Weekly Update from Supervisor Foley
Dear neighbor:
On Independence Day, we’re reminded of America’s promise: freedom, liberty, and justice for all. Every day, I enjoy the honor and privilege of serving you, working to deliver on this promise.
As we celebrate America’s independence, please help keep our community safe. Wear and reapply your sunscreen, assign designated drivers, avoid drinking and boating, try not to get crazy with the “safe and sane” fireworks where allowed, and remember – NO fireworks in wildfire-risk areas.
This morning, I attended parades in Costa Mesa and Newport Beach. This evening, my family and I will attend the City of Irvine’s Inaugural Fourth of July Celebration at the Great Park, featuring a community parade, live entertainment, activities, and a fireworks show. My team will be out in the district today rocking red, white and blue. We look forward to celebrating with you in Irvine, Aliso Viejo, and Ladera Ranch, to name a few locations.
As we spend time with our neighbors and enjoy parades, cookouts and fireworks, let us reflect on the freedoms this day represents, and celebrate our veterans, active military service members, peace officers, legal advocates, and community leaders who ensure the promise of liberty, justice and freedoms remains attainable for all. On this day, join me in rededicating ourselves to making a more perfect union for all of us, together.

Keeping Our Community Safe
My office recently received correspondence from the community about increased encampments at Randall Preserve (previously Banning Ranch), posing clear safety and public health risks to our community. This week, OC Sheriff’s Department and our HCA OC Outreach & Engagement team worked with the Mountains Recreation and Conservation Authority to conduct a canvass of the area, offering individuals services for shelter placement and medical attention. OCSD made 6 arrests and engaged with 6 others who agreed to speak to our staff to seek services. Our teams will continue cleanup efforts, community outreach, and coordination with our Sheriff’s Department, OC Parks, and OC Public Works to monitor fence breaching, clean up this site, and make sure those encamping do not simply move to the adjacent Talbert Park or Santa Ana Riverbed. Thanks to the partnerships and collaborations we’ve built, we will keep this area clean and protected from encampments.

I heard from concerned residents about two individuals trespassing into Niguel Shores through one of four large gaps in the damaged iron fence separating the neighborhood from the Strands. Despite prior reports, the fence remains unrepaired, presenting a safety and security risk. The county heard these Dana Point community members and moved swiftly on coordination efforts. Our OC Parks has taken strides towards resolving the ownership and upkeep of the North Strands Beach Access fence. Following successful discussions with the Strand HOA about our findings, we will move forward with the original developers at Headlands Reserve, LLC in discussion of fence repairs and will keep you informed as we progress. In my opinion, this issue is taking way too long to resolve, so I plan to take a stronger role after the break. Stay tuned.
Supporting a Healthier Orange County
This Clean Beaches Week, my team received updates from our Health Care Agency (HCA) about how they continue conducting ongoing water quality tests for our beaches, ensuring our oceans and harbors are safe from bacteria and cleared for our children and families to swim and play in. This weekend, you can reduce pollution on our coast by biking, carpooling or riding on public transportation like our beach trolleys and buses (kids under 18 ride the bus for free). Thank you to our HCA crews for ensuring the cleanliness of our water. As stewards of our coastal community, it’s our great privilege and responsibility to keep this paradise clean and safe for generations to enjoy. Check the water quality at your local beach here.

This week, Congress moved forward with what is coined the “Big Beautiful Bill,” with President Trump signing it into law today. This legislation has wide implications for our County. The County of Orange is responsible for administering the Supplemental Nutrition Assistance Program (SNAP) through CalFresh and enrollment for Medi-Cal through CalOptima. During my meeting this week with Social Services Agency Director An Tran, we discussed provisions to the bill that causes residents to lose benefits, increases general fund costs for administering the benefits.
Significantly, Medicaid applicants who own homes valued at $1M or more will lose their health care and nutrition assistance benefits, and no longer qualify. This hits Orange County residents on fixed incomes, but property rich and cash poor. The average home value in Orange County is $1.18 million. Many seniors in my district live in homes they paid less than $100,000 to buy with current high property values. In California, residents on fixed incomes are able to stay in their homes due to the promise of Prop 13. This bill frustrates that promise.
Also, currently, the federal government funds the full cost of SNAP/CalFresh benefits, which for Orange County was $744 million for 300,000 residents in 2024. Beginning in October 2027, California will now pay an estimated 15% of the cost of the SNAP benefits residents receive. Our expectation is that the state plans to transfer those costs to counties. States and counties will also be responsible for 75% of the program’s administrative costs, up from 50%. The bill raises the work requirement age from 54 to 64 and adds a work requirement for parents with children older than 6, but fails to provide any childcare funding. In total, our staff estimate the new legislation impacting the county general fund by approximately $150 million annually.
Orange County’s Medi-Cal provider, CalOptima, insures 980,000 individuals, which is 31.5% of Orange County’s population. For the first time in its history, Medi-Cal will require verification of work for those 18-64, except for individuals with disabilities and children under 14. The County must also conduct eligibility checks every six months instead of annually, which adds extra burden on our eligibility workers who are already at capacity with no additional funding or resources to hire more staff.
These uncertain times create added stress for many across our county and nation. I remain committed to working with our staff and stakeholders - including CalOptima, our hospitals, and nonprofit partners - to mitigate the impacts of these cuts to the fullest extent possible. One initiative I’ll advocate for is the utilization of technology to improve our online system for collecting eligibility documentation, reducing the in-person meetings and allowing our team to process more applicants faster. I’ll work with staff on other solutions to protect residents in need as we move closer to the deadline for implantation.
Advocating for Our Thriving Economy & Investing in Our Community
Last weekend, I visited the Laguna Art Museum to learn more about their incredible creative programming. For the first time in the Laguna Art Museum’s more than 100-year history, enjoy free admission for the month of November thanks to my office’s recent $50,000 grant! In part, this grant funds Laguna Art Museum’s 13th annual Art + Nature program, running from November 6-10 and connecting more than 20,000 members of the public with thought-provoking art installations along Main Beach.

Dana Point Harbor is the jewel of South Orange County, especially for our residents, boaters, businesses, and visitors. On Wednesday, we celebrated the opening of a new parking structure on the corner of Golden Lantern and Dana Point Harbor Drive. When I learned in December of 2022 about the delays in permitting, I got right to work creating a plan to get the project moving. Between myself and Alyssa, we’ve probably invested more than 600 hours this year in helping identify and resolve development challenges, secure utility and building permits, and address constituent concerns. The new structure provides free community access to shoppers and diners at the Wharf and the Village, all in time for the Fourth of July. With three new levels, a new entrance, just under 1,000 spaces, expanded walkways and increased lanes, as well as 16 EV charging stations and upgraded boater facilities, this structure is an important milestone for the Harbor Revitalization.
As we enter Phase Three of the Commercial Core revitalization, the structure supports uninterrupted shopping for residents and visitors during ongoing construction, contributing to our thriving coastal economy.
We have also secured approval for new hotels, as well as funding for new public docks, in the Dana Point Harbor. I’m also glad to know that this effort will generate jobs, further strengthening the Fifth District’s standing as the community with the highest job numbers in the County.

We had a full day in Dana Point. After the parking structure ribbon cutting, my team met with the Dana Point Boaters Association for a tour of three docks and an extended conversation at the Dana Point Yacht Club about the Market Study and slip rates. We discussed upgrades to the docks, including security needs to prevent theft, ADA compliance and slip vacancies, and structural remodeling. We continue incorporating feedback from community advocates and will release the study and FAQs in August.

Our OC Public Libraries are more than just places to borrow books. My team met with library staff to learn more about how we’re actively transforming our libraries into vibrant “third spaces” where children, teens, and families can learn, connect, and grow. I’ve advocated strongly for investments in our Fifth District libraries. Our 7-year Capital Improvement Plan includes upgrades for both Costa Mesa libraries totaling $1.9 million. We also continue moving forward with interior refreshes at Laguna Hills, San Clemente, and San Juan Capistrano. In August and September of 2025, we'll be reopening the Dana Point and Aliso Viejo libraries. Thanks for your patience as we navigate unexpected delays due to water leaks in old buildings.
This summer, take advantage of our incredible library programs. Explore the Library of Things, where you can check out items ranging from sewing machines and kitchen tools to seeds for gardening. Join A Slice of Literary Orange and engage with some of your favorite authors! Finally, sign your little ones up for the Summer Reading Program, encouraging early literacy and lifelong learning for our kids. Our libraries offer a space for everyone – including our teens. We're committed to ensuring our libraries remain safe, accessible, and welcoming to all.
 In September of 2019, during my time as Mayor of Costa Mesa, I helped secure a 10-year agreement establishing a permanent home for the Costa Mesa-Newport Harbor Lions Club to at Lions Park, ensuring their continued support of Costa Mesa charities. Now as county Supervisor, I am able to support a grant for the annual Fish Fry, kicking off a summer of fun for families. All proceeds will go to the Someone Cares Soup Kitchen, Fresh Beginnings Ministry, local culinary schools, athletic departments at Newport Harbor and Estancia High School, and many more impactful programs in our district. Thanks to all the volunteers who create this fun community event.

Engaging with Our Community
Orange County is home to a vibrant skating community. This week, we welcomed skaters of all ages and abilities to the grand opening of San Juan Capistrano’s skatepark. I especially love how the design included a playground for the little ones to play while their older sibling's skate. As a mom who spent many long days at skateparks when my kids were little, I know this is very much needed. Our next goal is to build our Fifth District-funded Costa Mesa skatepark expansion!

I enjoyed sharing updates on our work building a safe, healthy, and economically thriving Newport Beach and Costa Mesa live on 101.5 FM. Thank you to Jim Poorman Trenton and "The Morning Rush" for hosting me and kicking off our week on a high note with my request, “Ain't No Mountain High Enough.” I look forward to our next chat on the airwaves.
 Last night, I joined the City of Costa Mesa’s Independence Day celebration, where we enjoyed a wonderful fireworks display and live music by Tijuana Dogs at the OC Fair and Events Center. I loved engaging with the community and catching up with so many residents I’ve helped over the years. Happy Birthday, America!

Happy 4th of July! I started my week in the City of Irvine, where I was invited to provide guest remarks at Councilmember Melinda Liu’s staff retreat. I spoke about the importance of mental health and self-care for staffers, ensuring we remain grounded and resilient to best serve our community. You can’t help others if you don’t help yourself.
This week, we also welcomed back Christine Park, one of our previous interns! We are excited to have her for another summer and look forward to seeing the work she does for our community. I also finalized our office’s plans for the third and Fourth of July, including tables in Costa Mesa, Aliso Viejo & Ladera Ranch. After this weekend, I look forward to planning our team’s trip to the OC Fair for opening day on July 18. We’ll see you this weekend.

Happy Independence Day, D5!
This week, we take a moment to thank our seniors in our district for shaping Orange County. To ensure every resident can age with dignity, we are drafting the County’s first-ever Master Plan for Aging (MPA). This countywide effort ensures our communities are ready to offer our aging population better housing, healthcare, and transportation, as well as support for caregivers. The MPA is based on real feedback from residents - we all want to see our older population live with a sense of safety and belonging. Freedom means more when everyone, at every age, can live well!
Also, stay tuned for more details about this year’s Senior Summit, where you can find resources and learn more about County services. We appreciate the contributions of the Fifth District’s older adults, and we’re committed to honoring them every step of the way!

This annual tradition always feels like a precursor to one of my favorite institutions in Orange County, the OC Fair, which officially kicks off on July 18! I hope everyone gets to reflect and celebrate Independence Day with friends and family.
