Dear neighbor:
All year long, we count down the days until the OC Fair returns! Continuing my annual tradition, my whole team and I attended the flag raising ceremony at noon on opening day. Of course, I grabbed my annual photos with the Foodie mascots and I sent our team on a scavenger hunt to find and write about sustainable vendors, farm animals, fun activities for kids, crazy food, and more.

I love fair time in Orange County! Not only does the OC Fair provide lots of family fun, the Fair and vendors employ thousands every summer. I ran into the owner of Chicken Charlie’s who says they’re still hiring!
Concerts Galore this Summer
Watch for our booth at concerts in the park across the district this summer. Our first Symphony on the Go! summer concert drew a fabulous crowd to Rancho Mission Viejo last Saturday! Our interns, Grace and Luca, engaged with the community at the event. Beautiful music is one of life’s great joys, now freely accessible to Orange County residents all summer. I kicked off my Monday morning attending an OCTA Board Meeting. We received further updates on the emergency railroad work taking place in San Clemente to build the barrier wall meant to protect the tracks and confirmation that the trains start again from San Diego to LA TODAY, July 17.
Rail service was suspended more days this year than not. Our coastal economy relies on visitors, commuters, and tourists to support our local businesses. Orange County transit is back on track thanks to the OCTA staff, California Transportation Commission, Metrolink, Amtrak Pacific Surfliner, and the expedient efforts of our partners to build the soldier pile wall and protect our rail corridor. I later participated in several internal staffing meetings to prep for our upcoming meetings with D5 Mayors and community coffee, the next board meeting and state of the county, our upcoming climate resiliency and health investigative hearings.
In the afternoon, we met with Spectrum News in Newport Beach to dive into coastal erosion and LOSSAN corridor updates. Stay tuned to social media where we’ll also share it @supervisorfoley.
Tuesday was another catch up day in the office working with my team on scheduling meetings, tours and events, and to read grand jury reports and briefing memo responses, and planning our senior summit, amongst many more projects. My favorite part of the day was our round table discussion with the summer interns discussing improvements to our community boothing and resources provided. They shared many great ideas we will implement. Stop by our booth and say hi!
I ended my day at Costa Mesa’s Concerts in the Park with The Reflexx – a Duran Duran cover-band at Fairview Park on Tuesday evening. We funded grants for live music all summer in District 5. Interns Claire and Luca staffed our booth and distributed resources. I ran into many parents, city staff and community volunteers, and neighbors that I miss seeing more often. Everyone loves the concerts and beautiful sunsets.
At the Monthly Mayors’ Meeting in San Clemente, I spent time updating District 5 Mayors and City Managers about our priorities, as well as the work we have ahead of us. Conveniently this meeting was hosted at Café Mimosa in San Clemente, so I started the meeting by sharing that rail service in San Clemente restarts today, July 17! As County Supervisor, it is vital that we collaborate with our local cities so we can provide them with any support that is needed. District 5 is home to a number of diverse issues – from sand replenishment, homelessness, Harbor updates, to economic development. We had a wide-ranging conversation Wednesday morning at the Mayors Meeting. I left with a few key action items in Laguna Niguel related to LaPaz road construction, Laguna Woods related to a storm drain needing attention, and estuary recovery in Laguna Beach. I am looking forward to next month at CBRE in Newport Beach where I’ve arranged for the Mayors to receive a briefing on OC indicators related to demographics, economic, housing, vacancies and opportunities.

My monthly Coffee & Conversations event got me walking up the street to San Clemente’s H.H. Cotton’s. I fielded lots of questions from the status of the Dana Point Funicular to Veterans services to Fentanyl and parent education resources to Dana Point Harbor improvements and rates to traffic. Lance Larson from OCTA joined me and answered questions about the rail corridor studies and other transportation projects in South County. Thank you to Dana Point Chamber for supporting and to board member Chris Aitken and wife Maureen for opening your restaurant H.H. Cotton’s for us. On our way back to the car we popped into the San Clemente Library, we admired their stained glass windows, the Erle Stanley Gardner personal collection, who was the creator of the Perry Mason character, and engaged with a resident as she was using the OCPL Memory Lab to digitize her documents, photos, and videos through self-digitization.
In the afternoon, I met with the Dana Point Harbor partners and SDG&E representatives to discuss delays in utility permit approvals and ways to streamline the process so the parking lot construction can begin in January as planned. We sorted through some confusion, scheduled action items for both entities and scheduled follow up meetings. I’ve requested regular updates and notice of any future delays. After several hours of discussions this week, I think our new plans will keep the project moving.
Later, I attended the OC Public Affairs Association (OCPAA) Summer Reception at Ocean Institute where I provided an update on all we continue to work on, including our County One Stop Opening, rail stabilization efforts and our county capital improvement projects, robust economy and $9.3 Billion budget approval. I also shared about all the opportunities to contract with the county for local businesses and provided an overview of the $400 Million Dana Point Harbor renovation as well as our upgrades planned on the county operated side.
I wrapped up my Wednesday at Santa Margarita Water District Hearing where the Board voted not to impose new utility rates recommended for San Juan Capistrano customers, which includes a 400% rate increase to the J.F. Shea Therapeutic Riding Center, and if enacted would have penalized those saving water with higher rate increases. I spoke about finding alternatives to raising rates on customers, and I look forward to working together with the Board of Directors on solutions for the infrastructure upgrades needed on this matter. I’ll be meeting with the board members next week to discuss alternatives. Read more about the meeting here.
Thursday morning, I attended a TCA Joint Meeting of the Boards (SJHTCA & F/ETCA) TCA. We voted to hire Ryan Chamberlain as the new CEO pending negotiations of a new contract. Mr. Chamberlain has extensive experience in transportation and a unique knowledge about how to plan for the future. I look forward to working with him to be sure moving forward that we protect communities, the environment, and reduce rates.
Then, I met with Milo Peinemann and Ryan Lehman of American Family Housing where they introduced proposed plans to convert a motel property in the City of Costa Mesa into housing through the Project Homekey Program. This project goes to the Board of Supervisors for approval to seek Homekey funding on Tuesday, and creates a pathway for housing our veterans, families, and seniors.
In my Quarterly Meeting with Electeds in Dana Point, we discussed incorporating more Orange County small businesses into the procurement process for the County, housing opportunities throughout the region, and toured the Dana Point Harbor Revitalization.
On Friday, I started my day in agenda prep with the County CEO and team. We mostly focused on updates to our bargaining. It’s great to see our HR team and OCEA expressing positivity about that new contract. It sounds like other contract negotiations are moving along well.
On Saturday morning, I attended the reopening of Bommer Canyon in Irvine. It was great to join Mayor Farrah Khan, the city council & James Irvine for the opening ceremony. We learned a lot from Mike at Irvine Ranch Conservancy on our hike, and I loved teaching a little 2-Step to Councilmember Kathleen Treseder & our team member Adam Tallabas. On Sunday, I started my day in Dana Point Harbor with Dana Point Mayor Mike Frost, Kyle Pacek, and Donna Kalez of Dana Wharf Sportfishing. Thank you, Jim Holden, for creating Fish for Life, an incredible organization that provides love and inspiration to a multitude of people with special needs and their families while teaching fishing skills and creating memorable experiences.

I joined my youngest daughter and her Girl Scout troop as they crossed the San Francisco Golden Gate Bridge and moved up a Girl Scout level, referred to as “bridging.” Like her sisters, Ava’s next goal is to cross the Brooklyn Bridge in New York before she starts high school. She has 3 years to sell Girl Scout cookies to fund the trip!
On Wednesday, I joined my colleague Jonathan and intern Luca S. at the Salvation Army’s Legislative Staffer Lunch & Learn. We learned about the latest developments with the Salvation Army’s Homeless Throughput System and had a preview tour of their permanent supportive housing development known as the Center of Hope apartments. This 14-acre space provides 72 units of permanent housing for eligible graduates of the Anaheim Emergency Shelter that houses 325 beds.
Friday evening, my colleague Kimberlee and I staffed a booth at the Ladera Ranch Summer Concerts & Business Expo at Town Green. Such a great gathering of families!

Good Afternoon, wonderful people of District 5! This week, on Tuesday, I joined representatives from every single elected office from US Senate to County Supervisor at the Orange County Veterans & Military Families Collaborative to discuss veterans’ issues and needs in the County. It was an incredibly fruitful discussion regarding the health, safety, and housing of veterans – and how each level of government can better assist those who gave their all to our nation. Being able to connect with all of our elected offices to discuss collaboration to better our communities was fantastic and I am looking forward to furthering the connections I made there.
I got to attend the OC Fair on Friday with our team! Here I am with the OC Fair’s Lorikeet’s exhibit, feeding the birds who were “Happy Together” while eating from my hands. This was a very busy and productive week! At our Mayor/City Managers meeting on Wednesday in San Clemente at Café Mimosa, Supervisor Katrina Foley gave an update on the County of Orange followed by a Q&A session. Next, we walked down the street to HH Cotton’s for our Monthly Coffee & Conversation with the Supervisor. The well attended event had over 30 constituents and business owners. It gave everyone an opportunity to mingle, hear about what is happening in our district and have any questions answered. I highly recommend both restaurants! Our quarterly All Elected’s meeting was on Thursday at the Community Room in Dana Point Harbor, followed by a tour of the Harbor. On Friday evening, Cindy and I attended the Ladera Ranch Summer and Concerts Business Expo at Town Green & Founders Park. A huge crowd turned out for 4x4, a tribute band that plays classic hits. We were able to get acquainted with many neighbors who visited our booth. The week was full of great opportunities to connect and form relationships with those in District 5!

This last Friday, we went to the OC Fair! This was my first time at the OC Fair, and I had the privilege of spending my first visit with my fellow team member Stefanie. Together, we ventured around the fair and saw the famous racing Alaskan pigs, interacted with screeching goats, and held beautiful butterflies. We also got our faces painted! Going to the fair was a fantastic opportunity to get to experience the Orange County community on a personal level. Seeing all this County has to offer was genuinely remarkable. I plan on attending the fair many more times before its departure in August.
Our team is happier together, and I am grateful to be part of such a hardworking, fun-loving team. #happytogether

Last weekend, I attended the first Symphony on the Go event of the Summer featuring musicians from the Pacific Symphony in Rancho Mission Viejo. It was a fantastic turnout with amazing music – I hope I get to attend more this Summer! On Wednesday, I attended the Monthly Mayors Meeting with Supervisor Foley at Café Hermosa in San Clemente, then attended “Coffee and Conversations” down the street at H.H. Cotton’s. It was great meeting so many members of our District 5 community this week! On Friday, I attended the OC Fair with the team. It was so fun to see the sights, get some good food, and see all the animals. Definitely stop by this Summer! On Saturday, I presented a certificate of recognition to Fort Fitness in Laguna Hills for their Grand Opening. It was great meeting so many members of our District 5 community this week!

Commission Updates

On July 7, 2023, the Orange County Parks Commission visited the Upper Newport Bay Nature Preserve. We had a great tour of the Muth Interpretive Center, led by OC Parks Rangers and our friends at Newport Bay Conservancy. We were able to watch a new nature documentary showing at the Muth called “Newport, Our Bay”, which provides wonderful education on local wetland and estuarine species and our responsibility to protect them. There’s a great segment about a two-spotted octopus who has made its home in a discarded bucket! Next we took a short hike along the Delhi Channel to learn about the native habitats and efforts by OC Parks and NBC to restore native plant species. It was a fun visit, and the Muth Center is such a wonderful place to visit!
Airport Commission Report

The Airport Commission considered six contract issues, as well as the 2024 Allocation Plan at the July 5th meeting. You can read more about all the Items by visiting the Airport Commission page. Here are some meeting highlights:
Agenda Item #2: Retroactive Payment to Tyco Fire Security US Management Inc dba Johnson Controls Fire Protection
The Airport Commission voted unanimously to recommend approval of a payment in the amount of $22,554 for fire alarm system maintenance and repair for the time frame between July 1, 2021 and June 30, 2022. The retroactive payment was for an amount that exceeded the contract agreement for services already rendered.
Agenda Item #7: John Wayne Airport Capacity Allocations for 2024 Plan Year
In a split vote, the Airport Commission voted to recommend approval of the Airport Capacity Plan for 2024. The Plan is comprised of 7 components:
Authorize the Airport Director to 1) allocate Class A and Class E Average Daily Departures (ADDs) and Seat Capacity; 2) withdraw Seat Capacity if necessary to comply with the 11.8 Million Annual Passenger (MAP) limits; 3) allocate or reallocate any additional regular or supplemental ADDs & Seat Capacity that becomes available during the Plan Year; 4) allocate additional supplemental Seat Capacity to air carriers within the 11.8 MAP limits; 5) waive section 5.1.1 of the Phase 2 Access Plan and allocate up to 30 Remain Overnight (RON) positions; 6) allocate passenger capacity and RON positions and allocate any additional supplemental passenger capacity and RON positions to commuter carriers if within the 11.8 MAP; 7) find that the County retains discretion to require mandatory withdrawals of operational capacity to ensure compliance with the 11.8 MAP.
Background Notes:
Section 5.1.1 of the Access Plan stipulates a limit of 27 RONs except for emergency circumstances as determined by the Airport Director. The airport’s request for 30 RONs does not meet the standard of emergency circumstances to justify waiving section 5.1.1. Consistently waiving this section does not support the spirit or the letter of the agreement.
JSX operations fall under Section 2.40 of the Access Plan titled, Regularly Scheduled Commercial User. Beginning in 2018, the Airport Director used his discretion to grant JSX permission to operate out of ACI Jet’s leasehold in the General Aviation (GA) area of the airport rather than out of the commercial area’s main terminal. This is an important issue for two reasons: 1) It sets a precedent to allow additional Commuter operators to also conduct business in this area. Commuter operations is not the intended function of the GA area. 2) Commuter and commercial air carriers that operate out of the main terminal have to comply with TSA security protocols for commercial passengers, while those operating out of GA operate under the NBAA’s Twelve-Five Standard Security Program (TFSSP), which requires less restrictive security protocols

OC Health Care Agency Reports Three Mpox Cases in Orange County
The OC Health Care Agency (HCA) has received reports of three probable cases of mpox in Orange County (OC) in the past week. The three cases are the first reported in OC since April 8, 2023; five total cases have been reported here in 2023. While case counts are lower this year, mpox cases continue to be reported in Southern California and around the country. The best way to protect oneself from getting mpox is by completing the two-dose mpox vaccination regimen.
The mpox vaccine has been shown to be safe and highly effective when people complete the vaccine series (two doses, at least 28 days apart). During last month’s OC Pride Event, the HCA’s Public Health Services administered more than 80 mpox vaccinations to attendees. Since last year, more than 7,500 people in OC have received their first dose of mpox vaccine. However, 30% of those who received the first dose, have not received a second dose to complete their vaccination series.
To find a vaccine near you and schedule an appointment to be vaccinated, visit MYTURN.CA.GOV.
If you think you might have mpox or been exposed to someone with mpox, talk to your health care provider. The mpox vaccine can decrease your risk of getting sick if given within 14 days of being exposed. Testing for mpox is widely available and treatment for mpox can be discussed with your provider. If you do not have a regular provider, call 2-1-1 or the HCA's Health Referral Line at (800) 564-8448 for assistance.

E-Bike Safety
E-scooters are the future of active, green public transportation! Riding behavior and safety are top priority, especially when it comes to helmets, sidewalks and speed.
If you’re under 18, please wear a fastened helmet. It’s also important to ride only in bike lanes, bike paths and bikeways. The only exceptions are when passing, when completing a turn and when avoiding hazards.
The e-scooter speed limit is 15 mph, regardless of a roadway’s higher speed limit. Don’t ride with a passenger, on the sidewalk or without your valid driver’s license. If you’re turning, dismount and walk your scooter. Treat crosswalks like sidewalks, hop off when crossing. Like driving any motor vehicle, operate by traffic rules. Remember to equip your scooter with lights and reflectors for nighttime safety.

United Ukrainian Ballet Co Brings “Giselle” to Segerstrom Center for the Arts
I recently attended the United Ukrainian Ballet Company’s performance of “Giselle” at our very own Segerstrom Center for the Arts. As a former ballerina, I truly enjoyed the passionate performances of the company comprised of refugee dancers from all over Ukraine.
