We are planning many upcoming events that support our initiatives for public safety, workforce development, COVID-19 relief, protecting our natural resources, providing transparency and accountability for taxpayers, and supporting Veterans. As a Director for the Orange County Transit Authority, I’m grateful that OCTA and Teamsters 952 tentatively agreed on a contract to avoid a strike and disruption of services. Let’s keep the buses rolling. You can read our Press Release: Here
Love was in the air in Orange County this week. Our County Clerk-Recorder, Hugh Nguyen, invited the Board of Supervisors to help officiate some of the 100 weddings held on Valentine’s Day. This week I invited all Elected Officials in the new District 2 to meet for a presentation by Julia Bidwell, Housing and Community Development, about how to work with the County for Project Homekey motel conversions. We plan to follow up with Orange, Santa Ana, and Tustin on interest expressed. Read our Press Release: Here
We also shared about funding for food insecurity for Veterans and Seniors. If you know of families in need, please contact us. We can help with grocery gift cards purchased from American Rescue Plan funds.
Our Homelessness and Housing Advisory team joined with our Veterans advisory team for a special presentation from Richard Owens of Jamboree Housing. His work to clarify the housing needs of Veterans will help us find innovative ways to increase the housing options available to housing voucher recipients. Homelessness is a Countywide concern and to end homelessness we must work together and continue to develop a solution-oriented system.
As the new Supervisor for Santa Ana, I take the concerns about construction impacts, shared by the downtown businesses, seriously. We participated in several meetings this week with Mayor Sarmiento and Councilman Hernandez, OCTA, and local business owners to find solutions related to better signage, cleared pedestrian paths, security, dust and (most of all) revenue impact. Our office will staff a table in downtown next week to help businesses apply for grants and answer questions.
Yesterday, I toured the Orange County Juvenile Hall and the new rehabilitation center. I learned all about the services and programs, including workforce development programs, that we offer. We will continue to work on building a relationship with the trades, to help our youth offenders transition out with skills and a path to a stable job.

Women's History Month
County of Orange Awarded $17 million in Project Homekey Funding
The County of Orange (County) was awarded $17 million in funding under Round Two of the State Homekey program to acquire the former Quality Inn and Suites in Huntington Beach and convert the former hotel into 62 units of housing for people experiencing homelessness and chronic homelessness. The County submitted the application for the motel conversion project (referred to HB Oasis) as co-applicants with American Family Housing and National Community Renaissance of California (National Core), and in partnership with the city of Huntington Beach.

This week, I joined Supervisor Foley and our Chief of Staff, Nick Anas, on a tour of Juvenile Hall in Orange County. It was great to see the new multipurpose rehabilitation center. The Supervisor is very excited about the progress that has been made and we look forward to collaborating with Probation to improve the outcomes for our most vulnerable youth.

Agenda Item #2: Approve Second Amendment to Fixed Base Operator Lease with Clay Lacy Aviation
The Airport Commission voted unanimously to approve the second lease amendment to allow Clay Lacy Aviation, Inc. to modify its site plan so that they can move forward with the General Aviation Improvement Program.
Background:
As part of the General Aviation Improvement Program (GAIP), Clay Lacy Aviation (CLA) was required to offer First Right of Refusal to the Orange County Sheriff’s Department (OCSD) and the Orange County Fire Authority (OCFA) to sublease an Air Support Facility constructed and maintained by CLA. The OCFA declined to participate in the development of a joint facility and the OCSD declined the proposed rents and amount of dedicated space, so CLA had to adjust their site plan and rent structure. The proposed site changes will result in a net increase of 6,452 square feet of combined hangar and apron space and will accommodate a net of one additional based jet aircraft.
The addition of one based jet may lead to an increase in the GAIP operations of 561 annual operations, an increase of approximately .3%.
I requested that, when applicable, a section on Community Impacts be included in the Agenda Staff Report (ASR) so that the public can clearly understand the impacts of JWA decisions on their communities. The surrounding communities are important stakeholders in JWA operations and they should be considered in all airport decisions that affect them.

I’d like to thank Interim Airport Director Rick Francis for his recent community outreach efforts. Mr. Francis and the JWA staff, led by Interim Deputy Airport Director, Evanna Barbic, hosted a public forum on the GAIP updates and the CLA amendment. The public forum represents an important step toward building a positive relationship between the airport and the surrounding communities. Mr. Francis’s effort to create a transparent line of communication between JWA and OC residents is commendable.

Hello District 2
On Wednesday, I joined Supervisor Foley for a meeting with key city officials for Santa Ana, including Mayor Sarmiento, Council Member Hernandez, City Manager Ridge, and community business representatives, as well as officials from OCTA. Our goal is to figure out the best way to alleviate disruption during the streetcar construction.
For the time being, our office will be promoting grant opportunities that businesses and residents can apply for. One potential grant opportunity, open to Santa Ana residents, is a $2,500 grant that will allow small businesses that did not receive the California Small Business relief Grant to receive a $2,500 grant from the County.
Qualified businesses are those that were open in 2019 and had total gross revenue of less than $50,000 and fewer than 5 full-time employees. The grant is currently open and closes on March 15, 2022. You can learn more about the grant and its requirements: Here

Nominate An Everyday Hero for Orange County's 2022 Red Cross Awards
This week has been a whirlwind of activity! I started my week by accompanying the Supervisor to the Old Orange County Courthouse, where she and several of the other County Supervisors had the honor of officiating Valentine's Day weddings. My favorite part of the day was witnessing so many beautiful couples exchanging their wedding vows with each other. It really drove home the work that we do to bring our constituents opportunities, so they can go on to live happy, fulfilling lives!
Aside from that, each day was jam-packed with event planning meetings. Please keep an eye out for announcements about our upcoming events. We are going to have a busy year and support our neighbors through our job fair, public safety hearings, sustainability initiatives, and much, much more.
If you know of an everyday hero, please nominate them for Orange County's 2022 Red Cross Award. The nominee may be an "ordinary" person, but their actions make them extraordinary in terms of helping with animal welfare, disaster services, blood donation, or more. I want take just a moment to talk about the spirit of volunteering.
All week long, I’ve been meeting with and signing up volunteers who are joining “Team Foley” for next week’s Point-In-Time Count. This has been especially uplifting as the Point-In-Time Count is a biennial, national survey of unhoused individuals, overseen by the U.S. Department of Housing and Urban Development. It’s how the federal government – and to a great extent the County and state –decide where to spend money to fight homelessness. As you can imagine, this count is large and labor intensive, so we depend on volunteers. We have been actively recruiting volunteers who are willing to work four and a half hour shifts as we locate, count, and ask important questions of our unhoused neighbors.
This year, even in the midst of our pandemic recovery, Supervisor Foley has been able to recruit 21 volunteers to join her in counting our homeless neighbors in Santa Ana, Costa Mesa and Newport Beach. We will be working morning shifts from 4:30 AM to 9:00 AM and evening shifts from 6:30 PM to 11:00 PM.
I am just blown away by the excitement and commitment of these constituents, some of whom have volunteered for both shifts! Volunteer: Here
In addition to attending our meeting with Elected Officials from District 2 and working with Veterans and Homelessness Committees, I am actively renewing Supervisor Foley's appointees to the County’s Emergency Medical Care, Senior Citizens and Historical Commissions. I am an appointee to the County’s Veterans Advisory Committee, so I know that these are important jobs, filled by people who just want and do make our Dounty a better place to live.
Not surprisingly the Appointees the Supervisor is placing in these roles are incredibly accomplished. A Steep Decline In COVID-19 Cases

California has announced a statewide SMARTER plan that many are calling part of an "endemic," as we move on from 2 years of learning how to best tackle COVID-19. Read the full update: Here
As of February 16, 2022, our statewide indoor mask requirement ended. However, there are a few exceptions: certain settings require masking and those who have not been vaccinated should still wear a mask indoors for their own protection and to protect others.
*For children 5 years through 17 years of age, a primary series consists of 2 doses of the Pfizer-BioNTech COVID-19 vaccine. For persons 18 and older, a primary series consists of:
A 2-dose series of an mRNA COVID-19 vaccine (Pfizer-BioNTech or Moderna), or
A single-dose COVID-19 vaccine (Johnson & Johnson’s Janssen vaccine)
COVID CASES: As of now, we have 2,422,759 fully vaccinated residents and 1,180,353 have receieved their booster shot or additional doses. The 7-day average positivity rate (2/18/22) in our County is 5.5%. In the state of California, cases have decreased 65% since the Omiron peak and fewer children are in the hospital.
Stop By & Pick Up A COVID Cheek Swab Test
I continue to serve Orange County residents at the Orange Coast College COVID Vaccine Clinic by passing out cheek swab COVID tests. Don't wait until you need a test, make sure that you always have one on hand. After the surge in cases, the number of people that come to our clinic to get vaccnated has decreased. However, there are still many residents who are not boosted and children (ages 5-11) that have not received their primary vaccine series.
I will be at the O.C.C. vaccine pod on Mondays from 8:30 - 4:30 p.m.(excluding holidays) and Thursdays from 12:00 - 8:00 p.m.

My late husband felt that I had a gift, in making dreams come true. He wanted me to continue to persevere to make projects and opportunities happen in this Country. Being raised in Orange County all my life, the preservation of Japanese American history has become my passion. This Saturday, February 19, 2022 is the Day of Remembrance commemerating the 80th Anniversary of the signing of Executive Order 9066 by President Roosevelt, which forced over 120,000 Japanese and Japanese Americans to be put into relocation camps during WWII. The Japanese American incarceration affected Orange County families and I recommend that you watch the FDR Library's virtual rememberance below.
Here in Orange County, the Japanese Garden and Teahouse, located at the Orange County Civic Center, will celebrate its 52nd anniversary this year. The garden serves as a lasting memorial for those that returned and resettled after the war.

Stop by the John Wayne Airport to view artist Minna Chow's gorgeous brush paintings in the traditional Chinese style, one of the oldest continuous artistic traditions in the world. This unique exhibit will be displayed in the Thomas F. Riley Terminal from February 17, 2022, through March 17, 2022.

 Pet of the Week: Jade Animal ID#: A1721446
Jade is a 2-year-old Karelian Bear/Border Collie mix and is very active! She is looking for a running, walking, or hiking buddy who is ready to explore the outdoors together! When Jade first arrived at OC Animal Care, back in May of 2021, she was very nervous and slow to trust. Our staff made sure to go slow, allowing her to adjust to being with a new caregiver. With patience, love, and some TLC from OC Animal Care's kennel staff and volunteers, Jade has blossomed. She absolutely enjoys her playtime and walks with everyone she has gotten to know! Jade can be selective when it comes to meeting men but, with time and trust, she is very good at making friends. Jade’s idea of a perfect day is running around in the backyard with a new family, playing with toys or a ball, then ending the night with a bowl full of yummy treats! Jade will do best in a house with kids ages 15 or older.
