This Thursday, I attended the 10-year anniversary of Otra Mas and presented them a certificate on behalf of Supervisor Foley. Otra Mas saves retired horses and provides the San Juan Capistrano community with programs that empower and enhance the mental health of those they serve. They announced a new partnership with the Boys and Girls club of SJC so more children can reap the benefits of equine assisted therapy! Check out their organization here https://www.otramas.net/.

Finally, I’m working on the preplanning stages of Supervisor Foley’s Senior Summit scheduled for Friday, October 27, 2023, at Soka University. The summit will incorporate elements of the County’s Master Plan on Aging and provide our elderly and their caretakers useful workshops, tools and resources to enhance their lives. It’s an event you don’t want to miss. Stay tuned!!

This week, we made great progress on meeting the infrastructure needs of the Fifth District. On Monday, I attended the Board of Directors Meeting for the Orange County Transportation Authority with Supervisor Foley, where we received a progress update on I-5 improvement project between SR-73 and El Toro Road. The project is mostly on schedule and is expected to be finished in the latter half of 2024. For more information, visit the projects webpage by clicking here.
I also attended several meetings on John Wayne Airport (JWA) this week, including our monthly JWA Advisory Group meeting which discussed the progress being made by the Fly Friendly Program to reduce airplane noise in Fifth District communities. Our team also met with JWA’s Airport Director, Charlene Reynolds, and our OC Public Works staff to review the Capital Improvement Program for JWA, which outlines the major infrastructure upgrades at the airport that will be pursued over the next three years.
I ended my week by reviewing the Orange County’s Fiscal Year 2023-24 Budget, which was released this week and will be voted on by the board in June. I look forward to working with Supervisor Foley to ensure that the needs of our community are fully represented in the upcoming budget.

Last weekend I attended Veterans Night at Angels Stadium on behalf of District 5. May is Mental Health Awareness Month I met and talked with combat veterans and learned about how the County is working to better reintegrate our service members through grassroots outreach at the community college level. I spoke with Dr. Veronica Kelley, Chief Officer for Mental Health & Recovery Services at OC Health Care Agency, about how current County contracts work to ensure our veterans are informed of services and mental wellness opportunities. Additionally, I witnessed first-hand the outreach of the OC Navigators program and how they collaborate with the Angels to spread the word to OC residents about available health care services.
I also attended a county wide briefing on the budgetary process for our upcoming budget hearings and will be educating myself on the proposed items for fiscal year 2023-24.
Board Meeting Updates
Funding for the Friendship Shelter of Laguna Beach (Item 53): Agreement with Laguna Beach to provide Community Development Block Grant funding. This grant will fund the Friendship Shelter’s Alternative Sleeping Location and expand the hours of the City’s mobile crisis units to 12 hours per day 7 days a week.

Airport Commission Meeting: May 17, 2023
The Airport Commission had an unusually large number of Agenda Items to consider at the May 17, 2023 meeting. Read more about all the Items which the Commission voted unanimously to pass here. Here are some meeting highlights and topics of interest:
Agenda Item #4: Approve 2023 Capital Improvement Programs and Senate Bill 1 Project List:
OC Public Works led a multi-agency effort to develop and compile Capital Improvement Programs (CIP) for Board of Supervisors approval. The current CIP includes a $700 million, three-year program to update and upgrade JWA’s aging facilities and infrastructure. JWA has not undertaken a program of this magnitude in over a decade and many systems need attention.

FAA Seeks Public Input on Noise
The FAA is currently reviewing their noise policy and they are requesting public comments on noise metrics and thresholds. Notably, the FAA will be:

Looking at their current use of DNL or Day-Night Average Sound Level as the primary noise metric for assessing cumulative aircraft noise exposure.

Reviewing whether to continue to use the DNL 65 dB level as the metric and threshold for determining significant noise impacts.

Considering if and how alternative noise metrics may be used in lieu of or in addition to DNL.

Dana Point Harbor News

My Dana Point Harbor Advisory oversight committee will inform my office’s approach to this project and will ensure that businesses, county staff, and the community have a voice in the process. Our selection process begins this week with the oversight committee members announced in June. One of the first tasks of the new Dana Point Harbor Oversight Committee, which starts in July, is to review a few options related to fees and storage and provide me with recommendations. I expect a report back by September.
The committee will meet monthly and prepare public reports each month describing the status of the incoming revenue of DPH, the funding for the project, construction schedule and phasing status, as well as notice about any anticipated closures or impacts. COVID-19 Data
As of May 22, 2023, the good news is that the COVID-19 cases are trending downward. There are 2,371,742 Orange County residents are fully vaccinated. The 7-day average positivity rate (May 25, 2023) in our County is 4.3%. This equals out to 1.9 daily positive COVID cases per 100k residents.

OC Animal Care
In our ongoing efforts to keep the shelters clear, starting this year, OCAC will waive fees for adult dogs over 25 pounds adopted by residents across Orange County! The normal adoption fee for adult dogs ranges from $100 - $200. Help our furry friends at the shelter find loving homes.

Meet 4-year-old Baby Doll! Behind her initial shyness, Baby Doll is a cat with a rich personality waiting to be discovered. She may even surprise you with her hidden talents or playfulness, once she feels safe! Upon arrival, our medical staff noticed that her coat was quite thin. Although regrowth of her hair can be seen, she may need additional follow-up care.
With some extra TLC, we are hopeful this beautiful girl can continue to grow and blossom in her new home!

Last month, Orange County officially switched over to a new benefits enrollment portal called BenefitsCal. This new website replaces the former portal, MyBenefitsCalWIN, as a new simple way for our residents to apply for, view and renew benefits for health coverage, food and cash assistance. Households interested in applying for benefits assistance can now create an account at www.BenefitsCal.com and submit their application or link their old MyBenefitsCalWIN case to their account. Tax Filing Deadline Extended to October 16, 2023
The IRS announced an extension to change the filing and payment deadlines to October 16, 2023 for victims of severe winter storms, flooding, and mudslides in California. This extension applies to individuals and businesses in Orange County! Learn more here.

Caltrans Update
The California Department of Transportation (Caltrans) owns or controls 350,000 acres of Right of Way and maintains 15,133 centerline miles of highway and 13,063 state highway bridges.
