As part of its commitment to environmental stewardship and public service, the Orange County Sanitation District (OC San) is supporting two legislative measures that will improve how local agencies deliver essential infrastructure and set fair and transparent rates.
OC San supports AB 2381 (Johnson), which raises the competitive bidding threshold for municipal water and sanitation districts from $35,000 to $220,000, with an annual inflation adjustment beginning in 2028. Updating this decades-old threshold better reflects today’s construction costs and allows agencies to deliver critical infrastructure projects more efficiently while maintaining transparency and accountability.
OC San also supports AB 2180 (Ward), the Proposition 218 Omnibus Implementation Act, which provides clearer statutory guidance for local governments when establishing property-related fees. The bill affirms reasonable cost-of-service methodologies and customer classifications, ensuring agencies can set equitable rates while continuing to protect ratepayers.
Together, these measures help modernize public agency operations, strengthen fiscal responsibility, and ensure local governments can continue providing essential environmental and wastewater services.
