OC San’s commitment to long-term planning and environmental leadership took an important step with the adoption of the 2025 Strategic Plan. Updated every two years, the Strategic Plan guides the agency’s priorities, ensuring we continue to advance innovation, protect public health, and deliver reliable, cost-effective service to the communities we serve.
The 2025 plan builds on the strong policy framework already in place, with focused strategies across 16 policy areas including the introduction of a new area dedicated to Potable Water Salinity Control. From addressing constituents of emerging concern, to advancing chemical and energy sustainability, to strengthening cybersecurity and organizational resiliency, the plan positions OC San to proactively meet evolving regional and statewide challenges.
With the adoption of the 2025 Strategic Plan this roadmap will guide agency priorities and investments through fiscal years 2026/27 and 2027/28, and it will continue shaping long-term planning well beyond those years.
