Dear neighbor:
I want to start this week’s newsletter by sending my condolences to the victims in the Monterey Park. Our broken hearts go out to those who lost friends, family and loved ones who gathered at a dance hall to celebrate. Monterey Park is home to one of the largest Asian communities in Los Angeles County and many were at Lunar New Year celebration at venues on the street. We must do more to prevent gun violence.
Below is a list significant mass shootings or shooting sprees in California of which 3 occurred in Orange County.
- On January 23, 2023, a mass shooting occurred across multiple agricultural locations in Half Moon Bay which claimed seven farmworkers.
- On May 15, 2022, at a Taiwanese church in Laguna Woods where David Wenwei Chou is accused of fatally shooting a doctor and injuring five other people.
- On March 31, 2021, at a real estate office in Orange that left four people dead, one of them a child, and a woman injured. Suspect Aminadab Gaxiola Gonzalez ultimately was found not competent to stand trial.
- On Nov. 14, 2019, at Saugus High School that left two students dead.
- On Nov. 7, 2018, in Thousand Oaks where a gunman killed 12 people in the Borderline bar before killing himself. A Ventura County Sheriff’s deputy died during the law enforcement response to the shooting.
- A Dec. 2, 2015, terrorist attack that killed 14 people in San Bernardino.
- On October 12, 2011, a mass shooting occurred at the Salon Meritage hair salon in Seal Beach, California. Eight people inside the salon and one person in the parking lot were shot, and only one victim survived. It was the deadliest mass killing in Orange County history.
- December 24, 2008, a man dressed as Santa Claus entered a home in Covina, armed with five handguns. Nine people were killed, including the gunman’s former wife and her parents. The gunman took his life hours later.

On Monday, I attended my weekly Orange County Transportation Authority Board meeting where we received an update on our Project V Trolley projects. Project V creates alternative transportation to flourish in District 5. This summer, I rode the Dana Point Trolley, hopping from family business to family business. I look forward to hopping on it once again and advancing alternative mobility options to reduce traffic congestion and CO2 emissions from our vehicles.
Tuesday during the Board of Supervisors meeting, we voted on a series of agenda items addressing the cold weather shelter, legislation involving fentanyl-related convictions, approving Hallie Jones’s appointment to the Orange County Parks Commission, the appointment of Laguna Niguel Councilmember Stephanie Oddo to Orange County Housing Authority, funding to support Laguna Beach’s efforts to address homelessness, and American Rescue Plan Act funding to Mind OC for the pre-construction and construction of the Irvine Be Well campus. Our Board also proclaimed January positive parenting month. Our county behavioral health team created some helpful videos for parents with positive parenting tips. You can view here.
Supporting our small businesses remains a constant priority for our office. On Wednesday, we met with, shared updates, and distributed our year in review to 3 local chambers of commerce in the district: South Orange County Economic Coalition (SOCEC), San Clemente and Costa Mesa Chambers. We discussed our chamber sponsorship program, housing initiatives, prevention of homelessness resources, sand replenishment on South County beaches, the railroad track repairs, public safety, and procurement contracts with the County. I’m looking forward to recruiting more local Orange County businesses to bid on county contracts and support our supply chain. You can view our year in review here.

I also met with the Mayor of San Clemente Chris Duncan to further discuss efforts to plan for sand replenishment to maintain our beaches, update me on San Clemente efforts to connect the 90 unhoused residents with services and housing, and introduced me to a few local Marines who are leaders for the local Veteran initiatives. I got to share about our Veteran workforce development and county procurement programs.

Climate change threatens our coastal lifestyle. I am focused on making sure that we finally take action on climate. We must continue to work to make Orange County a greener and cleaner place.
On Thursday and Friday, our team participated in leadership and skills training to better serve the Fifth District. We ended the week at Dana Point library hearing from Jim Miller, local business owner of Coffee Importers in Dana Point, and touring Rancho Mission Viejo riding park.
This weekend I’m attending the 41st Annual Tết Festival. After a week of heartbreak in lieu of celebration for our AAPI community, I’m looking forward to joining the Vietnamese community in a joyous celebration of the Year of the Cat. Chúc mừng năm mới!

Over the weekend, I celebrated the Lunar New Year, year of the cat with my Vietnamese family. This festive holiday is comprised of many customs and traditions passed down from generations that I hope to instill for my children. My favorite tradition includes family members wishing each other good health, success, and happiness while younger family members receive “li xi” or red envelopes containing money to represent good fortune.
It also ushers a fresh start and new beginnings for relationships, jobs, hopes and dreams. We set goals and develop plans for achieving them. At work, we are holding a two-day office retreat to cross train on roles and responsibilities, set goals and discuss plans for accomplishing individual and team goals. I contacted the various Chamber of Commerce offices for District 5 cities to identify signature community events, sponsorship opportunities and to coordinate meet and greet opportunities with the Supervisor. What a wonderful week here in District 5! On Wednesday travelled south to San Clemente for a morning of celebration; January 25, 2023, marks Tom Fitzpatrick's 100th birthday. What an honor to attend this milestone occasion. Community members gathered outside the Dorothy Visser Senior Center for a drive by parade and celebration of Tom’s illustrious life. (Hopefully I can attach link to SC Times for more about the celebrations) After our wonderful celebrations, I attended the San Clemente Chamber of Commerce luncheon where the Supervisor provided a County update and overview of our office goals for the next four years! I met many vital community members and district representatives from Congressman Mike Levin, Senator Janet Nguyen and Assemblywoman Laurie Davies' offices.

I have bittersweet news. I’ll be leaving the office effective February 1. I am sad to be leaving the Supervisor’s employ and all my colleagues here in the office. But I am also very excited about the new position I’ll be taking. Rest assure, I will stay local and will still collaborate with her on veterans' issues and policies. The Supervisor listens and cares more about veterans than any elected official I’ve ever known or worked for and it has been my great honor to work here. The veterans of Orange County know they have an advocate in Katrina Foley and I will always be available to help whenever and wherever I can. I’ll close with a photo I took with the Supervisor on my first day working for her in November 2021. It’s a happy memory!

Hello District 5! One of the agencies I am covering as a representative of the Supervisor is OC Animal Care. I attended the OCAC Community Outreach Committee meeting where we heard from OCAC’s staff on the progress/status of a number of initiatives, as well as members of the public on concerns they have with the shelter. Public feedback is important! Your words and passion help us address your concerns and implement your ideas! This weekend, I will be attending the Union of Vietnamese Students Association 41st Annual Tết Festival with the Supervisor, the largest of its kind in the United States. Board Meeting Updates
Agenda Item S29D: In collaboration with the City of Fullerton, the Board approved a contract with People Assisting the Homeless (PATH) to provide Cold Weather Shelter Services to individuals experiencing homelessness.
Agenda Item S29H: The Board unanimously approved sending a letter in support of Senator Umberg’s SB 44: Alexandra’s Law. This legislation requires individuals convicted of fentanyl-related offenses to receive a written advisory or admonishment notifying them if an individual dies as a result of their distribution of narcotics that they can be charged with voluntary manslaughter or murder. This action follows the Board’s resolution in January 2022 to advocate for tougher penalties for fentanyl dealers and distributors who kill our kids.
Agenda Item S29C: The Board approved Supervisor Foley’s appointment of Hallie Jones to the Orange County Parks Commission. A resident of Laguna Beach, Hallie serves as Executive Director of the Laguna Canyon Foundation.
Agenda Item S29G: The Board also approved Supervisor Foley’s appointment (S29G) of Laguna Niguel Councilmember Stephanie Oddo to Orange County Housing Authority.
Agenda Item 18: The Board approved Community Development Block Grants (CDBG) funding for small cities, including to support Laguna Beach’s efforts to address homelessness and Laguna Wood’s pedestrian accessibility.

City of Laguna Beach - $500,000. This funding supports the Laguna Beach’s Alternative Sleeping Location (ASL) and the City’s efforts to address homelessness in response to COVID-19.

City of Laguna Woods - $200,000. This funding will support reconstructing sections of the sidewalk and adjusting any utility manhole and/or handholes along Moulton Parkway and El Toro Road. These improvements will promote pedestrian accessibility for seniors and meet Americans with Disability Act (ADA) requirements.
Restauranteurs: Learn if you qualify for a rebate or refund!
The Board-approved plan is part of a $1.7 million litigation settlement reached with restaurants that sued the County over the payment of inspection fees collected by the Environmental Health Division of the Orange County Health Care Agency (HCA) during the COVID-19 pandemic. Up to $1.273 million of the settlement will be refunded/credited to local restaurants that paid permit fees to HCA.
The refund/rebate is available only to those restaurant owners, who were in operation during the specific period between March 2020 and June 2021. Restaurants will also qualify for credits and rebates based on the following criteria:

Restaurants that paid annual permit fees between March 17, 2020, to June 15, 2021, and are still in business, will receive a credit against future permit fees.

Restaurants that paid annual permit fees between March 17, 2020, to June 15, 2021, but are no longer in business, will receive a reimbursement payment.

Restaurants that did not pay annual permit fees (i.e., took advantage of the County’s fee deferral program) will receive a credit against fees owed.
The HCA's Environmental Health Division will process the fee credits and rebates to restaurants over the next 12 months. For further details regarding the restaurant fee credit program, please contact Orange County Environmental Health at (714) 433-6000.

COVID-19 Data:
Officials confirmed the first case of COVID-19 in Orange County three years ago on January 26, 2020.
Now, as of January 25, 2023, 2,365,942 Orange County residents are fully vaccinated. The 7-day average positivity rate (01/26/23) in our County is 7.5%. This equals out to 6.6 daily positive COVID cases per 100k residents.

The National Health & Nutrition Examination Survey is in OC!
OC Health – REMINDER: The CDC’s National Health and Nutrition Examination Survey (NHANES) has arrived in Orange County! NHANES is a unique survey conducted by the National Center for Health Statistics (NCHS) that collects data on the health of people living in the U.S. through interviews and physical exams.

OC Animal Care
In our ongoing efforts to keep the shelters clear, starting this year, OCAC will waive fees for adult dogs over 25 pounds adopted by residents across Orange County! The normal adoption fee for adult dogs ranges from $100 - $200. Help our furry friends at the shelter find loving homes.
