Weekly Update from Supervisor Foley
Serving the people of Orange County remains one of the greatest honors of my life. I feel deeply grateful for the trust you place in our team and for the opportunity to work every day on behalf of a community that truly looks out for one another.
Our 17th Annual Coat Drive powerfully reminds us of what makes Orange County so special. Because of your extraordinary generosity, we collected a record number of coats -- each one representing warmth, dignity, and care for neighbors in need.
This week we bundled 150 children in San Juan Capistrano and 83 children in Costa Mesa in warm, new coats -- and we shared meaningful moments as they asked big, brilliant questions about how they can help their community when they grow up. Those conversations were as inspiring as the coat donations themselves.
Many thanks to our partners who made this year’s coat drive such a success, including Boys & Girls Clubs of Laguna Beach, Capistrano Valley and Central Orange Coast, OC Sheriff’s Department, OC Fire Authority, Laguna Beach Police Department, Laguna Beach Fire Department Costa Mesa Fire Department, Costa Mesa Police Department, Assemblywoman Cottie Petrie-Norris, Costa Mesa Mayor John Stephens, Laguna Niguel Mayor Stephanie Oddo, San Juan Capistrano Councilmember Troy Bourne, Animal Services Commission Member Cara Stewart, and NMUSD School Board Trustee Carol Crane.

Board of Supervisors Meeting
On Tuesday, I expressed opposition of the federal proposal for new offshore drilling off Orange County’s coast. Unfortunately, Congressman Mike Levin’s bipartisan Southern California Coast and Ocean Protection Act did not receive support from the majority of my colleagues. I remain focused on protecting our way of life.
Orange County families are unified: No new offshore drilling. We are defined by our pristine coastline and oil rigs have no place in our community. Drilling off our coast would not lower gas prices for Orange County families. Instead, it would devastate our more than $4 billion coastal tourism economy. The unnecessary and reckless federal proposal unravels 40 years of precedent set by President Ronald Reagan, while placing Orange County’s environment and economy at risk. While transnational oil companies reap the profits of offshore drilling, our local communities pay the costs.
I support energy independence, which the United States maintained since 2020. More than 1,800 current offshore oil leases in the American remain unused. Drilling off our coast will not lead to progress. There is no guarantee the oil siphoned off our shores will stabilize the gas prices set by the global market. The 2021 Orange County Oil Spill left lasting damage to our coastline and groundwater. We cannot afford further public safety and public health risks.
 In 2021, working toward the safe reopening of our harbors and beaches with the leadership at United States Coast Guard, Orange County Harbor Patrol, and the leadership at our Orange County Emergency Operations Center.
The Board of Supervisors voted to approve the Legislative Bulletin Report, setting the County recommended positions on introduced and amended legislation. This action establishes Orange County advocacy priorities on public health protections, affordable housing delivery, and reforms to the Murphy conservatorship process as state legislative discussions continue.
Our legislative agenda advances common-sense solutions that protect public health, accelerate housing delivery, and strengthen public safety. From closing loopholes that enable illegal nitrous oxide sales by retailers to setting realistic timelines for affordable housing projects and advancing balanced Murphy conservatorship reforms, our legislative recommendations reflect real-world experience and solutions to problems facing our community.

The Board of Supervisors voted unanimously to renew a one-year outreach contract with Waymakers to continue outreach, education, and family support services for justice-system-involved youth. Supporting families plays an essential role in helping youth succeed and avoid reentering the justice system. In 2024, I pushed to raise performance targets from 50% to 75% for Waymakers. Waymakers exceeded that goal. This renewal continues a proven program that strengthens families, improves youth outcomes, and uses public funds responsibly.
The Board of Supervisors voted unanimously to approve the County’s master IT services agreement with Science Applications International Corporation (SAIC), allowing the County to begin the process of transitioning its phone system to a modern, cloud-based platform. This approval sets the groundwork for a more reliable, flexible system that reduces long-term maintenance needs and future hardware costs. This migration provides County employees better communication tools while lowering ongoing support costs once the transition finishes. We look forward to delivering real savings for taxpayers, including more than $2 million in free license renewals, as well as avoiding more than $4 million in hardware costs the County would have incurred by staying on the old system.
Safety in the Fifth District
OC Probation’s New Mobile Resource Vehicles
Today, we celebrated the unveiling of new OC Probation Department Mobile Resource Vehicles (MRVs). This bold initiative brings essential probation services directly into the community. These vehicles provide probation services, rehabilitation support, career planning and interviewing clothes, ability to zoom into court hearings, and community outreach directly into neighborhoods across the county. These Mobile Resource Vehicles provide easier access to critical services by bringing services directly into communities. I commend OC Probation for removing barriers, strengthening compliance, and delivering justice where it matters most.

Safe Streets Improvements
Keeping our neighborhoods safe starts with listening to residents and acting on solid traffic data. The Board unanimously approved installing new stop controls at 21 intersections in our unincorporated communities. By adding stop controls at high-risk intersections and lowering speed limits near schools and children on e-bikes, we deliver smart, affordable improvements that protect pedestrians, cyclists, and drivers alike. These practical steps strengthen safety on our streets every day.
Supporting a Thriving Economy
Safeguarding Taxpayer Dollars
Regular internal audits serve as a key tool for protecting taxpayer dollars and ensuring County programs are operating as intended. The Board of Supervisors voted unanimously to receive and file a quarterly report which confirms that the county’s internal controls function effectively and that staff identify and address issues early. Ongoing oversight like this strengthens public trust and improves how the County serves residents.
At our Board meeting, we also approved several long-term financial plans to track our progress and ensure prudent investment of public funds. I want to thank CEO Michele Aguirre, CFO Kim Engelby, and the entire Budget Team for the hard work behind this plan. We continue to do what we do best, doing more with less, while revenues grow but costs and inflation place real pressure on the County. This fiscally prudent approach protects our employees, safeguards our AAA credit rating and reserves, and underscores the need to tighten up and conserve amid ongoing state and federal funding uncertainty.

A Place to Call Home
The Board of Supervisors unanimously approved the Amended and Restated Memorandum of Understanding with the Orange County Housing Finance Trust, allowing the County to continue providing select administrative support services to ongoing Orange County Housing Finance Trust operations.
This MOU saves taxpayers approximately $300,000 annually and ensures the Orange County Housing Finance Trust continues to leverage existing County expertise in trust management, procurement, and compliance. By bringing the administrative services of the Trust in-house, the Board strengthens oversight, aligns the Trust with the County’s strategic priorities, and preserves independence in critical areas like loan underwriting to prevent conflicts of interest. Most importantly, it delivers the stability and expertise the Trust needs right now.

Cutting Red Tape for Housing Development
As housing prices skyrocket, my office works to create opportunity for the next generation of Orange County residents to build homes here. Meeting with the Building Industry Association of Southern California’s Orange County Chapter President Joe Oftelie this week, we discussed solutions for increasing housing supply while we face a demand crisis. We must cut red tape that delays housing development and support housing development in the necessary neighborhoods.

Coastal Protection
South County Beach Coalition Meeting
The 2013 Orange County Regional Sediment Management Plan ranked a variety of future sand projects from low to high priority. This week, the South County Beach Coalition re-evaluated those projects and identified which warrant a higher priority than they did 12 years ago. With valuable input from our stakeholders and community partners, we set a clear direction for our work protecting our coastline in the new year.
UCI’s Master of Engineering Research Project planned for next year aligns with the South County Beach Coalitions goals, evaluating cost effective and efficient ways to transport sand from the Prado Dam to our beaches. We held a planning call this week ahead of the kick-off panel in February.

Infrastructure & Transportation
This November, nearly 66,000 riders traveled home for Thanksgiving on our Amtrak Pacific Surfliner. Increased traveler activity signals growing public demand for reliable passenger rail, highlighting our Pacific Surfliner’s continued role in connecting communities. We can anticipate strong numbers over the upcoming holiday season as well.
Engaging With Our Community
Hate has no place in Orange County. I enjoyed joining Newport Beach Mayor Lauren Kleiman in lighting the menorah at Fashion Island on the first night of Hanukkah. Thank you, Rabbi Reuven Mintz, for sharing an uplifting message of hope, light, and love. Happy Hanukkah, Orange County. Find the light and stay united. May our efforts this season, and throughout the year, help bring comfort, stability, and hope to our community and beyond.
 Thank you to Rabbi Mintz and the Chabad Center for Jewish Life – Newport Beach for inviting me to light the hanukkiah with Newport Beach Mayor Lauren Kleiman at Fashion Island, for all to feel the warmth of the holiday this season.
Laguna Niguel Christmas Parade
Every year my team enjoys participating in the Laguna Niguel Christmas Parade. This year, I rode in one of our County’s hybrid vehicles, showcasing our commitment to sustainability. Thank you for having us, City of Laguna Niguel, and Merry Christmas!
At Snoopy House Light Display at the Costa Mesa City Hall, I enjoyed welcoming the community to one of my favorite seasonal events. Started by the Jordan Family in 1966, Snoopy House a fixture of Holiday Celebrations at Costa Mesa City Hall. This year, we kicked off the celebration with Assemblywoman Cottie Petrie-Norris, Costa Mesa Mayor John Stephens, and the Costa Mesa City Council with festive fun!

Laguna Beach’s Community Radio 104.7 KXFM lives on as one of the few remaining independent radio stations in Orange County. This year, my office proudly supported this important public resource with a donation of $100,000. Thank you to Billy Fried and the entire team at KXFM for welcoming me to this year’s Holiday Party at The Royal Hawaiian.
This week marked the 117th Annual Newport Beach Boat Parade, open through this Sunday, December 21, 2025. Did you know this cherished tradition contributes a whopping $9 million to our local economy each year? Let’s continue to support our small businesses in the Fabulous Fifth District and invest in the vibrant community we all love.

Happy Friday, District 5! This week we concluded the final Board of Supervisors and Los Angeles - San Diego - San Luis Obispo (LOSSAN) Rail Corridor Agency Board of Directors meetings of 2025. We accomplished a lot! This year we held 25 Orange County Board of Supervisors meetings, 21 Orange County Transportation Authority (OCTA) Board of Directors meetings, 10 OCTA Regional Transportation Planning Committee meetings, eight OCTA Legislative and Communications Committee meetings, and nine LOSSAN Rail Corridor Agency Board of Directors meetings.
Every meeting, agenda item discussion, and community conversation deepens my understanding of the people we serve, while strengthening my commitment to public service. I’m thankful for our Policy Team and their tireless work this year, with a special shout out to our OCTA/LOSSAN policy interns/fellows for their “drive” and dedication to serving residents: Luca, Noa, Julian, Jake, Owen, and Drake. I look forward to "recharging” with friends and families this holiday season and returning in 2026 with clear focus and a “full tank." Happy holidays!

Happy Holidays, District 5!
This week, I met with our amazing partners at CalOptima, OC Social Services Agency, and Unidos OC to recap this year’s annual resource fair. We provided essential medical services, valuable community resources, produce boxes, grocery gift cards, diapers, and toys for children to residents in need during this holiday season. During today’s debrief conversation, we confirmed that more than 1,000 individuals accessed these vital resources at this year’s event, including distribution of 10,450 diapers, 800 boxes of fresh produce and dry goods, and 750 toys. I feel incredibly grateful for the opportunity to help our neighbors in need, especially during such a meaningful time of year.

Happy Friday D5! Over the weekend, I attended the “Light the World Giving Machine” opening night and ribbon cutting. The Giving Machine is an easy way to give back this holiday season, with 100 percent of every donation going directly to local and nationwide charity organizations.
