What a productive week! We recognized respected members of our community, participated in events to raise awareness for important causes, and highlighted new helpful programs and initiatives.
Friday night started off with a bang! Everyone knows how much I love the OC Fair, and the action sports events are no exception. This past weekend, I attended the Public Safety Demolition Derby, which was just as thrilling as it sounds.

Did you know the western monarch butterfly population is endangered? On Saturday, I was invited to attend the 4th Annual Festival of the Butterflies to raise awareness on this issue as well as the necessary recovery efforts. Featuring a kids butterfly parade and homemade headpiece contest, it was a fun day for all! To learn more, visit goinnative.net/monarchs.
Given that many students have limited financial resources, access to public transit is key to making their education possible. I look forward to continuing to expand transit access to the people who need it most: Orange County’s youth, seniors, and low-income residents. Orange County deserves a modern, efficient, environmentally friendly transit system that is affordable and accessible to all.
At Tuesday’s Board meeting, we voted on youth mental health support, rehabilitation services, rehousing efforts, and OC’s voting system. We also honored esteemed members of our community, including Justice Joanne Motoike for her exemplary leadership as Juvenile Presiding Judge and her contributions advocating on behalf of Orange County’s most vulnerable youth!
 Widely recognized by attorneys, judges, law enforcement officials, community members, and even California Governor Gavin Newsom, Justice Motoike was unanimously confirmed as Associate Justice of the Fourth District Court of Appeal, Division Three. Read more about her accomplishments!
 During the Board meeting, my team and I also attended the presentation of the OC Social Services Agency’s newest Mobile Response Vehicle! This MRV will soon be out and about, providing county services directly to those who cannot access them otherwise. There are multiple computer stations and a wheelchair lift for better access, allowing for social service programs to be more accessible.
 These vehicles allow social services to help people at area colleges, vaccination clinics homeless shelters and encampments, during natural disasters, and more. It represents an exciting and necessary development in the county towards access for all, and is another step towards knocking down barriers to access in OC.
On Wednesday, I was happy to host the Veterans Legal Institute (VLI) Volunteer Reception. The VLI extends their legal services to veterans’ families and is recognized as a leader in the practice and reform of law related to Military Sexual Trauma and Military discharge upgrades. The pro-bono attorneys, volunteers, and staff who dedicate their time and resources to protecting our veterans deserve to be honored, and I am so thankful we had the chance to do so on Wednesday.

Want to support the VLI? They’re always open to having attorneys take on pro-bono cases or having volunteers provide another set of hands at their office. There are also many ways to donate and support their services!

Later that day, we attended the swearing in our our new Chief of Probation Daniel Hernandez. His vision for the department prioritizes rehabilitation and stabilization. I look forward to working with him on our reentry and apprenticeship programs so we help those who are entrusted in our care develop a path to citizenship and stability thereafter. Congrats to Chief Hernandez!
I also participated in numerous meetings and calls with constituents about housing concerns, encampments, Senior housing, airport concessions, and public safety initiatives.

On Wednesday, I was honored to join Supervisor Foley at the Swearing in Ceremony for Daniel Hernandez, our new Chief Probation Office. Supervisor Foley made excellent remarks about Daniel’s leadership abilities and dedication. There is nobody better for this important role and we are so excited to work with Chief Hernandez and our partners in the criminal justice system to continue making progress to promote public safety and reduce recidivism.
I also had the opportunity to meet with several groups of concerned neighbors in Newport Beach about strategies to address the proliferation of unregulated—and potentially unscrupulous operators—of unlicensed group homes. It’s critical—both for the safety of those in recovery and the surrounding community—that group homes abide by common-sense regulations and don’t put profits ahead of patients. This is certainly a complex issue, and there are no easy solutions, but Supervisor Foley is committed to building on the example set in Costa Mesa and expanding this regulatory scheme across the county. Please do not hesitate to reach out with any input or concerns.
I met with Covenant House this morning to learn about their efforts to address youth homelessness in Orange County. Ending youth homelessness in Orange County is a priority for Supervisor Foley and we look forward to finding solutions to deliver more housing for Transitional Age Youth, with a special focus on those exiting the foster care system.
Right after my meeting on youth homelessness, I joined the OC Senior Advisory Council for a special meeting on housing. Stephanie Palmer, presented about the innovative work of HomeShare OC to connect housing insecure college students to seniors with extra room. Through this program, youth and seniors are matched together. HomeShare OC provides support throughout the entire process. The student pays reduced rent in exchange for doing chores. This exciting intergenerational model helps address youth homelessness AND provides income and connection to seniors. You can learn about the program here: Carrie Buck — Gen2Gen Innovation Fellow

This week has been jam-packed with event planning meetings! I started the week with a meeting with Patti Hirahara, who is assisting our office in planning an event to commemorate the 52nd Anniversary of the Japanese American Garden and Teahouse in Santa Ana. Our event recognizes the many contributions made by the Japanese American community in Orange County. Many people are unaware that this beautiful garden exists, so here's a quick history lesson: A year after the Orange County Courthouse opened, the Japanese American Community Services, Inc. presented a plan to the Orange County Board of Supervisors to build a 75-foot by 102-foot Japanese Garden and Tea House directly outside the courthouse in 1969. Through collaboration with local community organizations and the Japanese American community, they raised $50,000. This project became a symbol of the Japanese American community in Orange County's friendship and gratitude to the County of Orange for welcoming them back.

This week I met with Ayn Craciun and Lexi Hernandez from the Climate Action Campaign, a grassroots advocacy group fighting for climate action in San Diego and Orange Counties. Ayn and Lexi are advancing building electrification in Irvine and throughout Orange County, with a focus on giving more low-income households access to the benefits of clean energy.
At Monday’s meeting of the Orange County Transportation Authority Board, Supervisor Foley and her colleagues celebrated the OCTA Community College Program, which gives Orange County community college students access to free or low-cost rides on the OC Bus system. It was great to recognize the 10 community colleges participating in this program, and to hear from their Presidents about how the program has made a difference for students. Shoutout to OCTA, Orange County’s community colleges, and our fabulous community college students for making this program possible!
At the meeting, we also got to hear from SANDAG, the San Diego region’s planning agency, about their exciting vision for the San Diego transportation system. SANDAG is using data-driven planning to reduce traffic, advance social equity, and mitigate greenhouse gas emissions. The agency will invest in green, multimodal transportation that is customized to different areas of the region depending on their population density, traffic levels, and socioeconomic status. Importantly, SANDAG’s Deputy CEO pointed out that widening roadways is no longer an option, as doing so increases both traffic and greenhouse gas emissions. We must instead invest in flexible, active, multimodal transit and demand management. I look forward to seeing Orange County borrow some of these ideas from our southern neighbor.

I wanted to share more about the people who work at the Veterans Legal Institute – at the VLI, we are family. And like families we rely on each other. VLI is led by a veteran of the California State Guard, former Major Antoinette Balta, and nearly every staff member, pro bono attorney, and member of its enormous cadre of rank-and-file volunteers are either veterans themselves or from military connected families.
Pictured below is Private First Class Atchley-Martin, USMC. PFC Atchley-Martin is the daughter of SSGT Atchley-Martin and VLI attorney Caitlin Emmons. The young Marine attended Wednesday's reception with her mom and did nothing but coo and look adorable for a crowd that refers to her as "the official VLI Baby." Dad is currently deployed to Okinawa for 6 months and only narrowly made the birth; meaning the intrepid Caitlin is faced with single mom life. That's what I wanted to point about VLI and the broader community they support.
Not only was Caitlin my attorney when I had to apply for a corrected discharge document, but she has volunteered and continues to volunteer outside of her VLI practice. That's the way everyone is at VLI. They do whatever is necessary to help other veterans and their families because they all know how hard it can be to serve and readjust to civilian life. And if there is one other thing to take away, it's how important peer-to-peer, veteran-to-veteran networks like VLI are in helping service-members thrive upon their re-entering the civilian world. Supervisor Foley knows this because so many of her immediate family members have served not only in uniform but in combat. She knows that heroes find it very hard to ask for help, even when they desperately need it; so fellow veterans and veteran-led institutions like VLI are the best support for them. So if you appreciate the sacrifice made by Eloise and her family to serve our country, I hope you'll support the Supervisor in her effort to support these critical, peer-to-peer veterans' institutions.

Commission Updates

The OC Parks Commission met in a field visit to Mile Square Park on Thursday evening, August 4. Vice Chair Shawver and I were the commissioners present.
OC Parks Director Tom Starnes provided an update on the project at Mile Square park to rehabilitate the failed golf course (there are still two other functioning courses there) and utilize the property for regional park space. The project is now in Phase 1 construction mode that involves the removal of old course infrastructure and installing new park water lines, lake improvements and more.
Tom introduced his design and project management team who accompanied us on a driving tour of the construction work. I am looking forward to the conclusion of the project as it will provide a major expansion of regional park open space that will be greatly appreciated.
After the field visit, staff invited us to attend the free concert in the park that featured the Big Bad Voodoo Daddies.
The next meeting of the OC Parks Commission will on Thursday, September 1 at OC Parks Headquarters. One item likely to be on the agenda will be the CEO’s Conflict of Interest form that was contested by two Commission members at the July meeting. County Counsel is expected to attend to assist with explanations.

As of August 11, 2022, there are 52 confirmed or probable cases of monkeypox in Orange County, and over 1986 individuals have been vaccinated. Although monkeypox vaccines are limited in availability, the County is working to secure more doses. To register for the vaccine, eligible individuals can visit Othena.com.
To prevent the spread of monkeypox and keep yourself and others safe, folks should:

Talk to your sexual partner/s about any recent illness and being aware of new or unexplained sores or rashes on your body or your partner's body, including on the genitals and anus

Avoid close contact, including skin to skin hugging, kissing, cuddling and sexual activity with people with symptoms like sores or rashes
-
Avoid sharing materials (e.g., utensils, cups, clothing, towels, bedding) with someone who has symptoms
-
Wash your hands often with soap and water or an alcohol-based hand sanitizer
-
Use appropriate personal protective equipment (PPE) (like a mask, gown and gloves) when caring for others with symptoms

Avoid contact with infected animals

As of August 9, 2022, 2,339,462 Orange County residents are fully vaccinated. The 7-day average positivity rate (08/12/22) in our County is 15.6 %. This equals out to 26 daily positive COVID cases per 100k residents.
OC Animal Care:
The OCAC is holding a Clear the Shelters event for the month of August! All cat/kitten adoption fees are 2-for-1, and all dog adoption fees are waived.
There have also been many questions regarding OC Animal Care’s appointment and walk-in’s policy. There are 400 appointments available per week, and walk-ins are welcome on a first come, first served basis. The appointment system aims to ensure potential adopters have the opportunity to visit and adopt animals in a practical way while also maintaining animal health and wellbeing.
