Weekly Update from Supervisor Foley
As the year draws to a close, we recognize significant milestones and accomplishments. This year, we focused on strengthening the safety, health, and economic well-being for the families and communities that make the Fabulous Fifth the best place to call home.
Our team presented more than 1,500 certificates and proclamations to new businesses, awardees, and standout community members, protected neighborhoods, expanded healthcare access, planted 53 trees, and invested in housing and wellness for families, seniors, veterans, and youth. We also approved a balanced $10.8 billion budget, advanced oversight and public corruption reforms, and supported our residents through a historic federal government shutdown.
Across the Fabulous Fifth, we strengthened public safety by focusing on safer streets, beaches, and harbors, plus wildfire and substance abuse prevention. To tackle coastal resilience challenges and develop a proactive coastal maintenance plan, we delivered sand to our beaches and ensured our tax dollars stretch to preserve our iconic coast that generates a third of Orange County’s economic revenue.
Every policy advanced, investment approved, and community partnership stemmed from listening to constituents and responding with practical solutions. We look forward to continuing this work in 2026.
Board of Supervisors Meeting
With the Board’s approval of bond financing for Clay Lacy Aviation, Inc, we move forward with up to $120 million in improvements at John Wayne Airport. Without using taxpayer dollars, we enhance protections for the County, build a separate secure hangar for OC Sheriff with reduced rent, creating a safer, more efficient airport infrastructure.
The Board also approved agreements with Laguna Niguel Town Center Partners, LLC for the development of the Laguna Niguel City Center project. This project is long delayed and I’m committed to pushing the developer to get moving because it will generate approximately $452 million in long-term revenue for the County as well as a new larger state of the art library, add new amenities, jobs, businesses, community space, and infrastructure improvements in the area.
The County continues meeting all Measure M2 requirements, with the latest independent audit finding full compliance and no exceptions. As an important measure for accountability, the report details $12.7 million in revenue and provides a full accounting of all M2 funds, ensuring the County maintains eligibility for future transportation funding.
The Board joined OC Watersheds Program in celebrating 25 years of cleaner, safer water for Orange County. We’ve invested more than $264 million in local water resource projects that keep our beaches and waterways cleaner. Today we enjoy clean, quality water because OC Watersheds advances projects with partners across the region, including the redesign of the Poche Beach Treatment System.

Supporting a Thriving Economy
Investing in our workforce means investing in the future of Orange County. The Fifth District continues leading the County in job generation with the lowest unemployment numbers and most opportunities for job seekers. Strategic Financial Planning
On Thursday, I met with our County Executive Officer Michelle Aguirre and our Budget Team to discuss the 2026 Strategic Financial Plan, an agenda item the Board of Supervisors will review and discuss at our December 16th meeting. The Strategic Financial Plan provides a long-term guide that shapes our county budget, capital projects, and other priorities. While our property tax revenue continues to grow, so do costs and cuts to federal and state mandated programs. We all need to tighten up and conserve during the unstable times. By planning ahead, we protect taxpayer dollars and support long-term financial stability.

Laguna Beach Government Affairs Committee
In the spirit of Laguna Beach’s motto, “Serving Our Community with Pride,” we work to enhance and protect the community you to call home. This week, I shared highlights from our year with Laguna Beach Chamber of Commerce. Including:

Proactive investments in new Firehawk helicopters and Helopods, which swiftly extinguished the Laguna Beach and Laguna Niguel fires.

Our landmark $40 million investment in undergrounding utilities and improvements along Laguna Canyon Road, including an added lane for buses and emergency vehicles, more room for commuters, and improved drainage systems.

A Place to Call Home
At our OC Housing Finance Trust (OCHFT) meeting this week, we adopted our strategic plan outlining goals to guide housing production and funding expansion for the next five years. As we face a 64% decrease in expected funding, we reallocated the limited 2024 Local Housing Trust Fund award to our Goldenwest, Lampson, and Costa Mesa Senior Center projects. This way, we provide Orange County neighbors of all ages with a safe place to call home.
Our new and improved MOU shifts Trust Manager Services, procurement, and compliance fee collections from a private entity to the County of Orange, saving taxpayers thousands of dollars and streamlining project approvals. Bringing these duties in-house maximizes our resources for affordable housing projects across Orange County.

Newport Beach Association of Realtors Installation Breakfast
In conversations with local realtors, the overarching message resonates loud and clear: As demand rises, housing supply drops. With mortgage rates increasing, rising property values, and the benefit of low taxes due to Prop 13, we see fewer people moving from their homes. This presents a challenge for our realtors who make a living by helping people buy and sell property. Together with Newport Beach Association of Realtors, we continue cutting bureaucratic red tape and protecting property rights to help our residents build forever homes in Orange County.

Investing in Our Infrastructure
We met with teams from our CEO’s office, Budget, and Public Works this week to discuss opportunities for partnering with our local cities to enhance countywide transportation safety utilizing state transportation dollars. Our roads, highways, and active transportation infrastructure interconnect. By working together with our 34 cities we reduce congestion and keep Orange County moving.
OCTA Regional Transportation Planning Committee Meeting
This week, the Orange County Transportation Authority Regional Transportation Planning Committee received updates on three collaborative South Orange County Transportation Projects between the County of Orange and the City of San Clemente:

Ortega Highway Widening (Caltrans): This $73.1 million fully-funded project widens a 1.1-mile stretch of Ortega Highway to relieve traffic backups and add safe bike lanes. With construction expected to start in 2027, Orange County can look forward to smoother daily travel and safer driving, cycling, and nearby neighborhoods.

Los Patrones Parkway Extension (County of Orange and Rancho Mission Viejo Company): By extending Los Patrones Parkway, we provide commuters with safer routes home and less traffic in neighborhoods. We anticipate completing environmental studies in 2026, with design work continuing through 2029. With $5 million in Measure M2 funds to support design, we currently estimate $230 million in construction costs.

I-5 HOV Lane Extension (OCTA and Caltrans): This 3.4-mile project from San Diego County Line to Avenida Pico in San Clemente currently moves through the environmental review process. OCTA continues prioritizing grants to fund final design and right-of-way to improve traffic flow and safety along a busy stretch of the corridor.
These collaborative projects make driving safer, faster, and more reliable for South Orange County. As planning and design continues, OCTA and our local partners remain committed to delivering long-term solutions, so our community stays safe and connected.
Coastal Protection
UCI Proposal for Sediment-by-Rail Project
Our wide, sandy beaches define our coastal community. That's why in 2026, along with OCTA, OC Flood District, and OC Public Works, we look forward to placing sand from the Prado Dam on South Orange County beaches. This week, I met with UCI Civil and Environmental Engineering Professor Dr. Brett Sanders and his team to coordinate a study of sediment-by-rail options. Together, UCI Master’s students, engineering experts, and County agencies explore efficient, cost-effective ways to renourish our precious shores with sand.

OCWLA Installation & Holiday Dinner
The Orange County Women Lawyers’ Association (OCWLA) celebrated the outgoing 2025 Board of Directors and welcomed incoming 2026 Board of Directors at the annual Installation Gala this week. I cheered on my friend and former OCWLA Board Member Judge Amber Poston as she swore in new OCWLA President Dana Heyde, Vice President Heidi Plummer, Treasurer Aurora Marquez, Secretary Cheryl L. Barrett, as well as the 2026 Board of Directors. Congratulations to the new Board of Directors and best wishes for a successful 2026 term!
Celebrate the holidays with us at the OC Board of Supervisors Annual Holiday Open House next week. We look forward to seeing you fill the sixth floor, enjoying free refreshments from Fabulous Fifth District small businesses on December 10 from 11:30am-2pm.
Last year, my annual New Coats for Kids Drive provided more than 1,000 coats to kids in our community. Join me in spreading more warmth this season by donating new, unused coats for children aged 4-17 at a drop-off location near you, including all OC Public Libraries in D5, the lobbies of both County Administration North and South buildings, and more. This week I joined the Dana Point community in thanking and wishing a happy retirement to their City Manager, Mike Killebrew. In addition to decades of coastal city financial management, Mike also served as the only City Manager of Dana Point to actually live in the City of Dana Point. Residents, nonprofits, and businessowners alike thanked Mike for his years of dedicated service, volunteerism, and support for our businesses when he took the helm of the city in April 2020. In a touching moment, the Dana Point Chamber of Commerce will provide $1,000 scholarships to Dana Hills High School seniors who exemplify Killebrew’s dedication to service above self. Congratulations Killebrew, enjoy your road trips with your better half, brand new grandbaby, and the ability to engage with the City Council during Public Comment.

This week, I attended Radiant Health’s World AIDS Day event at Norma Hertzog Center in Costa Mesa. There, speakers reflected on the impact of HIV/AIDS in Orange County, and the millions impacted worldwide. They also recognized the progress made in prevention, care, and community wellness. I chatted with vendors from LGBTQ Center OC, APAIT, CalOptima Health, and our OC Health Care Agency – all dedicated to keeping our Orange County community healthy. I applaud the ongoing work of Radiant Health. Regardless of income or insurance status, they provide access to lifesaving care needed by community members. Today, I attended the Small Business Diversity Networks’s X-Awards Luncheon, celebrating Orange County’s diverse business community alongside so many leaders from our community.

This weekend, I plan to attend Illuminate Irvine at the Great Park – say hello if you see me there! The event transforms the Palm Court into a sparkling winter wonderland with twinkling lights, festive music, and hands-on holiday fun for all ages. Guests can experience live holiday music, photo-worthy decorations, and festive games throughout the event. The evening includes a community favorite –– the lighting of the Holiday Tree and the Palm Court Arts Complex with Santa and Mrs. Claus –– bringing everyone together to celebrate the joy of the season.

This week I joined our Deputy Chief of Staff, Alyssa Napuri, United Way’s 211 OC, and Assemblymember Sharon Quirk-Silva to discuss the Affordable Housing Access Platform (AHAP). Our office invested in AHAP, creating a centralized, accessible tool for Orange County residents to find affordable housing. By leveraging existing technology infrastructure, the platform offers residents a seamless way to indicate interest and receive alerts for new opportunities. AHAP will also serve as a service for cities, community-based organizations (CBOs), social service agencies, developers, and property managers in Orange County. We are so excited to the continued development of AHAP!

Happy Friday, D5! This week, I spoke at B.L.E.S.S.I.N.’s town hall in Laguna Niguel, providing an update on the County’s unanimously approved Battery Energy Storage Systems (BESS) ordinance. This ordinance is the first step towards regaining local control over safety projects that impact our community. Vice Chair Foley continues fighting for common sense regulations to keep BESS facilities out of neighborhoods, away from major infrastructure, and out of high fire risk zones.

Get Your Flu Shot!
The flu or influenza is a serious disease. It’s more than just a runny nose and sore throat. The flu can make you very sick and cause you to go to the hospital or even lead to death. The Centers for Disease Control and Prevention (CDC) recommends that everyone 6 months and older get the flu vaccine (flu shot). Fentanyl-Related Deaths in Orange County See Five-Year Low
A recently released report from the Orange County Sheriff-Coroner shows a decrease in fentanyl-related deaths, marking a five-year low in the county. The OC Sheriff Coroner Division report shows there were 407 fentanyl-related deaths in 2024, down from 613 deaths in 2023. The numbers reported so far for 2025 continue showing a downward trend.
Any life lost to fentanyl abuse is one too many. I commend the collective efforts by County departments and my office to educate the community and distribute naloxone to help reduce fentanyl deaths amongst our Orange County youth. From here, we must continue prioritizing treatment and holding drug traffickers accountable for poisoning our young adults.
