all animal bites to OC Animal Care.

OC Office on Aging Introduces Free Mobile App for Senior Resources!
Old Orange County Courthouse Now Displaying "Omnivision: Art Across Boundaries"
Admire the creativity of local artists at Omnivision: Art Across Boundaries art exhibit, now on display at the Old Orange County Courthouse in Santa Ana (211 W. Santa Ana Blvd.).
The collection is made up of 110 original paintings from more than 50 local artists featuring unique art depicting diverse scenes of nature and life in Southern California, cityscapes, florals and more. The exhibit is hosted by OC Parks, in partnership with Southern California Plein Air Painters Association (SOCALPAPA).
Admission to Omnivision: Art Across Boundaries exhibit is free and open to view at the Old Orange County Courthouse gallery Monday through Friday from 8 a.m. to 4:30 p.m. through April 3.
