 With my friends Costa Mesa Chief of Police Ron Lawrence, Orange County Sheriff Don Barnes, and Irvine Chief of Police Michael Kent. We’re indebted to their service and the service of their departments.
Advocating for a Safer Community
Our OC Sheriff's Department’s Harbor Patrol ensures our coastal community stays safe. This week, we honored the 50th Anniversary of OC Sheriff’s Harbor Patrol. Deputies conducted more than 200 rescues last year and respond to more than 12,000 calls for service annually, including law enforcement, vessel firefighting, search and rescue, hazardous materials response, port security, wildlife protection, and water safety education. We’re updating our Harbor Patrol fleet with Metal Sharks and upgrading 11 of our fire and patrol boats. Our top-of-the-line team of 61 around-the-clock professionals, including 46 sworn deputies, 8 marine shop personnel, four dispatchers, two professional staff members, and one captain, deserve the top-of-the-line tools as they ensure the safety and security of Orange County’s waterways.

This week, I met with OC Public Works for an update on our flood channel improvements to secure against trespassing. Two years ago, I secured $3.5 Million to clear Talbert Park encampments. After the County cleared these encampments, the service-resistant residents moved over to Banning Ranch, now Randall Preserve. Recently, my team met with the City of Newport Beach, City of Costa Mesa, OC Parks, Randall Preserve, the State of California, and our OC Deputy Sheriff’s to discuss coordination of the Randall Preserve, Talbert Park, and Santa Ana Flood Channel encampment clearing. We’re working on a Memoranda of Understanding for Newport Beach Police Department, Costa Mesa Police Department, OC Sheriff’s Department, and the current Randall Preserve operator to jointly enforce the anti-camping ordinances.
I also met with our District Attorney Todd Spitzer and his team to discuss the many unfunded state mandates, an plan to claim funding from the State, and the impacts of hiring freezes on vacancies in his department. We clarified that anyone in the application process prior to the freeze is exempt and can be brought onto the team.
Thank you to "Speak Up Newport" for inviting me to discuss my work on keeping you safe: from coordinating safe encampment clearing and installing Flock Cameras for fighting crime, to upgrading our Harbor Patrol fleet and banning recreational Nitrous Oxide use. Together, we're building a safer, thriving Newport Beach community for you to call home.

Supporting a Healthier Community
As climate change impacts our coastal economy, way of life, and health, Orange County innovates. The Climate Action Plan (CAP) outlines ways the County government can reach the State’s ambitious climate goals; it is not a mandate on how private citizens live their lives. I joined our OC Deputy Director of Environmental Sustainability Tara Tisopulos and County staff to discuss our official greenhouse gas inventory and review the County’s emission reduction targets and the timeline for our CAP completion. Over the past months, our team refined the CAP to target high-impact actions where funding still exists, and where we can achieve the highest reductions the fastest without relying on federal dollars. Our main focus is to reduce the carbon emissions seeping out from our landfills filled with trash dating back decades. That alone will reduce our county carbon emissions by more than 80%.
 Our marine neighbors feel the direct impact of climate change, too. This week, I met with Pacific Marine Mammal Center for a briefing on the increase in toxic algae impacting our sea animals. Sewage spills from Tijuana to Los Angeles combined with fire debris flow and change in water temperature cause toxic algae bloom growth, which leads to sickness and death of our sea lions, dolphins, and whales. We also discussed compassionate solutions for managing our sea lion populations at Dana Point and Newport Harbors. The PMMC remains an important partner for our coastal community.

Advocating for Businesses and a Thriving Economy
As your County Supervisor, it’s my privilege to provide you with easy access to County and State resources. In partnership with the California Secretary of State and our Clerk-Recorder Hugh Nguyen, my office helped host another successful Apostille Pop-Up Shop for free, easy clerk services at our County Administration campus. The Apostille helps businesses and residents authenticate their business and personal documents for traveling, living, or doing business in other countries. Stay tuned for similar upcoming opportunities.

Ensuring All Residents Have a Place in Orange County to Call Home
Orange County continues to experience brain drain, and it just got harder. This week the OC Register reported that the average salary to own a home in Orange County is $373,200! In perfect timing with Affordable Housing Month, I spoke with NBC LA about my continued work investing in more housing development options to combat escalating costs. As housing costs in Orange County balloon, even our first responders, teachers, or any neighbor earning $94k or less now qualify as "low income." Our aging County residents need a workforce, and future generations deserve a permanent place to live, play, and grow.
 We also celebrated WISEPlace, the newest affordable housing community built in partnership with Jamboree Housing Corporation, housing 47 survivors of domestic violence and families on the road to a better tomorrow. My office granted $1.5 million of our American Rescue Plan Act funding, expediting this development by at least three years and saving OC taxpayers $2 million in construction costs. This collaboration by the County of Orange, City of Santa Ana, Orange County Housing Finance Trust, and trusted community organizations like WISEPlace and Jamboree with community advocates is a testament to how strategic investments in housing can quickly support women, individuals, and families, contributing to building a safer and healthier community for us all to call home.

Investing in Our Community
We continued progress in protecting our precious coastlines at our OCTA Board Meeting. I commend the California Coastal Commission’s efficiency in approving OCTA’s critical emergency permit to construct a permanent catchment wall at Mariposa Point and rea 3. My team continues to work on bringing sand from the Del Prado Dam through the rail line to prevent thousands of long truck trips and expedite sand delivery overall. So far, we’ve expedited the approval of 240,000 cubic yards of sand onto our beaches. I urge the Commission to redesignate Area 4 as an emergency spot, so we can have approval for the remaining 300,000 cubic yards of wide, sandy protection, and save our beaches.
In my two decades of public service, I consistently advocated for the removal of the Gisler Street Bridge and 19th Street Bridge from the Master Plan of Arterial Highways. As of this week, with the OCTA Board’s unanimous vote, both bridges are removed from the Master Plan of Arterial Highways. Our residents in Mesa Verde can finally rest knowing after more than twenty years of advocacy, the Gisler Street Bridge will not threaten their neighborhood, coastal preserves, and golf course with unnecessary heavy traffic and eminent domain takings.

On Thursday, during the Orange County Transportation Authority’s (OCTA) Legislative and Communications Committee Meeting the Vice Chair and committee voted to change their position from support to oppose Senate Bill 741 (Blakespear). As currently written, SB 741 restricts the remedies available to and location of expedited stabilization project improvements to an infeasible extent. It would not allow OCTA to perform the very types of emergency work recently approved by the California Coastal Commission (CCC), including sand nourishment, repair of existing armoring, and measures to retain shoreline stability.

This week, I joined the Irvine community at the grand opening of Consumer Direct. They bring hundreds of jobs from out of state to the Fabulous Fifth District – contributing to our district’s status as a hub of job growth in Orange County.

John Wayne Airport’s Real ID Enforcement
While the TSA is ultimately responsible for ID verification at security checkpoints, JWA has taken proactive steps to support public awareness and ensure a smooth experience for travelers.
JWA has implemented a coordinated outreach campaign that includes:
- Terminal signage and informational materials
- Overhead announcements playing throughout the Terminal
- Updates to the JWA website
- Social media messaging
- Collaboration with partner agencies to share information region-wide

FY 2025–26 Recommended Budget Public Workshop
The County of Orange invites the public to a workshop to review and discuss the County’s FY 2025–26 Recommended Budget, featuring a presentation by the County’s Budget and Finance Office, followed by a Q&A session where attendees can engage directly with County staff.

The County owns Dana Point Harbor, with a 66-year lease to maintain the integrity of this local landmark and hub of economic activity. This month, I hosted our Dana Point Harbor Oversight Committee for a discussion on preliminary results of our Objective Third-Party Market Study on boat slip rates. I commissioned this study to ensure an objective standard for the market. The Oversight Committee provided the appraiser with broad guidance and encouraged them to define the market for us. In two weeks, we will have the final report, and my office will publish it for the public to review.
