Weekly Update from Supervisor Foley

Happy Thanksgiving, Orange County. I remain grateful for the privilege of representing you and your families in District 5. Our team strives daily to help improve the lives of as many people and businesses as possible. I feel grateful to celebrate this holiday with my family in my backyard today, with most of us safe, healthy, and best of all, together. Sadly, my dad must remain in the hospital for this Thanksgiving. We plan on visiting him and delivering treats to the amazing health care professionals who work tirelessly every day to keep him alive and comfortable.

As we express our gratitude this month, I must say I feel truly grateful to the amazing professionals on the health care teams at Hoag, UCI MC, Newport Beach Dermatology, and Hutton Klein Dermatology. This year, my entire family experienced various health crises, and benefited from innovative, preventative healing practices. We live in a special place with extraordinary health care systems. Recently, I moved my father from out of state to live with us. He wanted to never "burden" anyone, so I knew little of the extent of his health crisis. Sometimes, family members who live independently and alone withhold information for this very reason. Please, proactively share your health care needs with your loved ones before a crisis occurs.

I feel thankful for the surgeons and doctors, of course, but most especially, the loving, compassionate, friendly, and extremely hard-working nursing team who perform the most difficult tasks, support patients in their most vulnerable, uncomfortable (and often, grouchy) state, along with family members asking lots of questions, just trying to find answers and rays of hope each day. We all know someone in the health care industry, but when your family member experiences a life-threatening illness or injury requiring long stays, you learn to appreciate the excruciatingly hard work, both physically and mentally, health care professionals endure--all while remaining positive and even joking with the patient, while trouble-shooting their pain and the constant flow of vitals data. Please, take a moment this Thanksgiving (and every day) to thank a health care professional and show them your gratitude for choosing such a noble and compassionate profession.

A quick expression of gratitude to my County team--both in my District office and other departments. Our amazing staff serve you with their hearts and minds, working to improve your quality of life every day. I expect a lot from them, and value their commitment to joining me in helping to make lives better for our Orange County residents. My sincere thanks to: OC Public Works for addressing everything from encampments in flood channels to storm response; OC Health Care Agency and OC Social Services for providing a safety net and ensuring resources to help unhoused residents; OC Waste and Recycling for helping us to live in a greener, cleaner community; police and fire protection for keeping us safe while shopping for the holidays, walking the streets, visiting the beach and our parks, and in our homes and businesses; Orange County Transportation Authority for ensuring families experience safe and efficient travel; and, of course, our lawyers and executive team for helping us navigate, overcome, and weather challenges daily.

Board of Supervisors Meeting Preview

Next Tuesday, December 2, our Board of Supervisors will meet to review and discuss many important items. As I return from my health break, I hope you will tune in to learn about our various service and maintenance contracts with John Wayne Airport, our agreement with Laguna Niguel Town Center Partners, LLC, bond financing for Clay Lacy Aviation, Inc, and much more.

Dana Point Harbor Revitalization Timeline Update

At 54 years old, Dana Point Harbor stands prepared for much-needed upgrades. Our local business community thrives on foot traffic through the Dana Point Harbor’s commercial core. Revitalizing Dana Point Harbor marks a major investment in the continuation of this legacy, fueling growth of third-generation family-owned shops and new businesses alike. So far, the opening of our new 3-level parking structure provides a lasting first impression for the benefits of a more accessible harbor, offering nearly 1,000 spaces and bike access. Exciting progress continues in early 2026 as we begin demolition and construction on Phase 3: Cultivating lush green spaces with native species on wide waterfront paseos, featuring public seating and public art where visitors can enjoy our beautiful coast.

Coastal Protection

Thank you to all who attended the recent community meeting to discuss the Capistrano-Doheny Beach Nature-Based Shoreline Adaptation Project. Our OC Parks team currently pursues final design and permits for a Nature-Based Shoreline Adaption Project at the north end of Capistrano Beach and south end of neighboring Doheny State Beach. This “living shoreline” project consists of constructing a 1,150-foot system of vegetated sand dunes over a cobble berm along the shore to address coastal erosion and minimize impacts by utilizing natural materials to stabilize the coastline.

Closure of Irvine Hazardous Waste Collection Center

We received some communications concerned about the closure. Despite the closure of a Hazardous Waste Collection Center (HWCC) in Irvine, Orange County residents can still access our three permanent County centers located in Anaheim, Huntington Beach, and San Juan Capistrano. These centers remain open year-round, Tuesday through Saturday, from 9am-3pm, ensuring residents can safely dispose of hazardous materials. The final day to drop off items in Irvine is December 31, 2025.

Orange County holds one of the most comprehensive household hazardous waste programs in the state. We remain steadfast in our commitment to environmental protection and resident safety.  OC Waste & Recycling continues actively exploring potential options for new service locations in surrounding areas.

OCTA and Legislative Communications Meeting Update

Last Thursday, the Orange County Transportation Authority Legislative and Communications Committee met to review the revised final draft of OCTA’s 2025-26 State and Federal Legislative Platforms, which serves as OCTA’s roadmap for advocacy in the upcoming legislative session. The updated platform positions OCTA to navigate statewide transit changes, safeguards funding, avoids project and permit delays, and preserves local control here in Orange County.

If you plan to travel through weekend, be sure to arrive at John Wayne Airport early, watch for construction impacts as a result of our Capital Improvement Plan, and plan your parking ahead of time. For more travel tips and additional information about JWA, visit www.ocair.com.

I feel most grateful for my loving husband Casey of 34 years. If you look closely, you can see his Turkey cake at our wedding reception. I chose it for him in honor of his favorite holiday, Thanksgiving—it’s all about family.

Working for Supervisor Foley fills me with gratitude, as we prioritize the values our community holds dear: standing with workers and fighting for fair labor practices. This week, I joined baristas, Teamsters, hotel workers, students, and more in Newport Beach for the Starbucks Barista Strike. Our office always stands in solidarity with workers who make our Orange County economy thrive. The “Red Cup Rebellion,” a result of more than six months without a fair union contract, highlights the importance of supporting our local workforce.

This Thanksgiving break, I look forward to hiking with my best friend and my strange dog, plus enjoying quality time with my mom.

As I help prepare the Vice Chair for our next Board of Supervisors meeting, I spent this week reviewing the FY 2024-25 Measure M2 Expenditure Report. In 2006, OC voters passed Measure M2 to provide 30 more years of funding through a one-half of one percent sales tax, administered by the Orange County Transportation Authority (OCTA). This funding supports County projects including local road improvements, traffic signal synchronization, active transportation, and more.

This week I give thanks for our growing family and the opportunity to continue serving the people of the Fabulous Fifth District. I look forward to spending more time with our three children (ages 5, 3, and 1) this Thanksgiving holiday and embracing their younger years. Days are long but the years are short.

This year, I'm thankful for my family’s health, safety, and full stomachs, and thankful for every opportunity to help provide the same to others in our community. Just this week, our office attended the Second Harvest Food Bank’s “No Lunch” luncheon, for a true taste of a soup kitchen lunch. We learned about how Second Harvest provides 458,995 Orange County residents per month with dignified, equitable, and consistent access to nutritious food.

Happy Thanksgiving! This year, I feel grateful for the opportunity to serve the Orange County community in their times of need. From helping our unhoused veterans secure shelter, working with our food banks on creating solutions to food insecurity in our community, to meeting you out in our 14 communities and advocating on the frontlines for our Orange County workers to receive a living wage, Vice Chair Foley’s District Team remains committed to creating a safe, healthy home for our Fifth District residents. I feel immense pride in our team’s work every day.

Hi, all!

In Orange County, diversity is our strength, and for that, I feel grateful. When we bring a variety of voices to the conversation, we broaden our impact. I joined the Orange County Asian and Pacific Islander Task Force for a virtual policy briefing on the impacts of the H.R. 1 bill on healthcare and nutrition assistance programs for our Asian American, and Native Hawaiian Pacific Islander communities in Orange County.

The potential impact is significant: HR1 introduces new Medi-Cal work requirements and cuts federal funding for CalFresh. The data presented estimates 60% of adult Medi-Cal enrollees at risk of losing coverage across the country, and 94,964 children could lose nutrition assistance.

I n District 5, 104,042 residents enrolled in Medi-Cal, with a significant portion at risk due to these changes. Our office continues to work diligently to respond to these changes affecting our community.

Finally, I am thankful for my fiancé who proposed earlier this year, making the holiday season a bit sweeter this year!

Hi D5! This year, I feel extra grateful for the amazing organizations serving district five residents in times of need. This week to help support families in South County, I joined CREER Comunidad y Familia at their food distribution event where volunteers provided Holiday meal boxes, chicken, and produce boxes to 450 families in need. We extend heartfelt gratitude for their dedicated team of volunteers and community partners that ensure all families can enjoy the holiday season.

I also feel beyond grateful to spend the holiday with my family and loved ones!

The Public Finance Advisory Committee (PFAC) is responsible for reviewing, approving, modifying, or denying debt financing proposals. No debt financing proposal is considered by the Board of Supervisors unless specifically recommended in writing by the PFAC. Get Your Flu Shot!

The flu or influenza is a serious disease. It’s more than just a runny nose and sore throat. The flu can make you very sick and cause you to go to the hospital or even lead to death. The Centers for Disease Control and Prevention (CDC) recommends that everyone 6 months and older get the flu vaccine (flu shot). You can protect yourself and those around you by getting a flu shot: Learn how from OC Health Care Agency.

Health Safety: Protecting Against Rabies in Orange County

Stay vigilant, neighbors. As of October 2025, 13 bats in Orange County tested positive for rabies, similar to 2024’s total and slightly higher than 2023’s count of 10. Most cases this year reside in South County, particularly in Mission Viejo, Rancho Santa Margarita, and San Juan Capistrano. Health officials remind residents to avoid contact with wild animals, make sure pets’ rabies vaccinations are current, and keep unscreened doors and windows closed, especially at night. If a bat enters your home, be sure to:

For potential exposure or bite incidents, wash the area thoroughly and call the OC Health Care Agency at (714) 834-8180.
