County of Orange opposes SCAQMD ban on gas furnaces and water heaters

The Orange County Board of Supervisors passed a resolution to oppose enactment of a government rule prohibiting installation of natural gas furnaces and water heaters in new buildings, which will drive up costs of rent and home purchases by more than $20 billion.

I authored the resolution and sit on the Southern California Air Quality Management District’s (SCAQMD) Board of Directors, which will decide whether to pass a recommendation by staff curtailing gas heaters.

Even as the proposed rules have been scaled back due to public outcry, the latest amended versions still fail to address concerns over their cost, affordability for homeowners, and disincentives to homebuilding.

Rules 1111 and 1121 would impose new, legally binding regulations on all 17 million people in the Southern California region. The rules would take effect Jan. 1, 2027, and phase out replacements in existing buildings on Jan. 1, 2029. Compliance would require apartment owners, homeowners, and businesses to pay for expensive all-electric furnaces and water heaters, their associated panel upgrades, new plumbing, and physical renovations to accommodate these new units.

I’m concerned that residents won’t be allowed to make decisions on their own energy sources. Just like the push for electric cars, we don’t have the electrical infrastructure to support this new regulation.  We need to balance protection of our environment with costs of living and loss of jobs in the heating sector.

President Trump’s executive order to house 6,000 homeless local veterans addresses a letter I wrote to him   

I kicked off a move to help thousands of homeless veterans in Southern California when I sent President Trump a letter on Feb. 26, asking for him to order the Department of Veteran’s Affairs to comply with a court order to build homeless housing. 

You can read part of the letter above, where I asked for an executive order requiring the Dept. of Veterans Affairs to comply with federal court opinions from 2015 and 2024 requiring construction of 3,000 permanent housing structures, with immediate construction of 750 temporary units. To date, only 300 have been built.

President Trump issued an executive order last month requiring 6,000 units to be built on the West Los Angeles VA campus, creating a National Center for Warrior Independence to meet the complete needs of homeless veterans. His order required an action plan within 120 days and construction of the housing by 2028.

I’m so excited to finally see that help is coming – President Trump’s innovative vision doubled the number of beds from what the judges ordered. It’s disgraceful that America’s brave warriors are sleeping on the streets. One of my missions is to address our homeless population that keeps growing.

2025 Medal of Valor celebration

I was honored to speak at the Seal Beach Memorial Day ceremony. The remembered those who paid the ultimate price in defense of freedom. Special thank you to the Seal Beach Lions Club for organizing and Judge David Carter, the keynote speaker.

Pre-Memorial Day flag garden event   

Before Memorial Day, we had a ribbon cutting in Seal Beach. I was honored to also speak at the opening of the Seal Beach Rotary Club’s flag garden at the pier. We had 200 flags and it was a beautiful sight. Thank you to all who participated.

Strawberry Festival parade

I had such a great time meeting all of you at the Strawberry Festival parade. Some of you I see every year! Congratulations to all the runners of the 5k. Some even bring their pups, like the married medalists above!

We kicked off the 65th Annual Garden Grove Strawberry Festival by serving strawberry shortcake to the public. Year after year, this great festival is a strong part of our community.

Empowering the Future career event

I partnered with Dr. Stefan Bean and the OC Dept. of Education to host our career event in Fountain Valley. We had more than 30 great employers assisting us. Thank you all! I loved s speaking to young job seekers. We had up to 500 people receiving in-person connections to help them succeed.

Health and Wellness Fair

Team Janet attended the Rossmoor Health and Wellness Festival. It was a pleasure connecting with community members who make health and wellness a priority.

Keeping our harbors safe for 50 years 

I’m happy to recognize the OC Sheriff’s Dept. for 50 years of patrolling our harbors. They have done thousands of rescues and arrests, keeping us safe. Now they have started a program to name their boats after fallen deputies. This one is for Deputy Ezra Stanley, who patrolled Huntington Beach in the 1930s.

Jewish American Heritage Month

I authored a resolution proclaiming May as Jewish American Heritage Month and invited special advocates. Thank you to representatives from the Jewish Community Action Network and Jewish Federation of Orange County for your service.

Busy, busy time at the Board of Supervisors

This is my copy of the the agenda for the last Board of Supervisors meeting. Thousands of pages for 104 public items and 10 in closed session. This is crunch time until the next fiscal year starts on July 1.

California Heavy Metals Coalition

California Metals Coalition asked me to speak at their 52nd annual Metals Industry conference. California’s metal manufacturing industry is a powerhouse driving over $87B in annual economic activity and creating countless high-paying jobs. I’m concerned about the loss of our oil refineries, which drives jobs in other sectors, like this one. Throughout my time as a State Legislator, I have supported jobs and manufacturing industries. California has too much red tape, which kills manufacturing.

Great turnout to our Open House

We had a great time at our First District Open House yesterday. Thank you all of you for coming!! Sheriff Don Barnes, many county and local elected officials and residents stopped along with the media. I was also presented with a surfboard by HB Councilwoman and former Mayor Gracey Van Der Mark. Everyone signed it.

End of Vietnam War commemoration

We attended the 50th commemoration of Operation Frequent Wind in San Diego. This pivotal mission marked the final chapter of the Vietnam War, which rescued over 3,000 Vietnamese refugees aboard the USS Midway in April 1975. Thousands of Vietnamese refugees and veterans gathered at the event to honor those who fled their homeland in search of freedom.

Team Janet attended the grand opening and ribbon cutting for the Multilingual Montessori Academy in Los Alamitos. This family-owned school brings a welcoming, nurturing approach to early childhood education.

Lestonnac Clinic reaches great milestone

Congratulations to Lestonnac Clinic! They just opened the nation’s first free surgical center for low-income residents. I’m so proud to secure $1.5M last year in state funding to help with this center and continuously work together with free community health expos together throughout the year.

Victim impact statement in Andrew Do criminal case

Disgraced former Supervisor Andrew Do hurt a lot of people with his crimes. At a Board of Supervisors meeting, I fought to deliver a strong victim statement to the federal judge assigned to Do’s bribery case. The Board approved language that was not watered down and reflected all his possible crimes, which could bring 142 years vs the current up to 5 years in prison. The County and First District residents are victims of Do’s abhorrent $10M theft of COVID funds.

Huntington Beach nutrition program for seniors

The Huntington Beach Council on Aging, in partnership with Meals on Wheels Orange County, offers low-cost lunches to seniors aged 60 and older at the Senior Center in Central Park. Meals are served Monday through Friday at 11:30 a.m. and include a suggested donation of $3 per meal. No senior is turned away for inability to pay.

Huntington Beach accessibility improvements

The City of Huntington Beach has replaced its first Mobi-Mat, originally installed in May 2021, at the 6th Street parking lot just north of the Pier. Mobi-Mats are portable, non-slip pathways designed to improve access across the sand for individuals using wheelchairs, strollers, or other mobility aids. This upgrade reflects the City's ongoing efforts to maintain and improve accessibility infrastructure throughout the community, including additional Mobi-Mats installed along the coast and at Central Park.
