Another week of Team Foley working hard for the people of Orange County in the books!
We kicked off last weekend at Love Newport Volunteer Day, where members of our team joined volunteers in Newport Beach for an opportunity to work together through over 20 service projects.

 I joined Assemblywoman Cottie-Petrie Norris and OC Coastkeeper for a cleanup at the entrance of Upper Newport Bay, where we removed 550 pounds of trash. Our coastline and beaches are among our County’s treasures, and it is up to us to maintain their beauty.

Later that day, I went to the “OC meets Napa” annual food and wine festival in San Juan Capistrano to support the AltaMed Foundation. Proceeds from the event support efforts to making healthcare equitable so our communities can grow healthy.
In particular, the Board moved to allow victims to have their day in court in response to a request by District Attorney Todd Spitzer. The Board’s action directs County Counsel to request to the Court a public open hearing be held in the conservatorship proceedings for defendant Aminadab Gaxiola Gonzalez to the public and victims in the March 31, 2021 mass shooting in the City of Orange.
Holding the conservatorship proceedings publicly allows families who have suffered to obtain much-needed closure and the closest they will see to their day in court. This is the worst mass shooting in recent history to take place in Orange County, and the public needs access to justice. I am dedicated to ensuring that all who commit heinous acts are held accountable and the rights of victims are at the forefront of our criminal justice system.
Additionally, the Board approved $2.5 million in funding to support the development of 40 units of permanent supportive housing at the Motel 6 Homekey Project in Costa Mesa. In addition, the Board increased the loan commitment by $1 million for the Riviera Motel Project, a 21-unit motel conversion in Stanton.
These projects build upon the momentum we began in 2021, when I initiated ‘Homekey in a Box.’ We brought together our County staff, city mayors and mangers to streamline the application process for these projects. Now, we will house more Veterans and families, while simultaneously converting crime magnet hotels into quality supportive housing.
In the evening, I attended the 22nd Annual Orange County Arts Awards. This benefit event recognized artists and art patrons who have made significant contributions to the arts. The awards ceremony was a great way to bring together the arts community and county residents to celebrate the arts’ presence in Orange County.

On Wednesday, I met with my Veterans Working Group to get updates on veterans issues in Orange County and plan for our Post-9/11 Veterans Welcome Home event this weekend. We have heard from our veterans community that this generation of veterans does not feel as appreciated as prior generations, so I’m hosting an event tomorrow to celebrate them and connect them to key resources. Afterwards, I met with our internal homelessness advisory team. Doug Becht, the Director of the Office of Care Coordination, joined us to provide updates about County’s actions to address homelessness. Some topics that we discussed included a strategy for regional care coordination, housing for the Transitional Aged Youth population, and plans for taking advantage of the next round of Project Homekey grants.
Thursday morning, I was humbled to join WISEPlace and Jamboree Housing for a press conference to announce their permanent supportive housing project. WISEPlace and Jamboree Housing are two incredible nonprofits seeking to combat the housing crisis in Orange County. During our press conference, we heard from Tammy, a graduate of WISEPlace’s programs with a moving story of perseverance. Her experience with the organization is a powerful testament to the impact of WISEPlace’s work, and this project will only increase their ability to help our most vulnerable members of the community.
 Upon completion, nearly 50 people in crisis, survivors of domestic violence, and our most vulnerable seniors will be off our streets. My $1.5 million contribution in American Rescue Plan grant funds made it possible for WISEPlace and Jamboree to leverage funding from the state tenfold. It’s up to local elected officials and community leaders to find creative ways to stretch our tax dollars and capitalize on the unprecedented funding available from the state and federal government to end the homelessness crisis. Then, I attended the Orange County Fire Chief’s Association meeting! I provided updates from the County on mental health services, homeless care and coordination, public safety proposals, and the Gypsum Canyon veterans cemetery.
 Tomorrow in addition to our post-9/11 veterans event, Team Foley will be at Barktober Fest! I always enjoy sponsoring community events where all can gather with their furry friends for wholesome spooky fun. Make sure you stop by and say hi!

Another busy week in the office of Supervisor Foley!
On Monday, I joined our internal John Wayne Airport Advisory team for an incredibly productive meeting about critical issues regarding the airport. Our conversation focused on the 2023 allocation for average daily departures, seat capacity, and remain overnight positions. We discussed the implications this proposed plan would have for the community—especially as it relates to noise and safety. The entire County of Orange is better because of the contributions of our internal advisory team, and I’m so grateful for their commitment and dedication to policy issues concerning John Wayne Airport.

 This morning I joined our Policy Analyst Annie Mitchell to give certificates at the Juvenile Justice Commission’s 5th Annual Essay Contest. I will provide pictures and more details in next week’s newsletter, but I will just say that it was an inspiring morning, and our office was honored to play a small role in contributing to this important event.

There are two important events this weekend.
The First is the Post 9/11 Welcome Homes Heroes event at Heros Hall in the OC Fairgrounds. The event will honor the veterans who have military serves post 9/11. This group of veterans is the first entirely volunteer regiment in our country's history. As an office, we are honored to recognize their commitment to preserving our countries safety.
Also this Saturday the City of Costa Mesa is hosting Barktoberfest at TeWinkle Park from 11am-2pm. The event will include pet adoptions, food trucks, local pet vendors and a pet halloween costume contest! You will not want to miss this event. It's going to be barktacular!

On Saturday, Rachel and I staffed the inaugural Love Newport event where community members gathered to complete service projects throughout their city. Many hands made light work and it was a fun way for residents to clean up the environment and get to know their neighbors!
At the office, I had a busy week of managing the sponsorships, ordering supplies for our events and supporting team members with all our activities. We keep busy learning and growing as we go along. I enjoy the many hats I get to wear and sharing my skills, strengths and talents with team members.
This week, our team met with the Homelessness & Housing Advisory Group members as well as Veterans Advisory group. We are also prepping for our Post 9/11 Welcome Home Heroes event at the OC Fairgrounds and Barktoberfest at Tewinkle Park in Costa Mesa on Saturday.
The next few weeks will be exciting as we gear up to continue fulfilling Supervisor Foley’s priorities: supporting the arts (Chance Theater, Lyric Opera, Dance for Joy), Lions Club International, youth scholarship programs (Girls Inc., Juvenile Justice Court essay contest event), Coffee & Conversations, gas card distribution, turkey and food box distribution and Christmas Walk!

On Tuesday I was very lucky to attend the Arts OC Award ceremony! This annual ceremony recognizes Orange County artists, organizations and art patrons who are making notable contributions with their art. This year, there were 7 honorees with many different backgrounds and amazing stories of how the art culture in Orange County brought them here!
Honoree Robert Garfias, who has traveled all over the world to study art and knows nine – yes nine! – languages, was recognized for the impacts that he made as the UCI Dean of Fine Arts! He is also very well known as the professor who founded ethnomusicology at the University of Washington.
Another honoree William Camargo, a lifelong Orange County resident, was recognized for his challenging of the erasure of Chicanx/Latinx historical documentation, news and photographs. He elevates our communities through family portraits and bringing communities of color into the spotlight!
There were many other wonderful awardees as well, Lyric Opera of Orange County was honored for bringing opera to Orange County with their intimate and professional productions! The founder of Lyric Opera, Diana Farrell, is very well known in our office for her amazing talent but also as a Woman Making a Difference which Supervisor Katrina Foley recognized her in March.
Going to this event helped me connect to the arts in a way that I personally haven’t in years. I believe that art can make a huge impact in anyone’s life, and I really appreciate everything that Supervisor Foley is doing to support and invest in the arts!

It’s not too late for post-9-11 veterans to RSVP here: tinyurl.com/KFHero for the Supervisor’s “Post 9-11 Welcome Home for Heroes.” The Supervisor will honor America’s youngest war veterans in a short ceremony and present each a commemorative lapel pin and a County Proclamation honoring their service. The event is free and open to the public. We only ask Post 9-11 veterans to RSVP so that we get the correct spelling of their name, branch and years of service. It will be held tomorrow, Saturday, 10/22 at 10:00 AM at Heroes Hall Museum.

 A fantastic ally to veterans, Supervisor Foley is one of the few leaders who understands the special isolation that this generation of heroes who—despite being the best trained, best educated, most diverse fighting force in American history—have borne the time of our national defense when fewer than 1% of our population has served. Nearly 50 years since the last American draft, returning veterans no longer have a large population of veterans with who understand them. And despite the nation’s enormous reservoir of good-will for the volunteers who have carried on the last 22 years of unrelenting conflict to protect our shores, few of their civilian peers understand the culture, values and costs of that defense. “post 9-11 veterans are the only ones to have gone to war as an all-volunteer force” and “bear a special, isolating burden.” Lets do right by them!

As of October 20, 2022, 2,355,864 of Orange County residents are fully vaccinated, 211,816 are partially vaccinated and 1,380,989 received their shot or booster dose. That is great news as we reopen and get back to living our best lives.
On October 27, 2022 Governor Newsom announced the plan to end California’s COVID State of Emergency February 28th, 2023. Marking the end of the COVID-19 State of Emergency at the state and national level does not mark the end of COVID-19. We still must protect our health and get vaccinated and be mindful of our surroundings.
New COVID-19 (bivalent) boosters for children ages 5 and older are now authorized by the Food and Drug Administration (FDA) and approved by the Centers for Disease Control and Prevention (CDC).
Appointments can be made by parents and legal guardians seeking a vaccine for their eligible child(ren) by visiting www.vaccines.gov, https//myturn.ca.gov, or by calling their primary care provider.

OC Health Update
As of October 21, 2022 there are 277 total cases of Monkeypox and 15, (5%) hospitalizations in Orange County.

OC Animal Care:
Many concerned citizens reached out to my office about the state of OC Animal Care’s adoption system. In response, I sent an anonymous staffer unannounced to walk in to the shelter and report back what an everyday resident may experience as a walk in adopter. I’m pleased to report they were accommodated within minutes and were able to view multiple animals (& our office almost got a new fuzzy team member)!
There are some fundamental truths we must start with:

Too many pets are living in our shelters who need a loving home.
-
Our shelters are understaffed and we must vigorously recruit and retain new staff members.
-
The OCAC shelter is open for walk ins. Appointments are recommended for a quicker adoption process, but not necessary. Every customer receives a fully personalized adoption experience.
To solve our most pressing concerns, my office sponsored adoptions through the month of September. I’m pleased to share we found homes for 182 dogs, 296 cats, 20 rabbits, 8 guinea pigs, and one tortoise!

Pet of the Week

Frank (also known, lovingly, as “Frank the Tank” by Volunteers) is a 6-year-old German Shepherd mix who is 94 lbs. full of love and smiles! This handsome boy just wants to be by his favorite humans all day long and will continuously go from person to person to get all of the pets he can! Frank loves his walks and might pull a bit in the beginning, but once he’s in the grove of walking, he calms down and enjoys the scenery. Frank has gone on our Pack Walk Adventures and did well walking near his doggie friends! While Frank hasn’t shown any negative behaviors when walking near other dogs, he does like to have all of the attention to himself, so we recommend his new family not have any other pets. Recently, during our Pet Food Pantry event, Frank ended his walk by saying hello to all of the high school students who were volunteering that day, and he did wonderfully! All this sweet pup cares about is getting every last bit of attention and love from his human friends, and maybe a little bit of time playing fetch before curling up for a snooze right by your side. We even think he might be potty trained! Frank is known as the loveable goofball between Staff and Volunteers, and he is excited to find a furrever family who will spoil him rotten!

Emergency Railroad Stabilization Project Updates
The Orange County Transportation Authority finalized a contract with a geotechnical firm to begin emergency work next week to stabilize the railroad track in San Clemente.
The current plan is to complete the work in one phase over approximately 90 days. Project engineers and geotechnical experts will continually monitor the slope next to the track during construction. In partnership with all rail agencies, a decision will be made when to safely resume passenger rail service. Restoration of passenger rail service could happen in as soon as 60 days, in mid-December, or when the construction is expected to finish in mid-January, in 90 days.
Metrolink released their adjusted schedule in response to the line closure, but at this time offer no alternate routes. Amtrak provides alternate bus routes for some of the trains impacted by the closure while other trains are temporarily suspended with no alternate routes.
Student Debt Relief
The application for student debt relief is now open! Applicants can expect to see relief within 4-6 weeks of applying.
Apply before 11/15 to receive relief before payment pause expires on 12/31. Applications submitted after will still be processed.

Mariangeles Soto-Diaz: Gentle Prowess Deliberations
Part of Mariangeles Soto-Diaz’s ongoing artist residency, Gentle Prowess Deliberations is the third project in a series in which the artist incorporate judo principles and elements into art objects, installations, performances and social practice with her judo community. This project focuses on ju, or gentle, one of the core concepts of judo. The work also grapples with the ongoing reality of violence, including the violence that has led to over six million people leaving the artists native country of Venezuela in recent years. How does one practice ju in a world shaped by oppressive violence?
While growing up in Venezuela, Soto-Diaz’s judo teachers were intent on transmitting judo’s international sensibility as intertwined with its pacifist ethos, a key principle articulated by judo founder Jigoro Kano. Through these early experiences, Mariangeles was able to begin the philosophical and rhetorical quest into what this might mean as one confronts a powerful opponent, institution, or system.
For this project the artist approaches ju in several ways. She asked judo colleagues and teachers from two different dojos, Bunasawakai and Sawtelle, to characterize ju in their own words, and then incorporated their answers into aspects of the performance and installation. She weaves into the performance movements from a choreographed judo form that centers around ju, called ju-no-kata, performed here by US National champions Lee Pasteris and Frederick Dagdagan. Soto-Diaz incorporates judo movements performed by two of her sensei, grand master Sensei Nori Bunasawa and Sensei Goya. In addition to these four highly ranked master judokas, the artist is collaborating in the performance with dancer, choreographer and UCI professor Charlotte Griffin and art performer Christina Segovia. The evening will include field recordings from judo competitions at the Kodokan Judo Institute in Tokyo as well as the US, with live and processed sound in collaboration with musician Michael Dessen.

The exhibition Guo Pei: Art of Couture premiers with a fresh take on the artist’s finest and most personal pieces, including gowns hand selected by Guo Pei herself. Hot on the heels of her success at the Legion of Honor in San Francisco, Bowers’ entirely new exhibition opens to the public on November 12, 2022.
Guo Pei: Art of Couture will feature over 40 works of couture art curated for exhibit by the world-renowned designer. Among the bespoke selection is Guo Pei’s Chinese Bride collection, which makes its North American debut at the Bowers.
